AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
APPROVING ZONE CHANGE NO. Z-99-2 TO RECLASSIFY PROPERTY AT:
1301 WEST FOOTHILL BOULEVARD
FROM M2 (HEAVY MANUFACTURING)
TO M1 (LIGHT MANUFACTURING)
WHEREAS, the Planning Commission for the City of Azusa held a duly noticed public
hearing on May 26, 1999, and, after fully considering all oral and written testimony offered at
the aforementioned public hearing, adopted Resolution No. 99-19, recommending to the City
Council the adoption of this ordinance, and
WHEREAS, the City Council of the City of Azusa held a duly noticed public hearing on
June 7, 1999, concerning this zone change and fully and carefully considered all oral and written
testimony offered therein prior to acting on this ordinance.
THE CITY COUNCIL OF THE CITY OF AZUSA HEREBY ORDAINS AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa determines and declares the following
Findings of Fact:
A. This ordinance amendment would not result in any immediate significant impacts on
surrounding properties. The proposed zone change would be reflective of existing
uses in this area of the City. Any specific industrial activity on these properties
would be subject to review and approval by a City Official, Planning Commission,
and/or City Council since the buildings are proposed as speculative. Potential
impacts under the proposed general plan designation would be less than that which
might occur under the existing general plan designation due to the lighter
designation.
B. The amendment as set forth in this ordinance amendment is consistent with the
public necessity, convenience, general welfare, and good zoning practice and is
necessary for the preservation of the public health, safety and general welfare.
C. The proposed amendment is consistent with the goals,policies and objectives of the
Azusa General Plan. The zone change will change the land use designation of a
portion of the site to a less intense but similar use designation. Although the
proposed Ml designation is considered "light" manufacturing which allows uses
with less overall impacts than the existing heavy M2 designation, it is nevertheless
industrial. Therefore, the objectives of the industrial designations of the General
Plan will remain consistent.
SECTION 2. Pursuant to the City of Azusa CEQA implementing procedures and the State
of California's CEQA guidelines, a Negative Declaration has been prepared, noticed, and
reviewed, finding that the proposed project will not have a significant impact on the environment.
The change in the Land Use Designation will reduce the intensity of potential uses on the
properties. The project will reduce the types uses permitted on the property from heavy industrial
uses to light industrial uses. The reduction in uses will reduce potential impacts to the environment
at the same time. The City Council hereby certifies said Negative Declaration.
SECTION 3. The City Council hereby approves the amendment of the Azusa Zoning Map
to reflect the change in zoning for the four parcels of Tentative Parcel Map No. 25530 (A.K.A. -
1301 W. Foothill Boulevard) shall be re-designated from M2 (Heavy Manufaturing)to M1 (Light
Manufacturing). These parcels are identified as Parcels 1 - 4 of Tentative Parcel Map No. 25530
(Refer to Exhibit"A" attached to this ordinance).

SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall cause
the same to be published in compliance with Chapter 88, Article III, Division 5 of the Azusa
Municipal Code.

I HEREBY CERTIFY that the forgoing Ordinance No. 99-012 was subject to a first reading
