SUBJECT: TAX REVIEW/REFORM TASK FORM
The Council has committed to appoint a small (7-9 member) citizen and business
group to thoroughly review the current way in which the city derives revenue with the
goal of improving our long-term financial stability through tax reform. Among the
members that have been suggested or have applied:

It would be helpful to know from the Council whether they have additional names to
suggest and whether this list is representative enough to move forward with
selections. It would also be helpful to know if the Council wants to interview all the
candidates, assign a subcommittee to nominate a representative slate, take
recommendations from staff or some other option for selection.

Tax Reform Task Force
Structure and scope
March 10, 2003
The Council will appoint a seven -member Tax Reform Task Force, including
a chair, representing residents, business and community institutions to meet from April
through July of this year. The Task Force area of responsibility is to advise the City
Council on the following issues:
Review the shortfall between existing revenues and the current level of city
services
Assess changing need for additional city services in the next two budget years,
with a five year planning horizon, including additional Police staff to serve a
growing population, staffing a proposed new Library and continuing to expand
services to youth
Review the locally -controlled forms and sources of revenue and recommend to
the Council ways to increase revenue to provide a fairer and more stable approach
to provide vital city services
