Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones, City Attorney Snidow, Victor Miller (re- presenting City Engineer Brooks) and. Deputy City Clerk. Absent: City Clerk and City ROLL CALL Engineer. Each member present acknowledged receipt ' of a written copy of the minutes of the regular meeting of September 15, 1952. The Mayor asked if there were any objections or corrections to said minutes. There be- MINUTES APPROVED in none, the minutes of Septemember 15, 1952 were approved as written. Mayor Jones announced that the time of the proposed hearing on the zoning change for the Azusa Properties, Inc. should be set so the necessary advertising could be taken APPLICATION FOR care of. ZONE CHANGE Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried the City Clerk be instructed to publish HEARING TO BE PUBLISHED the hearing on the zoning change for the Azusa Properties, Inc., 605 E. Foothill Blvd., said hearing to be held October 20, 1952 at 7:30 P.M. in the regular council chambers. The Clerk announced that three bids had been received in answer to Notice Inviting ' Bids for a coupe for the use of the Super- intendent of the Light and Water Depart- BIDS ON COUPE menta. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried the bids be now opened, examined and publicly declared. STUMPF CHEVROLET COMPANY BUD MILLER'S MOTORPORT R..W. DAVIS Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the bids be referred to the Commissioner of Water and Li dit, the Superintendent of Water and Light and the Commissioner of Finance for study and report. COI IITTEE Noes: None Absent: None The Mayor announced that the hour of 7:30 ' having arrived, this is the time and place fixed for the opening of sealed bids or proposals for certain street lighting work on Azusa Avenue, described in Resolution No. 1911 STREET IMFROVEMiT 2665 and ordered by Resolution No. 2685. ACT 1951-5 (Assessment District No. 1951-5) The Clerk presented affidavits of posting and publication of notice inviting bids, and it was moved by Councilman Memmesheimer, seconded by Councilman.:Jackson and duly carried the affidavits be approved and CITY HALL, AZUSA, CALIFORNIA, MONDAY, OCTOBER 6, 1952 ordered placed on file. The Clerk advised Council that up to the hour of 7:30 P.M. two sealed bids or pro- posals had been delivered to the office of the City Clerk. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer the bids for street improvements for Assessment District No. 1951-5 be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None BARRY F. BREWER STATE CONSTRUCTION COMPANY Discussion followed as to time agreeable to all members of Council for the purpose of holding an adjourned meeting. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer Council adopt the following order: "The City Council hereby orders that the.bids and security furnished therewith for the street lighting work on Azusa Avenue described in Resolution No. 2665 and ordered by Resolution No. 2685 be referred to the City Engineer for examination and report to this City Council at 6:15 P.M. on October 9. 1952, on the bidding and the lowest responsible bidder.", A communication from Mrs. John L. Ogborn of the Paramount P. T. A. -Was read requesting that certain lighting facilities be provided for their annual Harvest Festival on October 17, 1952. Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried the Superintendent of Power be instructed to furnish the lighting facilities as re- quested. Superintendent Smith reported that the Southern Pipe and Casing Company was the ]avest responsible bidder on steel pipe, bids for which were opened at the regular meeting of the City Council held September 15, 1952. He outlined that their bid was low on Alternates A-1, B-1 and C-1 and that they were willing to accept an order for 30,000 ft. of 6" pipe, per specifications, subject to cancellation of 10,000 ft, for .9V. Also 2,000 10" pipe, per specifications, under_Alternates A-2 and B-2, for $1.59• Moved by Councilman Jackson, seconded by Councilman Seltzer the low bid of the Southern Pipe and Casing Company be accepted and the bid be awarded them as outlined above, and the City Clerk be instructed to return all bid bonds and checks to the unsuccessful bidders. Noes: None Absent: None 7:30 P.M, 435 BIAS ON STREET LIGHTING BIDS REFERRED TO CITY ENGINEER TO ELWINE AND REPORT PARAMOUNT P.T.A. REQUESTED USE OF LIGHTS SUPERINTENDENT STETH REPORTED ON BIDS SUBMITTED ON STEEL PIPE BID AWARDED 90IAW, 1 CITY HALL, AZUSA, CALIFORNIA, MONDAY, OCTOBER 6, 1952 7:30 P.M.43 Mayor Jones announced that.Council