The City Council of the City of Azusa met
in regular session at the above time and
place.
Present at roll call: Councilmen: Jackson,
Hernandez, Seltzer, Memmesheimer, Jones,
City Attorney Snidow, City Engineer Brooks ROLL CALL
and Deputy City Clerk. Absent: City Clerk.
Each member present acknowledged receipt of
a written copy of the minutes of the regular
meeting held January 19, 1953• The Mayor ask-
ed if there were any objections or corrections
to same. There being none, the minutes of the
regular meeting of January 19, 1953 were
approved as written.
The Clerk announced that five bids had been
received in answer to notice inviting bids for
material to repair the reservoir roof.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer and duly carried the
bids be now opened, examined and publicly de-
clared.

A communication from the Planning Commission
was read requesting that Council contact the
builder of the homes in Tract #18890 asking
that garages be sold with the houses which
border on Azusa Avenue. The recommendation of
the Planning Commission was based on protests
filed by members of the Lutheran Church.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried a
transcript of the minutes of the meeting of
the Planning Commission at which said protests
were filed be forwarded to the builders of
Tract #18890 for their consideration.
' The tentative map of proposed Subdivision
#15395 was presented. City Engineer Brooks
advised Council that a minor street change
had been made to improve the plan of said
tract.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer the tentative map of
Subdivision #15395 be approved, including
the change in street arrangement.

ed approval of Council for a business license
to operate a drive-in cafe at the above address.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez and duly carried said
application for business license be approved,
subject to clearance by the Health Department.

Mayor Jones announced that the Planning
Commission had requested that a joint
meeting be held between the Commission, the
City Council and the School Board in order
to make a study of future master planning.
It was agreed that a joint meeting be held
on February 25, 1953 at 7:30 P.M. in the
Civic Auditorium.
A communication from Chief of Police Kendrick
was read requesting that Council give approval
to the appointment of George Leroy Morse,
the No. 1 man on the Civil Service Eligible
List for Patrolman in the Police Department,
recommending that Morse be hired on the first
step of the pay plan, or $244.00 per month.
Moved by Councilman Seltzer, seconded by
Councilman Jackson and duly carried the City
Attorney be instructed to prepare a resolution
employing Morse as recommended.
Relative to a recommendation of the Park and
Recreation Commission that permission be granted
the C & M Homes for removal of three palm trees
in the parkway of the ll00 block of North Azusa
Avenue, it was moved by Councilman Memmesheimer,
seconded by Councilman Seltzer this matter be
referred to Councilman Hernandez with power to
act, with Councilman Hernandez casting the only
dissenting vote.
A communication from D. T. Dawe, Secretary
of the Park and Recreation Commission, was
read stating that a joint meeting had been
arranged between the Superintendent of the
County Department of Parks and Recreation,
' members of the City Council, members of the
School Board, the Chairman of the AYP and the
members of the local Park and Recreation
Commission, said meeting to be held February
5th at 7:30 P.M. in the City Auditorium.
It was also recommended by the Park and
Recreation Commission that Mrs. Laura Jones,
chairman of that group, be sent to the Fifth
Annual California Recreation Conference to
be held in Long Beach on February 10-13, 1953•
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer expenses be allowed
for Mrs. Jones to attend said conference and
the City Clerk be instructed to issue a check
in the amount of $100.00 as an advance on
expenses.

A letter of resignation from Rufus Ogilvie,
' Director of Civil Defense, was read, said
resignation to become effective February
15, 1953•
Moved by Councilman Seltzer, seconded by
Councilman Jackson Mr. Ogilvie's resignation
be accepted and the City Attorney instructed
to prepare a resolution of appreciation and
commendation for his services.

