The City Council of the City of Azusa met
in regular session at the above time and
place.
Present at roll call: Councilmen: Jackson,
Hernandez, Seltzer, Memmesheimer, City
Engineer Brooks, City Attorney Snidow and
Deputy City Clerk. Absent: Mayor Jom a and
City Clerk.
Moved.by Councilman Seltzer, aedonded'by
Councilman: Jacks ow- and.duly: carried Council-
' man'Memmesheimer,act as Mayor Pro -tem.
Each member present acknowledged receipt
of a written copy of the minutes of the
regular meeting of October 20, 1952. Mayor
Pro -tem Memmesheimer asked if there were
any objections or corrections to said minutes.
There being none, the minutes of October 20,
1952 were approved as written.
City Attorney Snidow presented the follow-
ing documents for Council's observation relative
to Assessment District No. 1951-5:
Demand for Incidental Expenses Incurred
up to the Time of Entering Contract
a Contract and Agreement
Certificate of City Clerk in re Election
of Property Owners
The Clerk announced that one bid had been re-
ceived in answer to Notice Inviting Bids for
' a street sweeper.
Moved by Councilman Jackson, seconded by
Councilman Seltzer and duly carried the bid
be now opened, examined and publicly declared.

Moved by Councilman Jackson, seconded by
Councilman Seltzer and duly carried the bid
be referred to the Commissioner and the
Superintendent of Public Works and the
Commissioner of Finance for study and report
back at the next -meeting of Council.
The Clerk announced that two bids had been
received in answer to Notice Inviting Bids
for certain pipe, as advertised.
Moved by Councilman Jackson, seconded by
Councilman Seltzer and duly carried the bids
be now opened, examined and publicly declared.
CRANE COMPANY
' SOUTHERN PIPE & CASING COMPANY
Moved by Councilman Seltzer, seconded by
Councilman Jackson the bids be referred to
the Commissioner and the Superintendent of
Public Utilities and the Commissioner of
Finance.
After discussion, Councilman Seltzer with-
drew his motion and Councilman Jackson his
second and the latter recommended the pur-
chase of steel pipe due to the immediate

Moved by Councilman Jackson, seconded
by Councilman Seltzer the bid for the
purchase of steel pipe as advertised be
awarded to the lowest responsible bidder,
the Southern Pipe and Casing Company,
and the City Clerk instructed to return
the check of the unsuccessful bidder.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Seltzers Memmesheimer.
Noes: None Absent: Mayor Jones
Councilman Hernandez passed.
A communication from the Planning Commission
was read recommending that a special use permit
be granted to Paul S. Romero to construct,
maintain and operate a forge foundry on the.
northerly 1001 of the southerly 400' of
that portion,of Lot 42, Tract 140720 Sub-
division No, 2, Azusa Land and Water Company,
with the provision that there be no hazard-
ous odors an0hat the existing cupola fur-
nace is removed.
Council discussed the issuance of this
special permit with Mr. Romero and also
considered the advisability of obtaining the
Planning Commission.minutes before taking
action on Mr. Romero's request.
Moved by Councilman Hernandez, seconded
by Councilmsn Seltzer the r ecommendation
Of the Planning Commission be accepted and
the special permit be granted provided that
there are no hazardous odors and the present
cupola furnace is removed.
This motion failed to carry by the following
vote of the Council:
Ayes: Councilmen: Hernandez and Seltzer.
Noes: Councilmen: Jackson and Memmesheimer.
Absent: Mayor Jones.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson and duly carried the
above matter be placed on the agenda for the
next meeting of Council and the Planning
Commission minutes be obtained for said meet-
ing.
A communication from the Planning Commission
was read recommending that a request of A. L.
Suman for a variance to change the zoning from
R-2 to C-3 for the purpose of operatin a
cabinet shop at 528 N. Alameda Avenue Lots
16, 17, 18 19, 20, 21 and the N. 201 of Lot
22, Block 46) be denied. The letter -also-
. -stated that several protests had been made
against the operation of said cabinets hop.
Council discussed with Building Inspector
Paige and Fire Chief Madison the condition of
the building at the above location.
Moved by Councilman Jackson, seconded by
Councilman Seltzer and duly carried the above
matter be held over until the next meeting
of Council when the minutes of the Planning
Commission will be available.
A petition containing 16 signatures was read

