HomeMy WebLinkAboutD-1 - Staff Report - Quitclaim Deed from SA to City re APN 8605-015-907SCHEDULED ITEM D-1 TO: MEMBERS OF THE OVERSIGHT BOARD TO THE SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA FROM: KURT CHRISTIANSEN, FAICP, DIRECTOR OF ECONOMIC AND COMMUNITY DEVELOPMENT DATE: AUGUST 30, 2017 SUBJECT: APPROVAL OF QUITCLAIM DEED CONVEYING ASSESSOR PARCEL NO. 8605-015-907 FROM THE SUCCESSOR AGENCY TO THE CITY OF AZUSA IN COMPLIANCE WITH THE CITY OF AZUSA’S SUCCESSOR AGENCY LONG RANGE PROPERTY MANAGEMENT PLAN RECOMMENDATION: It is recommended that: 1.The Oversight Board to the Successor Agency adopt Resolution No. 2017-OB13 approving the Quitclaim Deed conveying Assessor Parcel No. 8605-015-907 from the Successor Agency to the City of Azusa in compliance with the City of Azusa Successor Agency’s long range property management plan recommendations. BACKGROUND: The RDA was dissolved on February 1, 2012 pursuant to ABX1 26 (ABX1 26 and AB 1484 collectively referred to as the “Dissolution Law”). Pursuant to Health & Safety Code Section 34191.5(b) the Successor Agency prepared a long range property management plan (“LRPMP”) that addressed the disposition and use of the real properties of the Redevelopment Agency, which was submitted and approved by the Oversight Board for the Successor Agency (“Oversight Board”) and California Department of Finance (“DOF”). Property 3 in the LRPMP’s is located at 943 North Vernon Avenue, more particularly identified as Assessor Parcel No. 8605-015-907. The current use of this property is parking for the City’s transit vehicles. The LRPMP recommends that this property be conveyed to the City of Azusa (“City”) for governmental use as a public facility for transit vehicle storage. FISCAL IMPACT: There will be no fiscal impact to the Successor Agency. Attachments: 1. Resolution No. 2017-OB13 2. Property Data Sheets concerning map reference 3 from the approved LRPMP 3. APPROVED 8/30/2017 Special Meeting 45635.09000\30071678.1 RESOLUTION NO. 2017-OB13 A RESOLUTION OF THE OVERSIGHT BOARD TO THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA APPROVING OF QUITCLAIM DEED CONVEYING ASSESSOR PARCEL NO. 8605-015-907 FROM THE SUCCESSOR AGENCY TO THE CITY OF AZUSA IN COMPLIANCE WITH THE CITY OF AZUSA’S SUCCESSOR AGENCY LONG RANGE PROPERTY MANAGEMENT PLAN WHEREAS, pursuant to Health & Safety Code Section 34191.5(b) the Successor Agency prepared a long range property management plan (“LRPMP”) that addressed the disposition and use of the real properties of the Redevelopment Agency, which was submitted and approved by the Oversight Board for the Successor Agency (“Oversight Board”) and California Department of Finance (“DOF”); and WHEREAS, Property 3 in the LRPMP’s is located at 943 Vernon Avenue, more particularly identified as Assessor Parcel No. 8605-015-907. The LRPMP recommends that the City retain the property for governmental uses as a parking lot for City transit vehicles; and WHEREAS, Staff recommends that the Oversight Board find that the conveyance of this property pursuant to quitclaim deed is consistent with the Long Range Property Management Plan and ratify the Successor Agency’s approval of the conveyance. NOW, THEREFORE, THE OVERSIGHT BOARD TO THE SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1: The conveyance pursuant to the quitclaim deed is consistent with and does implement the disposition of property pursuant to the approved Long Range Property Management Plan. SECTION 2: That the Oversight Board approves the Successor Agency’s approval of the quitclaim deeds and directs the Executive Director to take all such actions as are necessary and appropriate to implement the transaction. SECTION 3: This resolution shall take effect immediately upon adoption.