Members of Council discussed the
possibility of advancing Neal T. Robert-
son from the position of Assistant Director
of Civil Defense to the Directorship of
that group, making provision for his tenure
in the Police Department as well as retain-
ing him on the City payroll. The advisability
of appointing a Director not in the employ of
the City was also discussed, with the under-
standing that Robertson would continue as the
Assistant Director.
Councilman Hernandez thereupon submitted the
name of Dave H. Eccles for the position of
Director of Civil Defense.
After further discussion, it was moved by
Councilman Jackson, seconded by Councilman
Seltzer the matter be tabled until the next
Meeting of Council.
Carried by the following vote of the Council:
Ayes: Councilmen: Jackson, Seltzer,
Memmesheimer, Jones.
Noes: Councilman: Hernandez. Absent: None.
An itemized list of the expenditures made by
the City of Azusa for Civil Defense was read
and ordered placed on file.
Councilman Memmesheimer advised Council of the
desirability of purchasing a double resuscitator
for use of the Fire Department.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the purchase of said
resuscitator be authorized and Civil Defense
instructed to apply for aid in the payment of
' same

City Engineer Brooks presented a master water
map for Council's study and explained the
various data contained thereon. A map of
proposed freeways throughout this area was
also offered by the City Engineer.
Council was advised by Mr. Brooks that newly -
printed city maps are now available and re-
quested that Council approve the sale of
said prints through the City Clerk's office.
Moved by Councilman Seltzer, seconded by
Councilman Jackson and duly carried the City
Clerk be authori ed to sell the small prints
of said map for 12.50 each and the large
prints for $5.00 each.
City Engineer Brooks reported on the
' approximate cost of the improvement of Bay-
less, Hollyvale and Fourth Streets out of
State Gas Tax Funds, estimated cost being
$26,000.00. He advised Council that the
City could go ahead with the improvement out
of the General Fund, said fund being re-
imbursed out of State funds if the plans
are approved in advance.

A communication from the Junior College
Baseball Tournament Committee was read re-
questing that permission be granted to place
a sign across Foothill Boulevard in order
to better publicize the tournament to be
held March 26, 27 and 28, 1953.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer and duly carried
this request be granted.
' The Baseball Tournament Committee also
requested permission to use the Memorial
Baseball Diamond for games on March 26 and
27 and possibly the 28th.

request be granted and the Park and Recreation
Commission be notified.
Relative to a notification from the San Gabriel
Valley Protective Association that the City of
Azusa is in arrears, it was agreed that the City
Attorney investigate and advise the City's
status before any payments are made.
A notice of public hearing relative to the
request for a special permit to establish,
operate and maintain a secondary airport in
the Duarte District was read and ordered
placed on file.
A copy of a communication from City Attorney
Snidow to the Associated Telephone Company
was presented advising that company that the
City of Azusa will grant their request to
install a cable vault under the property
immediately adjacent to Lots 28, 29 and a
Part of 30, in Block 36 if certain provisions
are agreed to by the Telephone Company. Said
conditions were outlined in detail, and the
copy of the letter submitted by Mr. Snidow
contained the approving signatures of the
phone company officials. The copy of letter
was ordered placed on file.

Superintendent Smith reported on an investi-
gation of the purchase of new radio equip-
ment for utilities use, stating that one

The minutes of the Personnel Board's meetings
of December 10, 1952 and January 6, 1953
were offered and ordered placed on file. PERSONNEL BOARD
Councilman Hernandez advised Council of the
request of Mr. Cruz to dedicate a portion of
street at Angeleno Avenue and Grandview Drive,

Councilman Hernandez not voting.
Councilman Seltzer requested that two items
be placed on the agenda for the next meeting CITY CONTROLLER
of Council -- the investment of a portion of INVESTMENT OF CITY
City funds, and consideration of the office FUNDS
of Controller.
Councilman Hernandez inquired whether the new
crossing -guard had been hired by resolution.
It was explained that she is part time, temporary
help. After discussion, however, it was agreed
that if a resolution is necessary, the City
Attorney be instructed to prepare same. CROSSING GUARD

Councilman Jackson requested a clarification
on the use of City equipment by Councilman
Hernandez at his residence on Foothill Boulevard,
asking whether the customary rental fees had

Councilman Hernandez inquired whether the new
crossing -guard had been hired by resolution.
It was explained that she is part time, temporary
help. After discussion, however, it was agreed
that if a resolution is necessary, the City
