Absent: None Mayor Jones announced that the date of hearing for Azusa properties request for zone change from R..3 to C-1 on property described as Lot 86, Subdivision No. 2, Azusa Land and Water Company had been set for December 17, 1952 at 7:30 P.M. in the regular council chambers. A communication from the Planning Commission was read recommending that a request of the Oil & Solvent Process Company for Special Use Permit to operate a plant for the re- covery of solvents from used oils be granted. (Portion of Lot 12, Subdivision No. 2, Azusa Land and Water Company) Moved by.Councilman Memmesheimer, seconded by Councilman Seltzer a decision on this request be held pending an inspection by Fire Chief Madison of the Oil & Solvent Process Company's plant at Puente and a recommendation based upon such investigation, the matter to be considered again at the ad- journed meeting of December 17th, 1952. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A communication from the Planning Commission .was read recommending that permission be given to Antonio A. Torres to build a house ' containing 902 sq. ft. at 314 N. San Gabriel Avenue. Moved by Councilman Hernandez, seconded by Councilman Seltzer the recommendation of the Planning Commission be accepted with the stipulation that the rear house on the above- described property be vacated and plumbing facilities removed. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None The advisability of permitting parallel park- ing at the new Ckristian Church at Sixth Street and Sunset Avenue was discussed with Reverend Hill of thsb church. Whether said parallel parking should be allowed between Fifth Street and Foothill Boulevard on Sun- set Avenue was discussed with the matter finally being tabled for further investigation and recommendation by the Police Department. ' Mr. Steele again appeared before Council re- questing that he be given permission to build four houses on property in the vicinity of Paramount and Aspen Avenues, the granting of said request having been recommended by the Planning Commission at their meeting of November 28, 1952. Council discussed with Mr. Steele the division of the lots in question and.Mr. Steele was ad- vised that it would be necessary for him to obtain a variance in order to build more than one house on one lot. Noes: None Absent: None ' A Civil Service Employment List for Equip- ment Operator in the Public Works Depart- ment was read showing the following names in order of their rank: John Luna, Tony EQUIPMENT OPERATORS Gonzales and Gregory Gutierrez. Public Works Commissioner Hernandez re- commended Tony Gonzales for this position. Moved by COuncilmah Hernandez, seconded by Councilman Seltzer the City Attorney be in- structed to draw a resolution hiring Tony CITY ATTORNEY INSTRUCT - Gonzales as Equipment Operator in the Public ED TO DRAW RESOLUTION Works Department. Noes: None Absent: None Relative to the appointment of four Sergeants in the Police Department (previously consider- ed at the meetings of November 17th and December lot), Police Commissioner Memmesheimer re- commended the postponement of any appointments ' to this position and moved that the list be tabled for the time being for future action. This motion was seconded by Councilman Seltzer and carried unanimously. Councilman Memmesheimer offered a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, RESCINDING_RESOLUTION NUMBER 2527 OF SAID CITY, AND APPOINTING GEORGE CULLER AND FRANK BEDNARSKI AS PATROLMEN IN_THE POLICE DEPARTMENT OF THE CITY OF AZUSA, AND FIXING THEIR SALARIES AT $273.00 PER MONTH, BEING STEP #3 FOR PATROLMEN, EFFECTIVE DECEMBER 15,.1952. . - Moved by Councilman Seltzer, seconded by Councilman Hernandez this resolution be adopted as read and numbered Resolution No. 2716. METER READERS Moved by Councilman Jackson, seconded by Councilman Hernandez and duly carried the appointment of a Meter Reader be tabled aq 09 m CITY HALL, AZUSA, CALIFORNIA, MONDAY, DECEMBER 15, 1952 7:30 P-4 for further consideration. 1 t()?