Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones, City Attorney Snidow, City Engineer Brooks ROLL CALL and Deputy City Clerk. Absent: City Clerk. Each member present acknowledged receipt of a written copy of the minutes of the regular meeting held February 2, 1953. The ' Mayor asked if there were any objections or corrections to same. There being none, the minutes of the regular meeting of February 2, 1953 were approved as written. Mayor Jones introduced Judge Sturgeon of the new Santa Anita Judicial Court who gave a complete report on the operation of the court and the personnel involved. The Clerk announced that no bids had been received in answer to Notice Inviting Bids for the purchase of radio equipment for utilities use. Moved by Councilman Jackson, seconded by Councilman Memmesheimer the City Clerk be instructed to readvertise for bids on radio equipment, bids to be opened March 2, 1953. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None City Engineer Brooks and Superintendent Smith ' reported on the investigation of bids sub- mitted for furnishing material necessary to repair the City reservoir, stating that Pacific Southwest Pipe Company was the low bidder on steel pipe and Williams Lumber Company the low bidder on lumber. Moved by Councilman Jackson, seconded by Councilman Memmesheimer the bid of Pacific Southwest Pipe Company be accepted and the City Clerk instructed to return all bid checks or bonds to the unsuccessful bidders. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer: Jones. Noes: None Absent. None Moved by Councilman Jackson, seconded by Councilman Memmesheimer the bid for lumber be awarded to Williams Lumber Company. Noes: None Absent: None A petition requesting the installation of curbs on South Virginia Avenue between Paramount Street and Gladstone Avenue was presented and Council discussed.said in- stallation with Id. J. Casarona, the circulator of the petition. City Engineer Brooks ad- vised Council and Mr. Casarona that if a new petition could be circulated that would be acceptable under the 1911 act, a saving in time and money would be made by the property owners involved. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer aid duly carried the old 1911 Act proceedings on this project be reactivated. The final map of Tract #18890 (Hadley -Cherry Tract) was presented for approval, together with a subdivision improvement bond in the SUBDIVISION No. amount of $74,560.00 (covering grading, paving 18890 ' of streets and the installation of curbs and gutters), a bond in the amount of X30,000.00 (covering the installation of watermains, house services and meters within the tract), and two letters authorizing the transfer of certain water stocks to the City of Azusa. Mr. Cherry stated that the bond covering the in- stallation of watermains, house services and meters for Tract #18890 would be replaced by cash before the work begins. Rev. Schnupe and various members of the Con- cordia Lutheran Church on South Azusa Avenue protested final approval of the map of Tract #18890 unless the subdividers are required to install garages on the Azusa Avenue sites, explaining that the lack of garages, together with the square footage of the houses being low would lower the assessed valuation of all the surrounding properties. Mr. Cherry assured those protesting that every effort would be made to encourage the sale of t1m Azusa Avenue houses t o people wanting immediate installation of garages, and it was ' explained by City Attorney Snid ow that the erection of garages could not be required under the present ordinance. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer the final map of Tract #18890 be approved, subject to the final approval of City Engineer Brooks, and the Mayor, the City Clerk and the City Treasurer be instructed and authorized to sign said map after approval Is given by the City Engineer. Absent: None The minutes of the Planning Commission meeting PLANNING COMMiISSIOb of January 28, 1953 were presented and ordered placed on file. The Mayor announced that a joint meeting of the Planning Commission, the Park and Recreation Commission, the School Board and the City Council would be held February 25, 1953 at ' 7:30 P.M. in the auditorium. Councilman Hernandez and Mayor Jones advised Council of the service rendered the City by James F. Martin in alleviating a serious r,R. JAMES F. PiARTID condition at the sewer plant, without cost to the City, aswell as aiding in certain work in front of the civic center. Moved by Councilman Hernandez, seconded by Councilman Seltzer the Mayor be authorized OKR Id Rl CITY HALL, AZUSA$ CALIFORNIA, MONDAY, FEBRUARY 162 1953 to send a letter of commendation to James F. Martin for services rendered the City of Azusa. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None An itemized expense report in the amount of $149.28 was offered by Neal Robertson, Assistant Director of Civil Defense, said expenses having been incurred while attending the Facilities Self -Protection Conference at St. Maryls College. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried said expense accounting be accepted and ordered placed on file. A communication from the Regional Coordinator of the Office of Civil Defense was read, re- questing the appointment of a Deputy State Purchasing Agent. Mayor Jones recommended the appointment of Councilman Seltzer. Moved by Councilman Memmesheimer, seconded by Councilman Hernandez and duly carried the recommendation of the Mayor be accepted and Councilman Seltzer be appointed Deputy State Purchasing Agent. As a matter of clarification of the removal of certain trees in the Hadley -Cherry Tract, it was agreed that the City remove the trees and the subdividers rebreak and repatch curbs. ' A letter from the Personnel Clerk relative to the appointment of a sewer plant operator wad presented, and it was moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried this matter be referred to the Public Works Department. The following letters of resignation from Patrolmen of the Police Department were pre- sented: James R. Lynch (dated February 4th) to become effective February 19th; George L. Culler (dated February 16th) to be- come effective February 20th; Frank E. Bednarski (dated February 16th) to be- come effective March lst. Moved by Councilman Jackson, seconded by Councilman Memmesheimer the resignations of Lynch, Culler and Bednarski be accepted and letters of commendation be given them for services rendered the City. ' Moved by Councilman Seltzer, seconded by Councilman Hernandez the resignations be tabled for further consideration. City Attorney Snidow ruled that the motion to table the matter was in order and the motion carried by the following vote of the Council: Ayes: Councilmen: Hernandez, Seltzer, Jones. Absent: None 7:30 P -91 - CIVIL DEr'EB:;:E COUNCIL[+i_N SELTZER