HomeMy WebLinkAboutE-08 Staff Report - APU Service Learning 2018-2019CONSENT ITEM E-8 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, DIRECTOR, RECREATION AND FAMILY SERVICES DATE: AUGUST 20, 2018 SUBJECT: APPROVAL OF PROGRAM AGREEMENT WITH AZUSA PACIFIC UNIVERSITY’S CENTER FOR ACADEMIC SERVICE LEARNING BACKGROUND: The City, through the Recreation and Famil y Services Department, has been provided an opportunity to serve a new community site for the academic service learning program at Azusa Pacific University (APU.) The City currently participates in several fed eral work-study programs with Azusa Pacific University. This action approves a new agreement between the City’s Recreation and Family Services Department and Azusa Pacific University’s Center for Academic Service Learning. RECOMMENDATION: Staff recommends that the City Council take the following actions: 1) Approve an agreement with Azusa Pacific University Center for Academic Service Learning; and 2) Authorize the City Manager to execute the amendments, in a form acceptable to the City Attorney, on behalf of the City. ANALYSIS: The City, in conjunction with Azusa Pacific University (APU), offers a number of programs to assist Azusa residents with literacy, educational skills, and other community benefit programs. This agreement expands APU’s involvement in the city by providing support to our Recreation and Family Services Department for the purpose of engaging college students in academic service-learning experiences that promote healthy communities initiative activities. Specifically, the reciprocal purpose is to provide support and written materials to the city which encourage awareness of beneficial information for residents and to inspire action for healthy living while providing college students opportunities to apply their learning about persuasive writing into practice. Prepared b y: Reviewed and Approved: Miki Carpenter Sergio Gonzalez Director of Recreation and Family Services City Manager Attachments: 1) 2018-2019 Center for Academic Service Learning Agreement with Azusa Pacific Universit y Memorandum of Understanding for a Community Partnership Between Azusa Pacific University’s Center for Academic Service-Learning and the City of Azusa Recreation & Family Service Department to provide academic service-learning activities to students Sept 1, 2018 – June 30, 2019 Understanding: This memorandum of understanding confirms the agreement between the Azusa Pacific University’s Center for Academic Service-Learning, hereinafter known as the “Center”, and the City of Azusa Recreation & Family Service Department, hereinafter known as the “Organization”, to participate in a partnership that engages college students in academic service-learning experiences that promote healthy communities initiative activities. It is recognized by the Azusa Pacific University’s Center for Academic Service-Learning and the City of Azusa Recreation & Family Service Department that the reciprocal purpose is to provide support and written materials to the city which encourage awareness of beneficial information for residents and to inspire action for healthy living while providing college students opportunities to apply their learning about persuasive writing into practice. The Center shall attach schedules to this Agreement from time to time which set forth descriptions of the service provided, the total number of participating students, the number of hours of service, and the key dates. The Center will coordinate projects which provide the Organization with students for the performance of specific service projects. Students may be removed from the project on a particular assignment or from the Organization or Center, either on their own initiative or at the request of the Organization or Center. The Organization agrees that no student will be denied service opportunities or subject to different treatment under this Agreement on the grounds of race, color, national origin, religion, sex, marital status, age, disability, or veteran status. The Center and the Organization desire that the eligible students engage in service in the public interest for public agencies and nonprofit organizations. To the maximum extent practicable, the service will complement and reinforce the educational learning outcomes of each student participating. 1.The Center will coordinate academic service-learning courses which align with the needs of the Organization. The Center has the responsibility to determine whether the service project meets Attachment 1 the learning outcomes of the academic course, to establish and sustain the reciprocal partnership, and to disseminate vital information to the students who will be serving. 2. The service performed by the students shall be in the public interest. 3. The service performed by the students shall not: • Displace employees, impair existing service contracts, replace regular employees, replace employees who are on strike; or • Involve any partisan or nonpartisan political activity associated with a faction in an election for public or party office; or • Involve work for an elected official as a political aide or work for an elected official who is not responsible for the regular administration of federal, state, or local government’ • Involve any lobbying on the federal, state, or local level; or • Include consideration of the student’s political support or party affiliation the hiring decision 4. The students should not receive monetary compensation for their involvement in the academic service-learning project. 5. Neither the Center nor the Organization shall provide or pay for a student’s transportation expenses to and from the place where he or she is serving. 6. Students serving through academic service-learning projects are eligible to receive university service credits for the successful completion of the service. 7. The Organization shall: • Not solicit or accept fees, commissions, contributions, or gifts as condition for partnership with academic service-learning. • Reasonably supervise the services of students participating in the academic service-learning project and permit involvement by the Center and faculty. • Not require students to serve during their scheduled class time or in areas where alcohol is present. 8. The Organization agrees to indemnify, defend and save harmless the Center, their officers, faculty, students, and employees from any and all claims and losses accruing or resulting to any and all persons, or public or private entities who may be injured or damaged by the Organization in the service of this Agreement. 9. The Organization, and any agents and employees of the Organization, in the performance of this Agreement, shall act in independent capacity and not as officers or employees or agents of the Center. 10. The Center may terminate this agreement and be relieved of its obligations with regard to the Organization hereunder should Organization fail to perform the covenants herein contained at the time and in the manner herein provided. In the event of such termination, the Center may proceed to carry out the purpose of this agreement in any manner deemed proper by the Center. 11. The benefits under this agreement are not assignable by the Organization either in whole or in part nor are the responsibilities delegable by the organization either in whole or in part. 12. The Center requires that each student participate in a survey evaluating their service-learning project experience. A summary of the feedback will be shared with the Organization. 13. The provisions of this Agreement shall extend to and be binding upon and inure to the benefit of the heirs, executors, administrators, successors, and assigns of the respective parties hereto. 14. It is mutually understood and agreed that no alteration or variation of the terms of this agreement shall be valid unless made in writing and signed by the parties hereto, and that no oral understandings or agreements not incorporated, herein and no alterations or variations of the same terms hereof unless made in writing between the parties hereto shall be binding on any of the parties hereto. 15. This agreement supersedes all previously dated cooperative agreements for academic service- learning programs and terminates on June 30th of the agreement year. Either party may terminate this agreement early by providing a 14 day written notice to the other party. In groups, they will research cause, interview key person/people on staff in the city, investigate other city's related materials, interview Azusa resident, and then compile a description that aligns with the "Healthy Azusa" initiative and integrates aspects of health - personal, social, communal, environmental, etc. Purpose: to persuade community members to be more aware and take action APU Course Title: WRIT210 Writing in the Humanities: Nature & Environmental Writing APU Faculty: Jennifer Mawhorter, Writing Program Administrator/Executive Director of the Writing Program Service Hours: Students will complete a minimum of 10 hours serving in this capacity.
