The City Council of the City of Azusa
met in regular session at the above time
and place.
Present at roll call: Councilmen: Jackson,
Hernandez, Seltzer, Memmesheimer, Jones,
City Attorney Snidow, City Engineer Brooks,
and Deputy City Clerk. Absent: City Clerk. ROLL CALL
Each member present acknowledged receipt
of a written copy of the minutes of the
regular meeting of January 5, 1953• The
' Mayor asked if there were any objections
or corrections to same. There being none MINUTES APPROVED
the minutes of January 5, 1953 were approved
as written.
The Clerk announced that four bids had been
received in answer to Notice Inviting Bids
for the purchase of copper wire. BIDS ON COPPER
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer and duly carried
the bids be now opened, examined and pub-
licly declared.

Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the bids on copper
wire be referred to the Commissioner and
the Superintendent of Public Utilities to
check and report.
' After consideration of the bids and further
discussion, it was moved and duly carried
the City Attorney be instructed to prepare
a resolution rejecting all bids, authorizing BIDS REJECTED
the purchase of copper wire on the open
market, and the City Clerk instructed to
return all bid checks and bonds.
Councilman Memmesheimer offered a resolution
entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA, REJECTING ALL BIDS FOR COPPER RESOLUTION NO. 2729
WIRE AND AUTHORIZING THE PURCHASE OF THE SAME ADOPTED
ON THE OPEN MARKET.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez this resolution be
adopted as read and numbered Resolution
No. 2729.
Carried by the following vote of the Council:

It was unanimously agreed that the bids and
said purchase on the open market be studied
by a committee consisting of the Commissioner
and the Superintendent of Public Utilities BIDS REFERRED TO
and the Commissioner of Finance. COMMITTEE
George Blazer requested Coun Alls consideration
of restricted parking in front of stores on
the west side of San Gabriel Avenue just
north of Foothill Boulevard and also request -

the alley at the rear of said stores. PARKING PROBLEM ON

A communication from A. L. Clapp, Assets
Reconstruction Company and the Azusa Rock
and Sand Company, dated January 14, 1953,
was read relative to their request for the
vacation of certain streets in Tract #8507, VACATION OF CERTAIN STR?ETS
description of said streets being contained IN TRACT 8507
in said letter on file in the office of the
City Clerk. Mr. Bender of Azusa Rock and
Sand Company discussed the matter with
Council and it was agreed that a meeting
of the interested parties and Council be
arranged for Tuesday, January 27, 1953 at
7:30 P.M. in the City Clerk's office.
Moved by Councilman Seltzer , seconded by
Councilman Hernandez and duly carried the
' matter of vacation of streets in Tract
#8507 be tabled for further study until the
next regular meeting of Council - February
2, 1953.
A communication from State Construction
Company was read requesting a 60 day extension
of time for completion of the installation of
street lighting system on Azusa Avenue between
6th Street and Santa Fe Avenue, said extension
being requested due to delay in delivery of

Moved by Councilman Jackson, seconded by OF TIME

the request of State Construction Company
for 60 day extension be granted, said extension

Mr. Louis Servia of Community Taxi Company
requested information on his previous re-
quest for parking space on Foothill Boulevard TAXI COMPANY PARKING SPACE
' just east of Azusa Avenue. -Mr. Servia was
advised that the Police Department is in-
vestigating the matter.
A communicalLon from Pacific Bible School
was read requesting use of the Civic USE OF CIVIC AUDITORIUM
Auditorium on May 26 and May 29, 1953.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried the
request be granted, provided these dates
are available, and the Pacific Bible College
be notified of same.
A communication from the Personnel Board was
Mr. Weber, 629 W. Duell Street, requested
a special permit to operate a rabbitry at
the above address, said property being zoned
R-1. Mr. Weber was advised that the presence
of rabbits for any purpose other than his
own use is in violation of the zoning MR. WEBER GRANTED 90 DAYS
ordinance, and the present rabbits would TO COMPLY WITH REQUIREMENTS

