The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located at 213 E. Foothill Boulevard, Azusa, CA 91702. Mayor Rocha called the meeting to order at 6:30 P.M. ROLL CALL: Roll call was taken by City Clerk Cornejo. Councilmember Carrillo arrived at 6:31 p.m., after roll call. PRESENT: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ROCHA ABSENT: COUNCILMEMBERS: ALVAREZ ALSO PRESENT Elected Officials: City Clerk Cornejo. Staff Members: City Manager Gonzalez, City Attorney Martinez, Director of Human Resources & Risk Management Bragg, Public Works Director/City Engineer Bobadilla, Chief of Police Hunt, Neighborhood Services Coordinator Quiroz, and Chief Deputy City Clerk Garcia. PUBLIC COMMENT None given. CLOSED SESSION The City Council recessed to closed session at 6:32 P.M. to discuss the following: 1.CONFERENCE WITH LABOR NEGOTIATORS - Pursuant to California Government Code, Section 54957.6. ROLL CALL: Roll call was taken by City Clerk Cornejo. The invocation was given by Mr. Greg Benton, Canyon City Church. CEREMONIAL 1. City of Azusa “Employee of the Quarter” Certificates were presented to Lislene Ledezma – Human Resources/Risk Management Analyst and Yasmine Cordona-Bryne – Community Resource Specialist. 2. A Certificate of Recognition was presented to Krisna Morya G. Floriano for winning the National Accounting Competition. 3. Certificates of Appreciation were presented to all who contributed to the 2018 Kathy’s Cool Kutz for Kids event. CLOSED SESSION REPORT The City Council reconvened at 7:39 P.M.; City Attorney Martinez announced the following regarding Closed Session: All members of the Council were present with the exception of Councilmember Alvarez; Item 1: City Council heard a presentation from its negotiating staff, Council provided additional direction, no reportable action; Item 2: City Council heard a presentation from its City Manager regarding price and terms of possible lease agreement for the property, no reportable action; and Item 3: City Council heard a presentation from Special Counsel, City Council provided direction, no additional reportable action. PUBLIC COMMENT Dr. Barbara Dickerson, Citrus College Board Area 1 Representative, provided an update on Citrus College and student successes. Ms. Rae Kearney, Azusa Rotary Club, thanked the City of Azusa for their support of the upcoming Field of Glory event that will be held from September 8 – September 11 in front of City Hall, and provided information about the event. Ms. Kathy Benton, Canyon City Church representative, announced a new community program called “Moms Matter” at Valleydale Park and provided information about the program. REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL City Manager Gonzalez introduced newly hired Director of Utilities, Manuel Robledo. City Clerk: Request for City Council to set a time and date to hold the interviews of applicants received for City Commissioners It was the consensus of the Council to hold applicant interviews on Monday, September 10, 2018 at 6:30 p.m. in the Azusa Light & Water Conference Room. Mayor Pro-Tem Gonzales reminded everyone to drive safely around schools and thanked everyone that participated in the City’s summer programs. Councilmember Macias congratulated the Employees of the Quarter and commended them for their hard work. Councilmember Carrillo thanked everyone that was involved in the City’s summer programs and wished everyone a Happy Back to School Year. Mayor Rocha announced that the meeting would be adjourned in memory of Ms. Phyllis Camarena, Mr. Jorge Magallanes, and Mr. Johnny Jimenez, Lifelong Azusa Residents. He welcomed everyone back to school and announced the following events: August 26 – Free Clinic sponsored by the Seventh Day Adventist Church, August 26 – Canyon City Crawl, August 31 – LA County Fair opening day, September 3 – Labor Day, September 8 – Rotary Field of Glory at City Hall, September 8 – Be-A-Walker Program at Gladstone Street Park, September 7 – Pig Out for Charity at the Eagles Lodge, September 15 – Azusa Cares Workshop on law enforcement’s perspective of the opiate crisis; and asked that everyone keep service men and women in their daily prayers. PAGE TWO – 8/20/2018 SCHEDULED ITEMS PUBLIC HEARING – 2018 JUSTICE ASSISTANCE GRANT (JAG) PRE-APPLICATION Chief of Police Hunt presented the Staff Report stating that the Edward Byrne Memorial Justice Assistance Grant is an annual grant awarded to cities based on part 1 crimes and overall population. The Police Department will be submitting a grant application $12,784 to purchase four (4) electronic citation writers. Mayor Rocha declared the hearing open. City Clerk Cornejo read the affidavit of proof of publication published on August 8, 2018, in the San Gabriel Valley Tribune. Public Comment None given. Moved by Mayor Pro-Tem Gonzales, seconded by Councilmember Carrillo, and carried