Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones, City Attorney Snidow, City Engineer'Brooks ROLL CALL and Deputy City Clerk. Absent: City Clerk. 1 Each member present acknowledged receipt of a written copy of the minutes of the regular meeting of October 6, 1952. The Mayor asked if there were any objections or corrections to said minutes. There being none, the minutes of the regular meeting of October 6, 1952 were approved as written. Moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried the affidavit of publication of hearing on the zoning change from R-3 to C-1 for Azusa Properties, Inc. (portion of Lot 86, Sub- division Ido. 2) be placed on file. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez azd duly carried Council adjourn until after the hearing of the zoning change for Azusa Properties, Inc. The City Council of the City of Azusa resumed their regular session at the above time and place after conducting a hearing on the request of Azusa Properties, Inc. for a zone change from R-3 to C-1 on a portion of Lot 86, Sub- division No. 2. Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones, City Attorney, City Engineer and Deputy ROLL CALL City Clerk. Absent: City Clerk. Moved by Councilman Memmesheimer, seconded by Councilman Jackson the request for additional zoning by Azusa Properties, Inc. be referred. back to the Planning Commission with a request that they hold another hearing and that legal -- - advertising be provided well in advance of REQUEST FOR RE -ZONING the hearing date. City Engineer Brooks reported to Council on his examination of bids, bid securities, responsibility of bidders and the lowest responsible bidder on the proposed street 1911 STREET IMPROVEMENT lighting improvement (Assessment District ACT 1951-5 No. 1951-5) stating that the State Construction Company was the lowest responsible bidder. Moved by Councilman Seltzer, seconded by Councilman Hernandez .this resolution be adopted as read and numbered Resolution No. 2699. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Council was advised that the lowest responsible bidder for a coupe for use of the Light and Water Superintendent was Stumpf Chevrolet Company. Moved by Councilman Jackson, seconded by Councilman Memmesheimer said bid be awarded to 3umpf Chevrolet Company and the City Clerk be instructed to return all checks or bid bonds to unsuccessful bidders. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Mr. Hadley of the Hadley -Cherry Associates discussed with Council certain changes made at their request on the tentative map of Subdivision No. 18890. City Engineer Brooks recommended that minor changes be made to improve certain intersections within the tract, as well as provision being made for easements as required. Moved by Councilman Seltzer., seconded by Councilman Memmesheimer Council approve the tentative map of Subdivision No. 16890 with the provision the changes as outlined above be made, subject to the approval of the City Engineer. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Moved by Councilman Memmesheimer, seconded by Councilman Seltzer Council accept the recommendation of the Planning Commission that the square footage of the buildings in Tract No. 18890 be 960 square feet (as con- tained in their communication of October 15, 1952). Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent. None ' Members of Council and Mr. Hadley discussed wit h residents of Azusa Lane the possibility of improvement of the condition of their sub -standard street and it was agreed that the residents of Azusa Lane and Mr. Hadley would investigate.any feasible way to take care of such improvement. 9:30 P.r7 RESOLUTION NO. 2699 ADOPTED BID ON COUPE TENTATIVE IMP OF TRACT NO. 18890 RECOM ENDATION OF PLANNING C01MISSION AZUSA LANE (SUB -STANDARD STREET) A tentative map of Subdivision No. 188.1 (Block 8 and a portion of Block 9, Tract No. 627) was presented together with a recommendation CITY HALL, AZUSA, CALIFORNIA, MONDAY, OCTOBER 20, 1952 from the Planning Commission that this tentative map be approved. Moved by Councilman Seltzer, seconded - by Councilman Hernandez the recommendation of the Planning Commission be accepted and the tentative map of Subdivision No. 18841 be approved. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Meimnesheimer, Jones. Noes: None Absent: None A Civil Service Employment List for the position of Meter Reader in the Light and Water Department was presented with the names of two applicants (Tony Samarron and James Simning) certified. Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried the appointment of a meter reader be tabled until the next meeting of Council. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried the Personnel Board be authorized to conduct another examination for meter reader to provide a list of certified applicants which would exceed by two the number of vacancies. A Civil Service Employment List for Sewage Treatment Plant Operator was presented with the name of one applicant (Thomas Lopez) certified. Moved by Councilman Hernandez, seconded by Councilman Seltzer and duly carried the appointment.of a sewage treatment plant operator be tabled until the next meeting of Council. Moved by Councilman Hernandez, seconded by Councilman Seltzer and duly carried the Personnel Board be requested to hold another examination for sewage treatment plant operator, said examination to be advertisied in the classified section of the Azusa Herald and the Canyon City News for two consecutive weeks and in the Los Angeles Times and the Pasadena Star Nevis for three consecutive days. 9:30 P.455 TENTATIVE MAP OF TRACT NO. 18841 PERSONNEL BOARD METER READERS DISPOSAL PLANT OPERATOR Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried LINEMAN the Personnel Board be instructed to conduct an examination for Sineinan.to fill one vacancy. Communication from the Library Board was read requesting that adequate lighting be provided in the northeast corner of the library building. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried the Light Department be authorized to in- stall the necessary facilities as requested. Minutes of the meeting of the Azusa Public Library Board held October 2, 1952 were ordered placed on file. Krems, President of Azusa Properties, Inc. was read request- ing the removal of two palm trees from the parking strip of their proposed shoppirg development on East Foothill Boulevard. REMOVAL OF TREES Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried this request be referred to the Park and Recreation Commission with power to act. ' Councilman Seltzer reported on a request of Rosales Market on Azusa Avenue for the re- moval of a parkway,tree to enable them to install a new sign. Moved by Councilman Hernandez, seconded by Councilman Memmesheimer this request be referred to the Park and Recreation Commission PARK AND RECREATION with power to act. None A report from the city schools wasread relative to the recent Civil Defense alert. Also a letter from Rufus Ogilvie, Civil Defense Director, was read stating that the school re- ports reflect the inadequacy of the present alarm system. CIVIL DEFENSE Assistant Director Neal Robertson presented a map of suggested new siren installations which would improve.the warning system and Superintendent Smith explained the installation and approximate ' cost of said system. After discussion it was agreed that Civil Defense proceed with investi- gation of the cost.of necessary equipment. Mayor Jones announced an.all day Civil Defense alert to be held November 23, 1952• Councilman Iiemmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, RESCINDING RESOLUTION NO. 2489 AND FIXING THE SALARIES AND_COMPENSATION OF THE FIRE CHIEF, ASSISTANT FIRE.CHIEF, CAPTAINS . AND AUXILIARY FIREMEN AND OFFICERS OF THE RESOLUTION NO. 2700 FIRE DEPARTMENT OF THE CITY OF AZUSA, EFFECTIVE ADOPTED SEPTEMBER 1, 1952. City Engineer Brooks discussed these streets with Council and it was agreed that Mr. Brooks and Street Superintendent Wolfe investigate their improvement furthsr. City Engire er Brooks reported that a map relative to fire protection is now being pre- pared to aid in the survey to b e made by the Board of Fire Underwriters. 9:30 P.M459 RESOLUTION NO. 2702 ADOPTED ORDINANCE NO. 457 ADOPTED IMPROVUMENT OF PASADENA AVENUE AND FIRST STREET AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA,.COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AMENDING ORDINANCE NO. 438 OF SAID_CITY, ENTITLED: "AN ORDINANCE OF THE CITY OF.AZUSA.ESTABLISHING A '"TRAFFIC CODE", REGULATING TRAFFIC UPON THE _PUBLIC ' STREETS AND -REPEALING ALL ORDINANCES IN- CONSISTENT.THEREWITH", AS SAID ORDINANCE.IS AMENDED BY ORDINANCE_NO. 454, AND.ALL OTHER ORDINANCES OR -PARTS OF ORDINANCES INCONSISTENT HEREWITH. to be placed upon its second reading. Moved by Councilman Seltze-, seconded by Councilman Iafemmesheimer and duly carried the City Clerk be authorized to advertise for bids for a street sweeper, bids to be opened November 3, 1952• The matter of the proposed airport at Duarte was referred to the Planning Commission for study. Councilman Memmesheimer reported on a meet- ing held with the officials of Aerojet relative to traffic problems near that plant. It was agreed that further discussions be held to work out suitable arrangements for traffic control. A report of swimming pool receipts and dis- bursements was read and ordered placed on file. City Engineer Brooks discussed with Council the possible dedication of certain portions of Arg eleno Avenue and Soldano Avenue and it was unanimously agreed that the City Engire er's office check with property owners involved to ascertain if a mutually agreeable plan may be worked out. 61 9:30 PA REQUEST TO CONDUCT PUBLIC DANCES REFERRED TO CHIEF OF POLICE NOTICE CALLING FOR BIDS ON STREET SWEEPER COUNCIL11AP: =..!ESNEITER REPORTED ON TRAFFIC PROBLEM REPORT ON SWIMUING POOL DEDICATION OF CERTAIN STREETS Councilman Hernandez reported on certain en- croachments on the east side of Pasadena Avenue between Third and Hollyvale Streets as ENCROACHIENTS ON EAST well as from Second Street to Hollyvale Street. SIDE OF PASADENA AVE. Moved by Councilman Hernandez, seconded by Councilman Seltzer and duly carried the City Attorney be instructed to notify the property owners involved of said encroachments. After discussion it was moved by Councilman Seltzer, seconded by Councilman Hernandez the City Attorney be instructed to contact the County of Los Angeles Building Department and investigate the possibility.of the termination of their building inspection con- tract with the City of Azusa. Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried the City Clerk be instructed to advertise fo^ bids for the pur chase of 2400' of 9 W pipe, 3,000' of 10 W and an alternate for 10" transite pipe, exact specifications to be furnished by Superintendent Smith. MacBeth relative to the incorporation of certain property on Arrow Highway was read and referred to Everett Morgan, Chairman of the Planning Commission, with a request that said inquiry be referred to the City of Covina Planning Commission. A communication from the Azusa Foursquare Church was read protesting the issuance of a liquor license to a cafe at 239 W. Foothill Boulevard. Moved and duly carried this letter be held pending receipt of a notice of application from the State Board of Equalization.