would now consider the matter of the request of John Conforti for zone variance from R-1 to C-1 on property located on the southwest corner of Angeleno Avenue and Sixth Street for the purpose of conducting a nursery school. The Mayor read the minutes of the Azusa City Planning Commission wherein the protests of a number of property owners within 300 feet of the property were out- lined, and as previously reported to Council at the September 15th meeting, the Mayor announced that the Planning Commission had recommended denial of the requested zone variance on the basis of the large number of protests filed. At the request of Mayor Jones, twelve people in the audience signified that they were there in protest of the granting of said variance, and three additional letters of protest were filed. After discussion, it was moved by Councilman Hernandez, seconded by Councilman Memmesheimer the recommendation of the Planning Commission be accepted and the request' of John Conforti for zone variance be denied. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mayor Jones again announced for the benefit of those in the audience who were interested that the hearing on the zone change for the Azusa Properties, Inc. would be held October 20, 1952 at 7:30 P.M. A communication from the State Board of Equalization was read relative to a hearing to be held in answer to protests of the issuance of a liquor license to the Market Basket, 605 E. Foothill Blvd., date for said hearing to be set at a later date. The letter was ordered placed on file. REQUEST FOR ZONE VARIANCE DENIED FIEARING ON ZONE CHANGE TO BE HELD ON OCTOBER 20, 1952 HEARING ON REQUEST FOR LIQUOR LICENSE Councilman Seltzer again reported on his investigation of an aerial survey of the City of Azusa and recommended to Council that Items #1 and #2 of the proposal of.the Fairchild REPORT ON AERIAL SURVEY Aerial Survey Company be accepted. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer Items #1 and #2 as outlined in the proposal.of Fairchild.Aerial Survey Company dated July 10, 1952 be ordered. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Officials of the Hadley -Cherry Company presented a tentative map of Subdivision No. 18890 for approval of Coure it and discussed improved street SUBDIVISION N0. 18890 arrangements submitted by City Engineer Brook's office, as well as the location of power.lines and water mains throughout the subdivision. After discussion, it was agreed that Hadley - Cherry submit a new tentative map at the ad- journed meeting of Council to be held October 9, 1952 at 6:15 P.M., said tentative map to 9 CITY HALL, AZUSA$ CALIFORNIA, MONDAY, OCTOBER 6, 1952 7:30 P.M. 439 show the necessary easements as well as improved street arrangements as suggested, eliminating two dead end streets originally included. A communication from Chief Kendrick was read requesting the appointment of five RESERVE POLICE Reserve Poli Officers, increasing the total OFFICERS number now a��owed. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AMENDING RESOLUTION NO. 2483. Moved by Councilman Hernandez, seconded by Councilman Jackson this resolution be adopted as read and.numbered Resolution No. 2691. Noes: None Absent: None A communication from Evelyne R. Lake, Personnel Clerk, was read stating that ' employee performance reports had been re- ceived by the Personnel Board from all de- partment heads.except the Public Works REPORT OF PERSONNEL Department and asking Council's cooperation BOARD in having said reports submitted to the Board immediately. Councilman Hernandez reported that he had been holding the performance reports of the Public Works Department until such time as he could meet.with the Personnel Board and PERFORMANCE REPORTS that such a meeting had been arranged for October 15, 1952. A letter from the Personnel Clerk was read stating that the Personnel Board were re- questing that Council advise them of their intentions in.regard to the employee pay raise recommended.by them August 1, 1952. Councilman Seltzer offered a resolution entitled: A RESOLUTION OF THE CITE COUNCIL OF THE CITY OF AZUSA,COUNTY OF LOS ANGELES, STATE OF ' CALIFORNIA, GRANTING ADDITIONAL COMPENSATION TO ALL FULL TIME EMPLOYEES OF THE CITY OF AZUSA, SAVE AND EXCEPT THE CITY CLERK, CITY RESOLUTION N0. 2692 TREASURER, CITY JUDGE, CITY ATTORNEY, FIRE ADOPTED CHIEF AND ASSISTANT FIRE CHIEF, EFFECTIVE AUGUST 1, 1952. Moved by Councilman Memmesheimer, seconded by Councilman Jackson this resolution be adopted as read and numbered Resolution No. 2692. Noes: None Absent: None CITY HALL, AZUSA, CALIFORNIA, MONDAY, OCTOBER 6, 1952 Mayor Jones recommended to Council that Rufus Ogilviets resignation as Assistant Director of Civil Defense be accepted and he be appointed as Director, of Civil Defense and Neal Robertson be appointed Assistant Director. