SUBJECT: FINDING OF PUBLIC BENEFIT TO THE COMMUNITY AT LARGE FOR
RECOMMENDED EXPENDITURES TO THE ASSOCIATED STUDENTS OF
CITRUS COLLEGE
BACKGROUND:
The City Council approved the Special Assistance Program establishing a set of guidelines and criteria for
awarding financial assistance to community based groups and organizations at the regular meeting of
March 7, 2016. Funding for the program is available through a $250 donation that the City receives from
each non-profit organization or community based organization engaged in the selling of “Safe and Sane
Fireworks.” The proposed action will approve a Special Assistance Program application for expenditure
in the amount of $200 to the Associated Students of Citrus College to assist with the expenses associated
with the 13th annual “Saluting Our Veterans” event on November 8, 2018.
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Approve an expenditure in the amount of $200 to the Associated Students of Citrus College for
associated expenses with the 13th annual “Saluting Our Veterans”; and
2)Make a finding that the community at large will receive a public benefit from the expenditure of
funds for the recommended item.
ANALYSIS:
Community groups and organizations often request funding assistance from the City for special programs
or services they provide to the community. The Special Assistance Program was designed for community
groups and organizations dedicated to providing educational enrichment opportunities to Azusa youth in
an effort to create skilled and capable individuals in a variety of disciplines, and to financially assist
community groups and organizations in developing programs diversifying experiences for the community
or seeking participation in educational programs. Eligible community groups and organizations can apply
for funding up to $200.

The City received a request for $300 from the Associated Students of Citrus College to sponsor the 13th
annual “Saluting Our Veterans” event on November 8, 2018. The program will honor Veterans from co-
sponsoring cities, including the City of Azusa. The program benefits participants because it is conducive
of a learning experience and participants are enriched with civic responsibility. To remain consistent with
the Special Assistance Program guidelines, Staff recommends approving an expenditure in the amount of
$200.
These actions approve a finding of public benefit and recommended expenditure of $200 to the
Associated Students of Citrus College.
FISCAL IMPACT:
Trust account 50-08-000-141-2718 was set up to track donations the City receives from non-profit
organizations and/or community based organizations engaged in the selling of safe and sane fireworks.
The donations received in this trust account is specifically reserved for funding requests from the Special
Assistance Program. The available balance on the stated account is $27,295, and upon Council approval,
staff will appropriate $200 from account 50-08-000-141-2718 for the recommended actions.
