AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF AZUSA AMENDING CHAPTER 2 . 19, OF THE AZUSA
MUNICIPAL CODE, CHANGING THE NAME OF THE HANDICAP
ACCESS COMMISSION TO ARCHITECTURAL BARRIERS
COMMISSION
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN AS
FOLLOWS:
SECTION 1: Section 2. 19, Handicap Access, of the Azusa
Municipal Code is hereby amended to read as follows:
"CHAPTER 2 . 19 HANDICAP ACCESS"
2 . 19. 010 Created.
2 . 19. 020 Appointment.
2 . 19. 030 Powers and Duties.
2 . 19. 040 Compensation.
2 . 19. 050 Residency Requirements.
Section 1: Section 2. 19. 010 is hereby amended to read
as follows: "Section 2. 19.010 Created. There is hereby
established and created a di /Abiddi / Architectural Barriers
Commission in and for the City of Azusa. "
Section 2: Section 2 . 19. 020 is hereby amended to read
as follows: "Section 2 . 19.020 Appointment. The ,fYVidibki/A4 'd46W/
Architectural Barriers Commission shall consist of five (5)
members, none of whom shall be officers or employees of the City.
Of the initial members of the Commission, two (2) shall be
appointed for terms of two (2) years and three (3) shall be
appointed for the terms of four (4) years. The successors of all
members of the Commission shall be appointed for a terms of four
(4) years. One of the persons appointed for a term of two (2)
years shall be handicap/disabled. All members shall be appointed
by the Mayor with the approval of the City Council pursuant to
Section 2 . 04 . 050. Members of the Commission may be removed
pursuant to Section 2 . 04.050. Vacancies occurring in the
Commission shall be filled in the same manner as provided for in
the initial appointment. Members of the Commission shall hold
office until their reappointment or until their successors have
been appointed hand have qualified. The Director of Community
Development, or his or her respective designee, shall serve as
advisors to the Commission. "
Section 3 : Section 2 . 19. 030 is amended to read as
follows: "Section 2 . 19. 030 Powers and Duties. The duties of the

A. To act in an advisory capacity to the City Council
regarding identification of areas within the community
were handicap access is lacking.
B. To act in an advisory capacity to the City Council
to prepare and implement a comprehensive plan to
eliminate handicap access barriers in the community.

C. To make recommendations to the City Council
concerning additions to or amendments to state and
federal laws concerning handicap access and ordinances
of the City of Azusa relating to handicap access.
D. To recommend to the City Council programs, training
sessions or other similar events to provide information
to the public on matters relating to handicap access to
buildings and facilities within the City.
E. To perform such other advisory functions as may be
referred to or requested of them by the City Council. "
Section 4 : Section 2 . 19. 040 is hereby amended to read
as follows: " Section 2 . 19. 040 Compensation. The members of the

compensation in an amount to be established by resolution of the
City Council for their services as members of the Commission.
Members shall also be reimbursed for any reasonable and necessary
expenses incurred by them in the performance of their duties as
members of the Commission. "
Section 5: Section 2 . 19. 050 Residency Requirements.
Members of the Commission shall have been a resident of the City
for one (1) year prior to appointment and shall remain a resident
of the City while serving as a commissioner.
SECTION 2 . The City Clerk shall certify to the adoption
of this ordinance and shall cause the same to be published in the
manner required by law.

hereby certify that the foregoing Ordinance No91.015 was regularly
introduced and placed upon its first reading at a regular meeting
of the City Council on the 18th day of September , 19 9L That
thereafter, said Ordinance was duly adopted and passed at a regular
meeting of the City Council on the 7th. day of October , 1991,
by the following vote, to wit:
