The City Council of the City of Azusa
met in regular adjourned session at the
above time and place.

Present at roll call: Councilmen: Her-
nandez, Seltzer, M y imer, Jones, ROLL CALL
City Attorney Snidoo , C y Clerk. Ab-
sent: -City Clerk and City Engineer.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer Council adjourn to
reconvene after a hearing on the request of
' Azusa Properties, Inc. for zone change from
R-3 to C-1 on portion of Lot 86, Subdivision
No. 2, Azusa Land and Water Company. HEARING ON ZONE
Carried by the following vote of the Council: CHANGE
Aye s: Councilmen: Hernandez, Seltzer,
Memmesheimer, Jones.
Noes: None Absent: Councilman: Jackson.
Council thereupon adjourned and a hearing
was held, transcript of which is on file
in the office of the City Clerk.
After said hearing, Council reconvened at
7:50 P.M. with the following members of
Council present at roll call: Councilmen:
Hernandez, Seltzer, Memmesheimer, Jones.
Absent: Councilman: Jackson.
Relative to the request of Oil & Solvent
Process Company for a Special Use -Permit
to operate a plant for -the recovery of sol- OIL & SOLVENT PROCESS
vents from used oils'(Portion of Lot 12, COMPANY
Subdivision No. 2, Azusa Land and -Water
Relative to the request of Azusa Properties,
Inc. for zone change from R-3 to C-1 on portion
of Lot 86, Subdivision No. 2, Azusa Land and
Water Company, it was moved by Councilman
Seltzer, seconded by Councilman Hernandez the
recommendation of the Planning Commission be
REQUEST OF AZUSA
accepted and the request of Azusa Properties,
PROPERTIES GRANTED
Inc., be granted.
Carried by the following vote of the Council:
Ayes: Councilmen: Hernandez, Seltzer, Jones.
Noes: None Absent: Councilman: Jackson.
Councilman Memmesheimer disqualified
himself from voting.
Councilman Seltzer offered an ordinance
entitled:

STATE OF CALIFORNIA, AMENDING ORDINANCE
NUMBER 409 OF THE CITY OF AZUSA, ENTITLED:
nAN ORDINANCE ESTABLISHING,A ZONING AND -
DISTRIBUTING PLAN WITHIN THE CITY OF AZUSA,
CREATING THIRTEEN USE ZONES, REGULATING THE
ORDINANCE READ FOR
USE OF PROPERTY, HEIGHT AND AREA OF STRUCTURES
FIRSTTIIAE
AND OPEN SPACES FOR LIGHT,.AIR AND VENTILATION;
ADOPTING AMAP OF SAID ZONES; DEFINING TERMS
USED; PROVIDING FOR THE ADJUSTMENT, ENFORCE-
MENT, AND AMENDMENT THEREOF; PRESCRIBING
PENALTIES FOR VIOLATION; AND REPEALING ALL
ORDINANCES IN CONFLICT THEREWITH", -AS SAID
ORDINANCE IS AMENDED BY ORDINANCES 441 AND

Company), Council discussed with Fire
Chief Madison an inspection of their
Puente plant as requested by Council at
the regular meeting of December 15, 1952.
Mr. Peckham, Proprietor of said company,
discussed the development of the Azusa
plant and stated his intention to_enclose
the entire plant with 61 high chain link
fence, to place suitable planting at all
exposed portions, and to abide by the
directions of the Fire Department and the
Building Department in the erection and
development of the plant.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE
OF CALIFORNIA, GRANTING A_SPECIAL USE PERMIT
TO OIL & SOLVENT PROCESS COMPANY -ON A PORTION
OF LOT 12, SUBDIVISION NO. 29 AZUS9 LAND AND
WATER COMPANY,.BEING LOCATED SOUTH.OF FIRST
STREET AND WEST OF THE PACIFIC_ ELECTRIC
RAILWAY RIGHT-OF-WAY AND EAST OF -THE SANTA
FE DAM, FOR THE -RECOVERY OF -SOLVENTS.

Councilman Hernandez asked to be ex-
cused and left the council chambers.
Fire Chief Madison discussed with Council
the advisability of obtaining more satis-
factory fire warnings horns and advised
that an offer had been made by a firm to
make a trial installation of new horns,
said installation to be without expense to
the City in the event said horns do not prove
satisfactory and a purchase is not make.
Fire Chief Madison was instructed to pro-
ceed with said trial installation.
Superintendent V. D. Smith discussed with
Council the purchase cf generators, bids fo r
same having been opened at a previous meet-
ing of Council.
Moved by Councilman Seltzer that the City
Attorney be directed to draw a resolution
throwing out all bids submitted and aithoriz-
ing the purchase of the necessary generators
on the open market.
After discussion, Councilman Seltzer vA th-
drew his motion.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the bid of Generator
Equipment Company for a 5 Kff generator be

accepted and the checks or bonds of the un-
successful bidders be returned. BID OF GENERATOR
Carried by the following vote of the Council: EQUIPMENT COMPANY
