MINUTES OF THE CITY COUNCIL, THE SUCCESSOR AGENCY
TO THE FORMER REDEVELOPMENT AGENCY,
THE PUBLIC FINANCING AUTHORITY
REGULAR MEETING
MONDAY, SEPTEMBER 17, 2018 – 6:30 P.M.
The City Council of the City of Azusa met in regular session at the above date and time in the Azusa Auditorium located
at 213 E. Foothill Boulevard, Azusa, CA 91702.
Mayor Rocha called the meeting to order at 6:30 P.M.
ROLL CALL: Roll call was taken by City Clerk Cornejo.

CLOSED SESSION
The City Council recessed to closed session at 6:32 P.M. to discuss the following:

The invocation was given by a representative of the Dhammakaya International Meditation Center.
CEREMONIAL
A Certificate of Recognition was presented to Ms. Yolanda Pena-Rodriguez for receiving the Los Angeles County District
1 Community Hero Award.
CLOSED SESSION REPORT
The City Council reconvened at 7:30 P.M.; City Attorney Martinez announced the following regarding Closed Session:
All members of the Council were present; Item 1: City Council heard a presentation from its negotiators, Council
provided direction regarding negotiations, no further reportable action; and Item 2: City Council provided direction to its
city negotiators, no further reportable action.
PUBLIC COMMENT
Mr. Yariv Rafael Fuentes expressed his concerns regarding Code 74-41 for vehicle violations of non-operative vehicles on
private property in public view.
Mr. Hector Elizalde, representative of Congress Woman Napolitano, thanked the City for the 9/11 Remembrance
Ceremony; and announced the Military Academy Day on October 27, 2018 and provided information about the event.
REPORTS, UPDATES AND ANNOUNCEMENTS FROM STAFF/COUNCIL
Azusa Golden Days Announcement
The Azusa Golden Days Committee introduced committee members; and presented Honored Citizens, Mr. Alfred Aguirre
and Ms. Peggy Martinez.
In response to the concerns expressed by Mr. Fuentes during Public Comment, City Manager Gonzalez stated that he
would refer the issue to the Community Development Department to allow them to work with the resident. He also
congratulated Chief Deputy City Clerk Garcia for being named as Director of the City Clerks Association of California
Region 11 and introduced newly hired Senior Management Analyst Aaron Ledet.
Councilmember Carrillo extended his appreciation to those involved in the 9/11 Remembrance Ceremony and the Field of
Glory.
Councilmember Alvarez congratulated the Golden Days Honored Citizens; thanked the Golden Days Committee for their
hard work; and encouraged everyone to participate in the events during Golden Days.
Councilmember Macias thanked everyone that participated in the Field of Glory; congratulated the Golden Days Honored
Citizens; thanked the Golden Days Committee for their hard work; wished a Happy Birthday to two of his friends; and
with a heavy heart announced the passing of his beloved German Shepard Blackjack.
Mayor Rocha congratulated the Golden Days Honored Citizens; thanked the Rotary Club and all of the volunteers that
made the Field of Glory possible; expressed his appreciation of the 9/11 Remembrance Ceremony; announced that the
Fiscal Year 2018/19 Budget in Brief brochure is available to the public; provided information about the Neighborhood
Connection Program at the Azusa Library; thanked Police Lieutenant Landeros, Police Captain Grant, and Police Corporal
Covarrubias for their presentation at the “Opioid Crisis” Azusa Cares Workshop; announced part two of the Azusa Cares
Workshop on the opioid crisis on October 27, 2018; and thanked everyone for their prayers and positive thoughts during
his wife’s recent surgery.
SCHEDULED ITEMS
CONSIDERATION OF ORDINANCE PROHIBITING THE FEEDING OF WILD ANIMALS
Chief of Police Hunt presented the Staff Report and provided background on the Proposed Ordinance.
Discussion ensued regarding recent problems with wild animals; whether there is a need for such an Ordinance; the
penalties for violating the Ordinance; other nearby Cities that utilize this Ordinance; and resident complaints regarding
coyotes.

Moved by Mayor Pro-Tem Gonzales, seconded by Councilmember Alvarez, and carried by the following vote of the
Council to waive further reading, read by title only and Introduce First Reading of Ordinance No. 2018-04: AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA ADDING SECTION 46-324 TO
THE AZUSA MUNICIPAL CODE, RELATING TO PROHIBITIONS ON THE FEEDING OF WILD ANIMALS.

handled under the Special Call portion of the Agenda. Councilmember Alvarez abstained from Item E-1.

1. The minutes of the Regular Meeting of August 20, 2018 were approved as written.
2. Resolution No. 2018-C51 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
Resolution No. 2018-C52 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND
DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
3. The Human Resources Action Items, in accordance with the City of Azusa Civil Service Rules Section 5.75 and
applicable Memorandum of Understanding(s), were approved as follows:
Merit Increase and/or Regular Appointments: S. Chapman, S. Sears, C. LaPorte, T. Richardson, P. Brock, J. Baza
New Appointment: R. Delgadillo, M. Ruiz
Flexible Staffing Promotion: A. Solis.
4. The Council found that the community at large will receive a public benefit from the expenditure of funds for the
Azusa Chamber of Commerce Taste of the Town event; and waived the Temporary Use Permit fee of $402.15.
5. The grant award from the California State Library Services and Technology Act for “Veterans Connect @ The
Library” was accepted; necessary budget amendments were approved; and the current fiscal year budget will be
adjusted accordingly.
6. Resolution No. 218-C53 was adopted and entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA GRANTING AN
EASEMENT OVER A PORTION OF OLD SIERRA MADRE AVENUE TO THE LOS ANGELES
COUNTY FLOOD CONTROL DISTRICT
and the Mayor was authorized to execute the Easement Agreement.

8. All bids received for the Azusa Library Americans with Disabilities Act (ADA) Compliant Restroom Retrofit and
Improvement Project (Community Development Block Grant Project 601863-17) were rejected; and Staff was
authorized to re-issue the Notice Inviting Bids.
9. The grant award from the California State Library for the Career On-line High School Program was accepted;
necessary budget amendments were approved; and the current fiscal year budget will be adjusted accordingly.
10. The grant award from California Library Literacy Services (CLLS) was accepted; the necessary budget amendments
were approved; and the current fiscal year budget will be adjusted accordingly.
11. The grant award from the California State Library Book Project was accepted; the necessary budget amendments were
approved; and the current fiscal year budget will be adjusted accordingly.
12. The City Treasurer’s Statement of Cash and Investment Balances for the month of July 2018 was received, reviewed,
and filed.

SPECIAL CALL
APPROVAL OF BID AND AWARD OF CONTRACT TO JUDGE NETTING INC. FOR THE GLADSTONE PARK
NETTING PROJECT #45018A
Director of Recreation and Family Services Carpenter responded to questions posed by the Council stating that the lack of
bids during the first round of bids was due to the timing of the project as many of the companies were busy with projects
at various schools. The City was able to obtain a lower bid from a previous bidder by shifting the timing of the project.
Staff was commended for their work on the project.
Moved by Councilmember Alvarez, seconded by Mayor Pro-Tem Gonzales, and carried by unanimous vote of the
Council to award a contract in the amount of $63,250, which includes a 10% contingency for potential change orders as
needed, to Judge Netting Inc. for the Gladstone Park Netting Project; and authorize the City Manager to execute a contract
on behalf of the City.