by the following vote of the Council to close the public hearing. AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: ALVAREZ Moved by Councilmember Carrillo, seconded by Mayor Pro-Tem Gonzales, and carried by the following vote of the Council to authorize the City Manager to submit a grant application to the U.S. Department of Justice for the purchase of specified equipment; and authorize the City Manager to execute all contracts, reports, and other documents required for receiving such funds pursuant to the terms and conditions of the U.S. Department of Justice. AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: ALVAREZ JOINT SUCCESSOR AGENCY AND CITY COUNCIL CONSIDERATION OF CONSENT TO AND ASSIGNMENT OF THE OWNER PARTICIPATION AGREEMENT NO. 1, FROM SUCCESSOR AGENCY TO CITY Director of Economic and Community Development Christiansen presented the Staff Report stating the Successor Agency wishes to assign its interest in the Owner Participation Agreement involving the operation of a Quarry Area and Landfill to the City. Moved by Mayor Pro-Tem Gonzales, seconded by Councilmember Macias, and carried by the following vote of the Council to approve the Consent to and Assignment of Owner Participation Agreement No. 1, transferring its interests and obligations contained therein to the City; and accept the assignment by the Successor Agency. The minutes of the Regular Meeting of July 16, 2018 were approved as written. 2. Resolution No. 2018-C50 was adopted and entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. 3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and applicable Memorandum of Understanding(s), were approved as follows: Merit Increase and/or Regular Appointments: T. Avila, R. Wenrick, D. Maldonado, M. Tehrani, T. Tran, A. Valenzuela New Appointment: M. Graciano, J. Soberanis, M. Onate, A. Ledet, M. DeCaro Flexible Staffing Promotion: D. Ochoa Promotion: R. An agreement with Azusa Pacific University for Azusa Reads, Writes, Counts & Azusa Calculates was approved; an agreement with Azusa Pacific University for Kids on the Move/Computer Lab Training Programs was approved; and the City Manager was authorized to execute the amendments, on behalf of the City. 5. A one-year agreement with Azusa Pacific University for a full-time police officer to serve as a University Resource Officer for the 2018/2019 undergraduate academic school year was approved. 6. The purchase of three (3), 2019 Ford Police Interceptor Utility vehicles from Wondries Fleet Group, 1247 W. Main Street, P.O. Box 3850 Alhambra, CA 91801, was approved in an amount not to exceed $97,229.40; and the purchase of this vehicle based on the competitive bid process previously completed by the County of Los Angeles, from which they ordered (317), 2019 Ford Police Interceptor Utility Vehicles, was approved, Purchase Order #DPO-SH- 18361203-1, as authorized under Azusa Municipal Code Section 2-523(e). 7. Staff was authorized to solicit a Request for Qualifications for on-call professional engineering services. 8. An agreement with Azusa Pacific University Center for Academic Service Learning was approved; and the City Manager was authorized to execute the amendments on behalf of the City. 9. The Unclaimed Funds Policy and Procedures was adopted and filed. 10. The City Treasurer’s Statement of Cash and Investment Balances for the month of June 2018 was received, reviewed, and filed. 11. The City Treasurer’s Reports of Receipts, Disbursements and Fund Balances for the months of March 2018 through May 2018 was received, reviewed, and filed. 12. The class specification revision for the position of Assistant Director of Utilities – Electric Operations was approved. 13. The class specification revision for the position of Assistant Director of Utilities – Resource Management was approved. 14. The newly created classification for the position of Facilities Maintenance Foreman was approved. SECOND READING ORDINANCES SECOND READING OF ORDINANCE NO. 2018-02 FOR A SPECIFIC PLAN AMENDMENT (SPA-2018-01) AMENDING THE TRANSIT ORIENTED DEVELOPMENT SPECIFIC PLAN Moved by Mayor Pro-Tem Gonzales, seconded by Councilmember Carrillo, and carried by the following vote of the Council to read by title only, second reading and adoption of Ordinance No. 2018-02. AYES: COUNCILMEMBERS: GONZALES, CARRILLO, MACIAS, ROCHA NOES: COUNCILMEMBERS: NONE ABSENT: COUNCILMEMBERS: ALVAREZ SUCCESSOR AGENCY RELATED BUSINESS RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED JULY 12, 2108 THROUGH AUGUST 1, 2018 Agency Member Macias offered Resolution No. 2018-R13 entitled: A RESOLUTION OF THE SUCCESSOR AGENCY OF THE FORMER REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS TO BE PAID OUT OF SUCCESSOR AGENCY FUNDS Moved by Agency Member Macias, seconded by Agency Member Gonzales, and carried by the following vote of the Agency to adopt Resolution No. 2018-R13.