% A communication from Margaret Masters, Court Clerk, was read stating that since the Azusa City Court will become non- existent after December 31, 1952, she has been blanketed into the Santa Anita Municipal Court as a court clerk and re- questing that she be transferred into that court as of January 2, 1953• Moved by Councilman Hernandez, seconded by 1 Councilman Seltzer this request be tabled until the meeting of December 17, 1952, and the matter be referred to the City Attorney for preparation of necessary papers. Noes: None Absent: None A communication from the Department of Commerce, Bureau of the Census, was read announcing that the official census taken as of November 14., 1952 was 12,612. The letter was ordered placed on file. After a discussion of the water rate for the American Cyanamid Company, it was moved by Councilman Memmesheimer, seconded by Councilman Seltzer that Councilman Jackson be authorized to advise the American Cyanamid Company that their new water contract will be based on the new water ordinance, as is re- quired by all other users. Carried by the following vote of.the Council: Ayes: Councilmen: Jackson, Hernandez, ' Seltzer, Memmesheimer, Jones. Noes: None Absent: None After discussion, it was moved by Council- man Memmesheimer, seconded by Councilman Hernandez the City Clerk be authorized to advertise for bids for copper wire, speci- fications to be supplied by Superintendent Smith, bids to be opened January 5, 1953• Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Superintendent Smith was requested to prepare a list of anticipated equipment purchases for his department for Councills consideration of advertising in advance far same. The matter of a new roof for the reservoir was referred to Councilman Jackson, City Engineer Brooks and V. D. Smith for investi- gation and recommendation. ' Public Utilities Commissioner Jackson dis- cussed with Council the necessity of obtain- ing a radio band for public utilities. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer Council authorize application for public utilities band. Orange Avenue. Absent: None City Engineer Brooks reported on the pro- gress of the following matters: alley near Lee School, investigation of encroachments, 1951-4 Assessment District, and the use of gas tax funds for the improvement of Pasadena Avenue and First Street. Relative to a request for desk and chair from Neal Robertson, Assistant Director of Civil Defense, it was moved by Councilman Seltzer, seconded by Councilman Memmesheimer Civil Defense be authorized to purchase said office equipment. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None A communication from the State of California Office of Civil Defense relative to test warnings was ordered placed on file. A letter from Rev. Benjamin Paroulek was read relative to the hearing conducted by the Board of Equalization on the application of the Market Basket for general off -sale liquor license. Rev. Paroulek protested the manner in which the City's views in this matter had been presented at said hear- ing and requested that the City Council authorize the sending of a letter to the Board of Equalization making it clear to that group that the City Council had pro- tested the issuance of this off -sale license by a 3 to 2 vote. Moved by Councilman Memmesheimer, seconded by Councilman Jackson a letter be written as requested in Rev. Paroulek's communication. The entire motion was restated as follows: Moved by Councilman Memmesheimer, seconded by Councilman Jackson a letter be written as requested in Rev. ' A communication from the San Francisco Baseball Club was read requesting that permission be granted for use of the ball park for a three day tryout camp late in January. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried this request be referred to the Park and Recreation Commission with power to act. The minutes of the meeting of the Board of Trustees of the Azusa Public Library held December 4, 1952 were presented and ordered placed on file. Public Works Commissioner Hernandez notified Council of the necessity of a complete over- haul for the old Wayne sweeper, advising that the cost of this work would be approximately $2600.00. Moved by Councilman Memmesheimer, seconded by Councilman Jackson that Council authorize the necessary repairs to the old sweeper, that a purchase order be issued in accordance with communication dated December 9, 1952 and that an investigation -be made of the trade-in value of this old sweeper on a new machine. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jom s. Noes: None Absent: None Councilman Hernandez reported to Council on an investigation of the cost of improve- ments to the Scout Hall recommended by the Building Inspector. Certain suggested re- visions were outlined and an estimated cost of $350.00 was reported. Moved by Councilman Hernandez, seconded by Councilman Memmesheimer the improvements as outlined by the Building Inspector and re- vised by the Public Works Department be authorized.