protesting the operation of a car
upholstering business by Wayne Cass in
an R-1 district (148 S. Vernon Avenue).:
Residents of that area were also present
in the audience and made verbal protests.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried the
Chief of Police be instructed to investigate
and take corrective measure and report back.
Relative to certain improvements to the
Scout Hall recommended by the Park and
Recreation Commission (dated October 28, 1952)
it was moved by Councilman Seltzer, seconded .
by Councilman Jackson and duly carried the
Commissioner and the Superintendent of Pub-
lic Works meet with the Park and Recreation
Commission to investigate the estimated cost
of improvements, make recommendations and
report back to Council.
It was also agreed that the Building Inspector
inspect the general condition of the Scout
Hall and report back, as recommended by the
Park and Recreation Commission.
Mr. Victor Jabson discussed with Council the
advisability of adopting an ordinance which
would require that certain steps be taken to
eliminate hazardous building conditions in the
business district in the event of another serious
earthquake.. The Clerk was instructed to con-
tact Building.Inspector Paige relative to any
proposed L. A. County ordinances which might
cover this matter, vA th a request that Mr.
Paige contact City Engineer Broolm regarding
the 1 oc al pm blem.
A communication from the Personnel Board
was read recommending that Wm. Homer, Park
Foreman, be raised from the second to the
third step of the pay plan, or $244.00 to
$258.00, effective November 1, 1952.
' Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried the
City Attorney be instructed to prepare a
resolution as outlined above.
Superintendent V. D. Smith and Neal Robert-
son, Assistant Director of Civil Defense,
discussed with Council the advisability of
purchasing an emergency power plant for the
use of the police and fire departments and
also for the possible emergency lighting of
the entire City Hall building.

Commission, it was moved by Councilman Jack-
son, seconded by Councilman Seltzer the City
Clerk be authorized to pay $2.00 dues to the
Coordinating Council for representation of
Mrs. Peter Ramirez, member of the Commission.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Hernandez,
Seltzer, Memmesheimer.

After discussion, it was agreed that members
of Council will have an informal meeting with
Mr. Fox of the Los Angeles County Building
Department to discuss the building inspection
contract.

Moved by Councilman Jackson, seconded
by Councilman Seltzer and duly carried
'4 the City Clerk be instructed to advertise
for bids on various sizes of power plants,
exact specifications to be furnished by
Superintendent Smith, bids to be opened
December 1, 1952.
Neal Robertson also discussed with Council
the necessity of purchasing certain supplies PURCHASE OF SUPPLIES
for use of the Civil Defense office. FOR CIVIL DEFENSE
' Moved by Councilman Seltzer, seconded by
Councilman Jackson and duly carried the City
Clerk be instructed to issue a purchase
order for 500 Civil Defense automobile decals.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried the
City Clerk be instructed to issue a purchase
order for photographic supplies, not to ex-
ceed $25.00, for the use of Civil Defense.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried the
purchase of 2,000 printed forms be authorized
for use in an all-out membership drive of the
Civil Defense group.
Moved by Councilman Seltzer, seconded by
Councilman Hernan dez.and duly carried the pur-
chase of 500 manilla folders for use of the
above-named group be authorized.
A communication from D. T. Dawe was read

program. Mr. Dawe submitted

ing that if said letter received the approval
of Council, it be returned to him for forward-
ing to the County.
Council discussed possible annexation pro-
oeedings for territory between Azusa and
Glendora and it was agreed that the Mayor be
requested to arrange a joint meeting with
the City Council of Glendora to discuss the
matter.
A 20, alley at the Lee School property was
discussed and the matter was referred to City
Engineer Brooks for further study with a re-
quest that he supply City Attorney Snidow with
the necessary information to prepare papers
for approval of said alley if acceptable.
City Engineer Brooks was requested to obtain
a new letter from Hadley -Cherry Associates
relative to the completion of certain street
work within six months rather than the four HADLEY-CHERRY ASSOCIATES
' months originally mentioned.
The reletse of a faithful performance bond
to the Bell Construction Company (Tract #15711)
was discussed and referred to City Engineer
Brooks and City Attorney Snidow far investigation
of a certain easement required. TRACT NO. 15711
The re -location of the present stop signals
at Foothill Boulevard and Azusa Avenue was
discussed in relation to their placement when
the new street lighting system is installed.

Dawe be authorized to forward same to
the County.

for the necessary pole changes, said order
not to exceed 300.00, and City Engineer RE -LOCATION OF LIGHT
Brooks be instructed to contact the State SIGNALS
Highway Department relative to the cost of
the re -location.. .
The possible addition of 10, to the width
of the street on the south boundary of
Tract No. 18890 (Hadley -Cherry) was dis-
cussed and City Engineer Brooks was instruct- TRACT No. 18890

A communication from Clyde A. Blanchard was
read relative to an insurance binder issued
in the amount of $100/300,000 Bodily Injury
and 05000 Auto Property Damage pending issuance
of the policy, effective -October 24, 1952. INSURANCE COVERAGE
Moved by Councilman Hernandez, seconded by
Councilman Jackson and duly carried the
renewal of the above policy be referred to
Commissioner of Finance Seltzer to check and
report back.

is unable to return to work after using

by Councilman Hernandez and duly carried
Alex $innie's sick leave be extended two
weeks, or until November 15, 1952.
Councilman Hernandez requested.that Council
give gonsideration to the possibility of
entering into a contract with a -former City
employee now receiving retirement from the
State Employees Retirement System, John
Hibsch, for aid in landscaping and rejuvenating
the City Hall grounds.
Moved.by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried the
City Attorney be instructed to investigate
and give a ruling on the State Retirement
laws relative to contracting the services
of John Hibsch.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried the
City Attorney be instructed to investigate
what determination was made on the zoning
in the County territory near the °Y" north
of the city limits near San Gabriel_Canyon.
City Attorney Snidow was also requested to
investigate a possible increase in phone
rates and report back.
