SUBJECT: REJECT CURRENT BID AND AUTHORIZE NEW BID PROCESS FOR THE
GLADSTONE PARK NETTING PROJECT
BACKGROUND:
At the March 19, 2018 City Council meeting, staff were directed to proceed with the Gladstone Park ball
field netting project. A mandatory job walk occurred on June 18 with 7 participants, and the opening of
bids occurred on June 27, 2018. Only one (1) bid was received by the deadline and it was significantly
over the estimated budget of $50,000. Here is a summary of the bids received:
1.Bid received from Judge Netting, Inc. in the amount of $79,900
2.Bid received after the required date from West Coast Netting, Inc. in the amount of $92,250
It has since been learned that other potential bidders are busy with other projects in July, and did not
submit bids due to the timing of this project.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Reject the current bid for the Gladstone Park Netting Project due to only receiving one qualified
bid that was substantially over the anticipated project budget.
2)Authorize a new bid process for the Gladstone Park Netting Project in July, with anticipated
construction timeline shifted to September.
ANALYSIS:
By shifting the construction timeline to later in the summer, this project will better align with potential
vendor availability, which may allow for additional bids for this project. With additional bids, a better
assessment may be made regarding the anticipated cost of the project, since the only qualified bid

received was over budget. It would be ideal if this project were to be completed in September, allowing
for Pony League to resume play at Gladstone Park in October.
FISCAL IMPACT:
There is no fiscal impact associated with the recommended action
