SUBJECT: REQUEST TO MAKE A FINDING OF PUBLIC BENEFIT TO THE
COMMUNITY AT LARGE FOR RECOMMENDED EXPENDITURES
BACKGROUND:
The Azusa Chamber of Commerce will be hosting the Taste of the Town event during the
Golden Days Festivities. The purpose of the event is to gather the Azusa Community and provide
additional exposure to local businesses in a centralized location. The Azusa Chamber is
requesting the fee associated with the temporary use permit be waived. These actions authorize
the City Manager to make a finding of public benefit expenditure in the total amount of $402.15
for a temporary use permit for the Azusa Chamber’s Taste of the Town on October 9, 2018.
RECOMMENDATION:
Staff recommends that the City Council take the following action:
1)Make a finding that the community at large will receive a public benefit from the
expenditure of funds for the Azusa Chamber’s Taste of the Town event; and
2) Waive the Temporary Use Permit fee of $402.15.
ANALYSIS:
The Azusa Chamber of Commerce will be hosting Taste of the Town Traveling through the
Cuisines on Tuesday, October 9, 2018 from 5:00 p.m. to 8:30 p.m. For the first time, Taste of the
Town will be hosted at Lagunitas Brewing Company, located at 1021 N. Todd Avenue, Azusa.
Taste of the Town will consist of the participation of restaurants, wineries and breweries. The
purpose of the event is to create a community event that brings the community and local
businesses together in a centralized location. The Azusa Chamber will solicit business
participation.

Per Municipal Code 88.51.030, a Temporary Use Permit is required to host short term activities
that may not meet the normal development or use standards but may be acceptable because of
their temporary nature. Per the reference code, a temporary use permit is required to host Taste
of the Town. The fee associated with the Temporary Use Permit with a 25% discount for an
Azusa-based non-profit is $383 and a Technical Enhancement Fee of $19.15 for a total of
$402.15. The Azusa Chamber of Commerce is requesting the fee associated with the Temporary
Use Permit of $402.15 be waived. The following is a list of anticipated public benefits as a result
of the finding of public benefit expenditure:
• Encourages community-oriented activity;
• Provides space for a pedestrian-friendly environment;
• Creates a vibrant temporary gathering place for residents and visitors; and
• Encourages shop local, shop Azusa.
This action authorizes the City Manager to make a finding of public benefit expenditure in the
total amount of $402.15 for a temporary use permit for the Azusa Chamber’s Taste of the Town
– Traveling through the Cuisines on Tuesday, October 9, 2018.
FISCAL IMPACT:
There is no general fund impact associated with waiving the Temporary Use Permit fee for the
Taste of the Town Traveling through the Cuisines.