APPOINTED DEPUTY STATE PURCHASING AGENT REMOVAL OF TREES APPOINTMENT OF SE44ER PLANT OPERATOR RESIGNATION OF CERTAIN PATROLMEN OkBId CITY HALL, AZUSA, CALIFORNIA, MONDAY, FEBRUARY 16, 1953 Councilman Seltzer suggested that Council adjourn to meet Wednesday, February 18, 1953 for further consideration of the Police De- partment resignations. Councilman Memmesheimer reported that "No Parking" signs have been installed in the alley at the rear of stores fronting on San Gabriel Avenue just north of Foothill Boulevard and that restricted parking signs will be installed in front of said stores in the very near future. ' Councilman Seltzer introduced the matter of creating the position of Finance Officer for the City of Azusa. An outline of the duties and qualifications were read by Mayor Jones and a general discussion followed relative to said position. Moved by Councilman Seltzer, seconded by Councilman Hernandez the Personnel Board be requested to proceed with the setting up and holding of an examination for filling the position of Finance Officer and the typewritten list submitted by Councilman Seltzer be passed on to the Board as suggestions for such pre- paration. Carried by the following vote of the Council: Ayes: Councilmen: Hernandez, Seltzer, Memmesheimer, Jones. Noes: Councilman Jackson. Absent: None Relative to the rental of City equipment to individuals, it was moved by Councilman Seltzer, seconded by Councilmen Hernandez the Department Heads be ordered to cease renting equipment with- out the approval of Council until the City Attorney can investigate the use of City -owned equipment for rental. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Memmesheimer, Jones. Noes: None Absent: None Councilman Seltzer also proposed that Council insist on all City equipment being garaged in the City yards, with the exception of the vehicles used by Superintendents Wolfe and Smith. The necessity of use of equipment by various employees while "on call" duty was pointed out by Councilman Memmesheimer and it was suggested by Councilman Seltzer that the Department Heads submit the names of authorized personnel for action of Council, as well as schedules when such use is authorized. A list of firms delinquent in sales tax and business licenses was presented. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried said lists be referred to the City Attorney for action and report. Communications from the City of Covina and the City of West Covina relative to the initiation of proceedings to form a County COUNTY SANITATION Sanitation District to include the Cities of DISTRICT Azusa, Glendora, Covina and West Covina were read and ordered placed on file. ' After a report by City Engineer Brooks on the possible improvement of First Street west of Motor Avenue, it was moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried the Department of Public Works be IMPROVEMENT OF FIRST authorized to make the street passable. STREET Relative to a hazardous condition at Grandin Drive east of Angeleno Avenue, it was agreed the City Engineer make a survey of the necessary work and the expense involved in correcting this condition and to report back. GRANDIid DRIVE, EAST OF Superintendent Smith reported that the in- ANGELENO AVE. stallation of new street lighting on Azusa Avenue between Sixth Street and Santa Fe Avenue will be completed during the present week, and it was agreed that the Azusa Retail Business Men's Association as well as the Chamber of Commerce be notified of the date of completion. AZUSA AVENUE LIGHTING City Engineer Brooks reported that although a street sign has been erected at Georgia Place and said street has been included on certain City maps, a check of the original map shows that such a street does not exist. It was suggested that the Georgia Place sign be re- moved and a new sign be erected showing that GEORGIA PLACE said alley is not a City street. Relative to the problem of the division of industrial lots, the City Attorney advised that INDUSTRIAL LOTS such division was legal. The matter of supply- ing necessary water in the event of such division was discussed. City Engineer Brooks reported that the possible INSTALLATION OF SE -,,,ER installation of sewer lines on Pasadena Avenue LINES ON PxSADENA AVE. between 10th and 11th Streets is still being investigated. Relative to the installation of courtesy benches as provided in Ordinance No. 457, it was moved, seconded and duly carried the City Clerk be instructed to write the United Bench Company that a letter of application for permit for such installation would be acceptable under the ordinance. ' Relative to a bid on material necessary for the repair of the reservoir roof which was received after the date of bid opening, it was moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried the City Clerk be instructed to return said unopened bid. Noes: None Absent: None Relative to a request for use of office space by the United States Department of Agriculture, it was moved by Councilman Memmesheimer, second- ed by Councilman Seltzer and duly carried the City Clerk be instructed to advise them of time available in the Auditorium as well as suggest- ing the possible use of the Building Inspectors office. e A communication from the Azusa Men for Christ was read requesting use of the Auditorium for an evangelistic crusade beginning April 5th and ending April 19th. Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried the City Clerk be instructed to advise the dates available on the calendar. A letter from the Junior College Baseball Tournament was read requesting that the City of Azusa cooperate by taking a page in their program. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer this request be granted through the Chamber of Commerce. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, ' Seltzer, Memmesheimer, Jones. Noes: None Absent: None A letter from Mrs. Colin W. Hodge was read commending the Fire Department on prompt and efficient service in -extinguishing a fire at her home. The letter was ordered placed on file. Communications from the following were ordered filed, with no action necessary: County of Los Angeles (re building permit fees); Clyde A. Blanchard (re payment of claim); California Industrial Safety Conference (re meeting at Statler Hotel); City of Monrovia (re utility franchise litigation); University of California (re refuse collection); American Municipal Association (re meeting of officers). The minutes of the meeting of the Board of Trustees of the Azusa Public Library were presented and ordered placed on file. ' After discussion of a bill for automobile repairs presented by Mr. Rockwood, 136 N. Dalton Avenue, City Attorney Snidow advised that since certain barriers had been placed where street was in process of repair, there was no liability on the part of the City for damage to Mr. Rockwood's car.
