Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones, ROLL CALL City Attorney Snidow, City Engineer Brooks and Deputy City Clerk. Absent: City.Clerk. Each member present acknowledged receipt of a written copy of the minutes of the regular meeting of September 2, 1952. The Mayor ' asked if there were any objections or corrections to said minutes. There being none, the minutes MINUTES APPROVED of the regular meeting of September 2, 1952 were approved as written. The Clerk announced that two bids had been received in answer to Notice Inviting Bids BIAS ON STEEL PIPE for steel pipe. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None CONSOLIDATED WESTERN STEEL SOUTHERN_PIPE & CASING.COMPANY Moved by Councilman Memmesheimer, seconded by Councilman Hernandez and duly carried BIAS REFERRED the bids on steel pipe be referred to the Commissioner of Water, the Superintendent ' of Water and the.Commissioner of Finance for study and report. The Clerk announced that three bids had been received in answer to Notice Inviting Bids for a police car. BIDS ON POLICE CAR Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried the bids be now opened, examined and publicly declared. R. W. DAVIS BUD MILLER'S MOTORPORT LEIGH ERSKINE FORD Moved by Councilman Jackson, seconded by Councilman Hernandez the bids on the police car be referred to the Police Commissioner, the Chief of Police and. the Commissioner of Finance with power to act. Noes: None Absent: None ' A communication from the Planning Commission was read recommending denial of the application of John Conforti for a variance from R-1 to C -1 -zone for the construction of a Nursery JOHN CONFORTITS School at the southwest corner of Angeleno APPLICATION Avenue and Sixth Street. Moved by Councilman Jackson the recommendation of the Planning Commission be accepted and the application for zone variance be denied. 418 m CITY HALL, AZUSA; CALIFORNIA, MONDAY, SEPTEMBER 15, 1952 After discussion, Councilman Jackson ` withdrew his previous motion and moved that the Con£orti variance application be tabled until the next meeting of Council when further information is obtainable from the Planning Commission. This motion was seconded by Councilman Memmesheimer and carried unanimously. A letter from the Planning Commission recommended that the application of Azusa Properties, Inc. for a change in zoning from R-3 to C-1 on their property on East Foothill Boulevard near Pasadena Avenue be granted. Moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried a public hearing on the zone change from R-3 to C-1 be set for October 6, 1952. The Planning Commission recommended that the application of Ralph A. Cockrell for a variance from R-1 to C-1 zone on property situated south of 637 Angeleno Avenus be granted. Moved by Councilman Hernandez, seconded by Councilman Seltzer the recommendation of the Planning Commission be approved and the City Attorney be instructed to prepare a resolution approving the variance, said resolution to contain the restrictions for a C-1 zone. Carried by the following vote of the Council: Ayes: Councilmen: Hernandez, Seltzer, Jones. Noes: Councilmen: Jackson, Memmesheimer. Absent: None Relative to the matter of the revocation of the business license of Pedro Camps which was continued from the August 25, 1952 meet- ing of Council, Mr. Maurice A. Gleason, attorney for Mr. Campa, asked for a ,further extension of time. Moved by Councilman Seltzer the Campa matter be continued until the next regular meeting of Council. This motion failed for lack of a second. Moved by Councilman Memmsshsimer, seconded by Councilman Jackson the city license of Pedro Campa be.revoked effective October 1, 1952 and the unused portion of the license be refunded to Mr. Campa. ' Noes: None Absent: None Councilman Seltzer stated that he was passing due to his absence at a previous meeting when the Campa case was considered. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried the City Clerk notify Mr. Campa by letter of the revocation of his city license, said letter to be delivered to Mr. Camps personally by the Police Department. Mr. Taylor of the Azusa Retail Business 7:30 f41.` - HEARING ON ZONE CHANGE SET FOR OCTOBER 6th APPLICATION FOR VARIANCE APPROVED. CITY ATTORNEY TO PREPARE RESOLUTION REVOCATION OF BUSINESS LICENSE MR. CAMPA'S LICENSE REVOKED 420 1 CITY HALL, AZUSA, CALIFORNIA, MONDAY, SEPTEMBER 15, 1952 Association discussed with Council the Christmas decorations for the coming season. After discussion, it was moved by Council- man Memmesheimer, seconded by Councilman Seltzer the cost of the decorations ($2250 for 15 lines of lights and $450 for the tree) be underwritten and the Azusa Retail Business Association be requested to make an earnest effort to raise one half of the entire cost of the dec m ations. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mr. Tasley discussed with Council the installation of courtesy benches throughout the city as introduced at the regular meet- ing of September 2, 1952. Chief of Police Kendrick reported on his investigation of the procedure followed in other cities, notifying Council that an ordinance in the City of Arcadia provides for a charge of $50,00 per year plus 05.00 for each bench installed. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez and duly carried the City Attorney be instructed to prepare an amendment to Ordinance #438 permitting the installation of said benches with all necessary provisions provided for. Manuel Guerrera requested.that he be given ' permission to obtain a license to operate a cafe at 239 W. Foothill Boulevard. Moved by Councilman Hernandez, seconded by Councilman Seltzer and duly carried per- mission be granted for the issuance of a special permit for the operation of said cafe. A communication was read from the Azusa Transfer Company, Growers Chemical. Supply Company, Structural Engineering Company and Stoner -Mudge Pacific Corporation relative to the dust situation on a road west of Vernon Avenue north of 10th Street. These companies suggested that this street be im- proved by the city to a 30 foot width which the present easement contains, with the above- mentioned companies sharing the cost to the extent of buying the necessary black top material for said improvement. After discussion of exploring the possibility of obtaining the dedication of the other half of the street, it was moved by Council- man Memmesheimer, seconded by Counci]m an Seltzer the Engineering Department be in- structed to prepare the necessary cost figures as to the expense the city would incur in bringing this street up to standard specifications includin curbs, using city labor (2 of 48+ roadway. Absent,: None Councilman Jackson stated that although he favored granting this request he wished to disqualify himself and pass due to the fact that he is a member of the Azusa City Schools staff. Dan Hidding, manager of the Slauson Memorial Pool, spoke to Council thanking them and MR, HIDDIPIGS, MANAGER the various departments for cooperation ex- tended him in the management of the pool. OF SWIMMING POOL Members of Council commended Hidding on the successful operation of the pool dur- ing the past season. A communication from Evelyne R. Lake, Personnel Clerk, was read notifying Council of the satisfactory completion of John B. Littlefield's probationary period as JOHN B. LITTLEFIELD Fireman. The letter was,ordered placed on file. . ' A letter of resignation was read from Jack C. Masminster,.Meter Reader in the Light JACK C. LIBRARY BOARD Councilman Seltzer reported on his in- vestigation.of an aerial survey of the city. TABLED ' Council discussed the existing contract between the City of Azusa and the American Cyanamid Company for,the water supplied to that company. Public Utilities Commissioner Jackson requested authorization to continue servicing water at the old rate until the CONTRACT BETIMN CITY expiration of the present contract. AND AMERICAN CYANAMIDE CORP. Moved by Councilman Seltzer, seconded by Councilman Jackson the Water Department continue to.bill American Cyanamid Company at the old water rate until present contract expires pending final disposition of contract. Noes: None Absent: None After a discussion of the advisability of serving water to the Rosedale Nursery east of the city limits, Superintendent Smith was requested to investigate the cost of servicing this location and report back.
