HomeMy WebLinkAboutE-7 Staff Report - Gladstone Park Netting Project 42018A CONSENT ITEM E-7 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKI CARPENTER, DIRECTOR OF RECREATION & FAMILY SERVICES DATE: SEPTEMBER 17, 2018 SUBJECT: APPROVAL OF BID AND AWARD OF CONTRACT TO JUDGE NETTING INC. FOR THE GLADSTONE PARK NETTING PROJECT #42018A BACKGROUND: At the March 19, 2018 City Council meeting, staff were directed to proceed with the Gladstone Park safety netting project. The bid opening occurred on June 27, 2018. Only one (1) bid was received by the deadline and it was significantly over the estimated budget of $50,000. On July 16, 2018 the City Council rejected all bids due to only receiving one qualified bid, which was also substantially over the anticipated project budget. See below a summary of the first bids received on June 27, 2018: 1.Judge Netting, Inc. in the amount of $79,900. 2.West Coast Netting, Inc. in the amount of $92,250 (late submittal). On July 16, 2018 the City Council authorized a new bid process for the Gladstone Park Netting Project. Staff conducted this bid process, and the new bid opening occurred on August 22, 2018. Three (3) qualified bids were received. See bid results below: 1. Judge Netting Inc. in the amount of $57,500. 2. J & A Fence in the amount of $98,500. 3. West Coast Netting Inc. in the amount of $100,000. RECOMMENDATION: Staff recommends the City Council take the following actions: 1)Award a contract in the amount of $63,250, which includes a 10% contingency for potential change orders as needed, to Judge Netting Inc. for the Gladstone Park Netting Project; and 2)Authorize the City Manager to execute a contract, in a form acceptable to the City Attorney, on behalf of the City. APPROVED CITY COUNCIL 9/17/2018 Gladstone Safety Netting Project #42018A September 17, 2018 Page 2 ANALYSIS: Shifting the construction timeline to later in the year, created better alignment with potential vendor availability, and allowed for additional bids for this project, in the second round. This project is anticipated to be complete prior to the end of the year and will not impact the Pony League winter season, which will resume at Gladstone Park upon completion of this project. ENVIRONMENTAL CLEARANCE: This action is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15303(e), Accessory structures including garages, carports, patios, swimming pools, and fences. Staff is directed to file a Notice of Exemption with the Los Angeles County Clerk’s Office upon project approval. FISCAL IMPACT: The recommended actions award a contract to Judge Netting Inc. in the amount of $57,500 and further authorizes staff to amend the contract up to 10%, or $5,750, for a total not-to-exceed contract amount of $63,250. The Netting project included $50,000 in the FY 2017-18 approved budget under project#42018A-7130, and the available FY 2017-18 budget was included as a carryover in the FY 2018-19 budget. Upon Council approval, staff will prepare a budget amendment to add $13,250 in General Fund dollars to the Gladstone Park Netting project #42018A-7130 in FY 2018-19.
