SUBJECT: APPROVAL OF THE PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
SOLICIT A NOTICE OF INVITING BIDS (NIB) FOR THE AZUSA LIBRARY
AMERICANS WITH DISABILITIES ACT (ADA) COMPLIANT RESTROOM
RETROFIT AND IMPROVEMENT PROJECT [COMMUNITY DEVELOPMENT
BLOCK GRANT PROJECT (CDBG) 601863-17]
BACKGROUND:
On April 16, 2018, the City Council awarded a professional services agreement to Totum to provide
construction management, project management, and inspection services for the Azusa Library
Americans with Disabilities Act (ADA) Compliant Restroom Retrofit and Improvement Project. Totum
has completed compiling the bid document for this project. The proposed actions will approve the
project plans and specifications and authorize staff to solicit bids from qualified contractors to perform
the restroom retrofit and improvements.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Approve the project plans and specifications; and
2)Authorize staff to solicit a Notice of Inviting Bids for the Azusa Library Americans with
Disabilities Act (ADA) Compliant Restroom Retrofit and Improvement Project (Community
Development Block Grant Project (CDBG) 601863-17)
ANALYSIS:
On January 3, 2017, the Azusa City Council adopted Resolution No. 2017-C1 approving the City’s
2017-2018 Community Development Block (CDBG) Program. The Azusa Public Library Americans
with Disabilities Act (ADA) Compliant Restroom Retrofit and Improvement Project was among the
approved list of CDBG projects proposed for the 2017-2018 CDBG Program Year. A total of $345,000

in federal CDBG funds are allocated for this project as well as an additional $42,068 in Public Works
Endowment funds. The project’s design is complete and bid documents have been drafted.
The proposed project will include conversion of four existing restrooms into one multiple stall male
ADA compliant restroom and one multiple stall female ADA compliant restroom. The preliminary
schedule is for construction to commence in October, 2018.
FISCAL IMPACT:
The Engineer’s estimate for construction costs on this project is $242,740. The proposed costs will be
funded with Community Development Block Grant funds, and the funds were included in the FY 2017-
18 Approved CIP Budget in the amount of $345,000 under project number 601863-7120. The unused
FY 2017-18 budget balance will be carried forward to FY 2018-19.