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried the appointments of the Mayor be approved. A report from Rufus Ogilvie was read on ' the results of the recent Civil Defense Alert and Councilman Memmesheimer was re- quested by Council to make a study and recommendation on the purchase of sirens necessary to aid in future alerts. Relative to the purchase of 1000 arm bands @ .139 for use in Civil Defense, it was moved by Councilman Seltzer, seconded by Councilman Memmesheimer said arm bands be purchased and ordered by the Civil Defense office. Noes: None Absent: None Councilman Seltzer reported to Council that the Park and Recreation Commission had recommended the removal of three palm trees in the parkway at 934 W. Foothill Blvd. and two parkway trees at 523 N. Lemon Avenue. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried the recommendation of the Park and Recreation Commission be accepted. Councilman Seltzer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, GRANTING_A_VARIANCE TO.RALPH_A. Mr. Victor Miller, representing City Engineer Brooks, reported on the coa t of improving the street west of Vernon Avenue leading to Azusa Transfer az d other c ompanie s, stating that the Cit y's estimated share of the improvement of a 50' strip would be REPORT ON STREET WEST $8,950 including curbs, -gutters and pavement. OF VERNON AVENUE Estimated cost to the City of water installations for this area was reported as $2,685.00. No action taken pending further contact with property owners. ' On the basis of an investigation by Supt. Wolfe of possible flood hazard to property FLOOD HAZARD NEAR near Paramount School, it was reported that PARAMOUNT SCHOOL no flood control problem exists. Council discussed the advertising for street sweeper.as ordered at the September 15th meeting of Council. Moved by Councilman Seltzer, seconded by Councilman Hernandez, the City Clerk be in- structed to advertise for bids on a street sweeper, bids to be opened November 3, 1952, and the following portion of the minutes of the regular meetin of Council held September CITY CLERK INSTRUCTED TO 15, 1952 be deleted: bid s to be opened Octob er ADVERTISE FOR STREET 20, 1952 per request of Councilman Hernandez". County Board of Supervisers to be held October 7, 1952 on the subject of "Disposal of Com- bustible Rubbish". Superintendent Smith reported on investigation of cost of servicing utilities to the Rosedale Nursery east of the city limits of the City of Azusa. Noes: None Absent: None A communication from Fay Ellsworth McBeth was read relative to proposed zoning of property along Arrow Highway east from PROPOSED ZONING OF Valinda Street to Azusa Avenue, said pro- PROPERTY ALONG ARROW posed zoning to provide for heavy industry HIGHNAY except for Azusa Avenue corners for business. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez Mrs. McBethfs letter be referred to the Planning Commission for study and recommendation. Noes: None Absent: None Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried a request from the Azusa Girl Scouts for use of the pool next year on the same basis as AZUSA GIRL SCOUTS this year be referred to the Park and Recreation Commission. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried the correspondence from the Board of Fire Under- writers and the Hadley -Cherry Company be tabled until the meeting of October 20, 1952. Railway fares) Councilman Memmesheimer reported on traffic problems near the Aerojet plant and it was agreed that the Police Commissioner, the Police Chief and the officials of Aerojet work out suitable arrangements. REPORT ON TRAFFIC Councilman Memmesheimer also reported on the CONFERENCE Traffic Conference which he attended in Saaamento. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer requisitions #-3407- 3418; 2337-2353 LW be allowed and the -follow- ing bills be allowed and warrants ordered REQUISITIONS drawn upon the.Treasury for the same: Councilman Jackson requested that a payroll demand for swimming pool employees be clarified before his signature was affixed thereto inasmuch as the time sheets indicated the employees had worked 7 hours then they had actually worked only 4 hours. Councilman Hernandez reported that he had informed the employees they would receive pay for 7 hours for the days in question.
