AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AZUSA CHANGING THE ZONE OF
PROPERTY LOCATED AT 901 EAST ALOSTA
AVENUE, AZUSA, FROM C2 TO SP-2 AND
AMENDING THE OFFICIAL ZONING MAP OF THE
CITY OF AZUSA TO REFLECT SUCH CHANGE OF
ZONE [ZONE CHANGE NO. Z-90-4]
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
hereby finds, determines and declares as follows:
A. An application has been filed by Azusa Pacific
University (hereinafter "Applicant") for a change
of zone from C2 (Restricted Commercial) to SP-2
(Specific Plan) for the property located at 901
East Alosta Avenue in the City of Azusa
(hereinafter "Subject Property") . The legal
description of the Subject Property is attached
hereto as Exhibit A, and incorporated herein by
reference, as though set forth in full;
B. The Planning Commission held a duly noticed
public hearing on February 16, 1991 and, after
fully considering all oral and written testimony
and facts and opinions offered at the aforesaid
public hearing, adopted Resolution No. 91-6
recommending to the City Council the adoption of
this ordinance changing the zone for the Subject
Property;
C. The City Council held a duly noticed public
hearing on February 19, 1991 concerning this
ordinance and fully and carefully considered all
oral and written testimony and all facts and
opinions offered at the aforesaid public hearing
prior to adopting this ordinance;
D. The requested change of zone is necessary and
desirable for the development of the community in
harmony with the objectives of the General Plan and
Title 19, Zoning, of the Azusa Municipal Code, and
is in the interest and furtherance of the public
health, safety and general welfare;
E. The City of Azusa and Applicant have agreed to
the proposed change of zone pursuant to the terms
of the Development Agreement between them executed
in 1983 ;
F. The requested change of zone will be
compatible with and complementary to adjoining
property and existing conditions in the surrounding
area;

G. The Subject Property is adequate in size to
accommodate the uses permitted in the SP-2 zone
requested and all applicable property development
standards can be met;
H. The Subject Property properly relates to
streets and highways designed and fully improved to
carry the type and quantity of traffic that is
expected to be generated in the area and utilities
exist or are planned which will adequately serve
the Subject Property rezoned as SP-2;
I. There are changed conditions since the
existing zoning became effective that warrant
different or additional zoning;
J. The proposed change of zone is consistent with
and in conformance with the General Plan of the
City of Azusa and each of the elements thereof;
K. In taking this action, the City Council has
considered the effects of the decision on the
housing needs of the region in which the City is
located and balanced those needs against the public
service needs of the City residents and available
fiscal and environmental resources.
SECTION 2 . Based upon the findings set forth
above, the City Council of the City of Azusa hereby amends
the Official Zoning Map of the City of Azusa, as described
in Section 19.06.040 of the Azusa Municipal Code, by
changing the zone of the Subject Property from C2 to SP-2 .
The Director of Community Development is hereby ordered to
physically change the Official Zoning Map to reflect the
zone change approved by this ordinance.
SECTION 3 . The City Clerk shall certify to the
adoption of this ordinance and shall cause the same to be
published.

at a regular meeting of the City Council on the 4th day of
March , 1991. That thereafter, said Ordinance was
duly adopted and passed at a regular meeting of the City
Council on the 18th:day of March , 1991, by the
following vote, to wit:
