Home My WebLink AboutB- 5 Purchase of replacement Netserver WO 700 • 7111 V. ; U-7 * �� `* June 13, 2000 °�tiroRr�� !AZUSA AGENDA ITEM TO: Honorable Mayor& Members of the City Council FROM: Ann Graf Gaynor, Information Services Manager - --\9IQ J U 1'' VIA: Rick Cole, City Manager 4-C/ RE: Purchase of replacement Netserver RECOMMENDATION Staff recommends that the City Council pass the attached Resolution waiving formal sealed bids in accordance with Azusa Municipal Code Section 2-523 section e., due to the fact that Compaq is covered under the California Multiple Award Schedule which allows cities to waive formal bidding. Staff recommends the purchase of the Compaq Netserver under CMAS and the WSCA(Western States Contracting Alliance) as configured in the attached quote be awarded to Compaq under CMAS agreement number 3-95-70-0110A, and WSCA agreement number 90-00151, for the purchase price (including tax) of $34,155.04, and authorize the City Manager to execute any contracts. BACKGROUND The existing Netserver was purchased in January of 1997. Over the last three years the city has continuously developed and implemented new applications in order to better serve the community and improve internal operations and procedures. Some of these enhancements have included a new building permits system, GIS, upgraded internal and external e-mail, demographic databases, the implementation and integration of a new Finance system, to name just a few technological advances the city has undertaken. All of these either directly or indirectly affect the load, performance and storage requirements on the existing server. Due to large amounts of data that are being stored, and the increase in technology on everyones desk we have greatly surpassed the available storage, backup capability and processing on the existing server. Staff has reviewed several server vendors under the CMAS and have selected Compaq as the most viable vendor in terms of price, support, compatibility and reliability. The new Netserver will have the capability to provide backup services to additional servers on the network. This is accomplished without operator intervention, by using an automatic tape library that will allow multiple tapes to be mounted. It will also have 5 times the storage as the existing Netserver. The existing server will be kept to assist with storage. Many applications run most efficiently when the demand on a specific server is reduced. The existing server will be utilized in these areas, or to logically create volumes for data storage. FISCAL IMPACT The monies are available through La Salle financing that has already been approved and funded. There is no impact to the General Fund. If you should have questions regarding this quotation or need any other assistance,please contact me at Compaq GEM Sales,1- 888-2024682,FAX 1-800-826-2328 Resolution No. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA WAIVING FORMAL SEALED BIDDING AND AWARDING THE PURCHASE OF A NETSERVER TO COMPAQ COMPUTER CORPORATION WHEREAS, Section 2-537 of the Azusa Municipal Code requires City Purchases over the amount of$5,000 to be awarded to the lowest responsible bidder after notice, and WHEREAS, Section 2-523 of the Azusa Municipal Code requires the City to waive formal sealed bidding procedures upon finding that the public welfare would be promoted by dispensing with them, and WHEREAS, Compaq Computer Corporation is consistently recognized as being the industry leader in building PC's with the optimal price and performance configuration, and WHEREAS, Compaq Computer Corporation is covered under the State of California Multiple Awards Schedule (3-95-70-00110A) which allows local agencies to waive formal bidding. NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY FIND AS FOLLOWS: Section 1. That conducting a formal "sealed" bidding process for the purchase of a netserver for the City would be impracticable, useless and uneconomical and that the public welfare would be promoted by dispensing with them, and Section 2. That the formal "sealed" bidding process is waived, and Section 3. That the purchase of Compaq Netserver in the amount of$34,155.04 be awarded to Compaq Computer, and Section 4. That the Purchasing Buyer is authorized to sign the various documents that are necessary to effectuate the procurement and installation. PASSED, APPROVED AND ADOPTED THIS 19th DAY OF JUNE 2000 MAYOR I HEREBY CERTIFY that the foregoing Resolution No. was duly adopted by the City Council of the City of Azusa, at a regular meeting thereof, held on thel3th day of June 2000 by the following vote of the council.
