HomeMy WebLinkAboutOrdinance No. 91-O19 ORDINANCE NO. 91-019 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA ADDING 19.40. 020 TO THE AZUSA MUNICIPAL CODE PERTAINING TO THE REGULATION OF SECURITY BARS IN COMMERCIAL AND INDUSTRIAL AREAS (CODE AMENDMENT NO. 180) THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Azusa hereby finds, determines and declares as follows: A. The Planning Commission for the City of Azusa held a duly noticed public hearing on September 25, 1991 and, after fully considering all oral and written testimony offered at the aforementioned public hearing, adopted Resolution No. 91-71, recommending to the City Council the adoption of this ordinance. B. The City Council of the City of Azusa held a duly noticed public hearing on November 4, 1991 concerning this ordinance and fully and carefully considered all oral and written testimony offered therein prior to acting on this ordinance. C. The presence of security bars, grates and gates on the outside of commercial and industrial buildings in Azusa creates a negative visual impact and an appearance of an area which needs additional protection from crime. D. In order to reduce this visual impact, Section 19.40. 200 of the Azusa Municipal Code is in need of amendment to require the placement of these security devices on the inside of all commercial and industrial buildings. E. Security gates, grates and bars legally existing prior to the adoption of this ordinance shall remain as conforming structures consistent with Section 19. 40. 050 of the Azusa Municipal Code. F. The amendment to the Azusa Municipal Code as set forth in this ordinance is consistent with the public necessity, convenience, general welfare, and good zoning practice and is necessary for the preservation of the public health, safety and general welfare. G. The amendment to the Azusa Municipal Code as set forth in this ordinance is consistent with and in conformance to the General Plan of the City of Azusa and each of the elements thereof and furthers the intent and purpose of Title 19, ZONING, of the Azusa Municipal Code. H. In taking this action, city council has considered the effects of its decision on the housing needs of the region in which the City is -1- pca/ORD736108 (11/14/91) located and balanced those needs against the public service needs of the City's residents and available fiscal and environmental resources. SECTION 2 . Section 19.40. 200 is hereby added to the Azusa Municipal Code to read as follows: "19. 40. 200 Security Bars. In commercial and industrial buildings or buildings used for commercial or industrial purposes, all security bars, gates or grates covering windows, and security bars, gates or grates covering door openings or storefronts, shall be installed on the inside of said window, door opening or storefront. The installation and maintenance of such security devices shall be in accordance with all applicable codes. " SECTION 3 . The City Clerk shall certify to the passage of this ordinance and shall cause the same to be published in compliance with Chapter 19 . 64 of the Azusa Municipal Code.