advertise for lineman at the third step
of the pay plan due to lack of response
to previous advertising authorized by
Council on October 20, 1952.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried the PERSONNEL BC.:RD TO
Personnel Board be requested to advertise ADVERTISE FOR LINEMAN
for said examination for lineman at the
third step of the pay plan.
' A letter from the Personnel Board was
read recommending that Luis Miranda,
Maintenance Man in the Public Works Depart-
ment, be raised from the second step to
the third step, or from $218.00 to 231.00.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the recommendation of CITY ATTORNEY TO PREPARE
the Personnel Board be accepted and the RESOLUTION --OR LOUIS
City Attorney be instructed to prepare a MIRANDA
resolution as outlined in said recommendation.
Motion carried unanimously.
Civil Service Employment List IV for Patrol-
man in the Police Department was read show-
ing the following applicants certified in
order of their rank: George Morse, Howard CIVIL SERVICE LIST FOR
League, Wm. Turkington III, Zane Young. No
action was taken on the appointment of a PATROLMAN
patrolman.
City Clerk M. A. Hynes requested that Council
authorize holding an examination for Steno -
Clerk in the Clerk's office, the vacancy
having been created by the transfer of M. P.
Hunter into the Police Department to replace
Margaret Masters who left the employ of the
City of Azusa to be blanketed into the new
Santa Anita Court District.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the Personnel Board EXAMINATION FOR STENO -
be instructed to hold an examination for CLERK
Steno -Clerk for the City Clerk's office.
Carried unanimously.
Relative to a proposed increase in power rates,
it was moved by Councilman Seltzer, seconded
by Counci Im an Memme she imer and d my c arA ed
the City Attorney be instructed to contact
the City Attorneys of Riverside, Colton and PROPOSED INCREASE IN
Anaheim and arrange a joint meeting with them PO'dER RATES REFERRED TO
to discuss the proposed rate increase. CITY ATTORNEY
Councilman Hernandez requested that office
space and telephone be provided for use of
the Public Works Department. Various possible
locations were discussed and the matter was
tabled until the next meeting of Council for OFFICE SPACE FOR PUBLIC
' further investigation. WORKS DEPARTMENT
Councilman Hernaidez requested a clarification
of the issuance of purchase orders to the
various departments. After discussion it
was agreed that routine, reoccurring, budget
purchases are acceptable without purchase
order, but any purchases which are not re-
occurring or routine should have a purchase PURCHASE ORDERS
order issued and signed before the purchase
is made.

moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the City Engineer
be instructed to prepare a schedule of
costs of said improvement.

A communication from the Planning Commission
was read recommending that steps be taken so
that each lot in any subdivision north of
Eleventh Street and east of Azusa Avenue SIZE OF PROPOSED LOTS
must have a frontage of not less than 75 feet IN SUBDIVISION EAST
or more. It was agreed that the Planning OF AZUSA AViNUE
Commission be requested to discuss this
matter at its next meeting.
Relative to a request of Louis A. Towers
that an expression of commendation be sent
to the "Cruisers Club of Azusa" for a
civic -minded service recently done, it was
agreed that Mayor Jones should send such
expression of appreciation.
A communication from United Bench Advertising
Company was read requesting that certain amend-
ments be made to Ordinance No. 457 pertaining
to courtesy benches at bus stops.
Upon recommendation cf Police Commissioner
Memmesheimer, it was moved by Councilman
Seltzer, seconded by Councilman Hernandez
the City Clerk be instructed to notify the
United Bench Advertisers that Council feels
the present ordinance is adequate and in-
form them that they are in violation of
Ordinance No. 457 and request that they comply
immediately.

The minutes of the meeting of the Library
Board held January 2, 1953 were presented
and ordered placed on file.
Neal Robertson, Assistant Director of Civil
Defense, reported on the progress of that
group and notified Council of the possible
refund by the government of $2,496.16.
He also requested that Council approve the
purchase of 12 "Shelter" signs at the total
cost of $61.80._
Moved by Councilman Seltzer, seconded by
Councilman Hernandez the purchase of said
signs be approved.

' Mayor Jones requested that Council consider
sending Neal Robertson to the Western
Technical Training School to be held at

authorized to attend said training school
with actual expenses allowed, and the City
Clerk be instructed to issue a check in the
amount of $150.00 as an advance.

the meeting of the Azusa Agricultural Water
Company held January 19, 1953, stating that AZUSA AGRICULTURAL

Relative to certain encroachments on Pasadena
Avenue between Second and Fifth Streets, it
was agreed that the Police Department be

Correspondence from the Delano Chamber cf
Commerce and the City of Vernon were ordered
placed on file with no action necessary.

damaged.
