SUBJECT: PURCHASE OF THREE (3) 2019 FORD POLICE INTERCEPTOR UTILITY
VEHICLES
BACKGROUND:
As part of the ongoing fleet management program at the Azusa Police Department, police vehicles are
retired out of the fleet when appropriate and deemed necessary. The Police Department is retiring three
(3) vehicles and needs to purchase three (3), 2019 Ford Police Interceptor Utility vehicles from
Wondries Fleet Group in Alhambra as replacement.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1.The City Council approve the purchase of three (3), 2019 Ford Police Interceptor Utility
vehicles from Wondries Fleet Group, 1247 W. Main Street, P.O. Box 3850 Alhambra,
CA 91801 in an amount not to exceed $97,229.40.
2. It is further recommended that City Council approve the purchase of this vehicle based on
the competitive bid process previously completed by the County of Los Angeles, from
which they ordered (317), 2019 Ford Police Interceptor Utility Vehicles, Purchase Order
#DPO-SH-18361203-1 (See Attachment #1 - LACO RFB-IS-18201325-5, Attachment
#2 - Referenced Purchase Order.), as authorized under Azusa Municipal Code Section
2-523(e).

ANALYSIS:
Each year the Police Department budgets to replace high mileage patrol vehicles. This year’s fleet
rotation involves replacing three (3) vehicles from the fleet to reduce the annual capital outlay for patrol
vehicles, while providing safe, reliable and up-to-date equipment for patrol officers and other public
safety personnel. Not only does this high mileage vehicle become expensive to maintain, but a
compromise to officer and public safety. The vehicle to be removed from the fleet is beyond the
warranty and in need of retirement from patrol deployment.
These three (3) new vehicles will be used as marked, black and white patrol units. The County of Los
Angeles Purchase Order was granted at a base price not including tax and tire fees of $42,217.60 per
Utility Vehicle. Wondries Quote (Attachment #3), which includes driver and front passenger side-
impact airbags, is $29,590.00 which is below the County base price. The price of the vehicles inclusive
of tax and tire fees is $32,409.80. The listed price per unit on the County of Los Angeles purchase order
is $42,217.60 due to their order including extra accessories we do not require, which is why the base
price is lower and the County contract is being honored.
FISCAL IMPACT:
There are adequate funds available for this purchase using the fiscal year 2018/2019, Police Equipment
Replacement Fund, account #46-00-000-000-7135 for three (3) marked black and white Utility patrol
vehicles.
