SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) SIDEWALK AND ADA
IMPROVEMENTS PROJECT NO. 601965-18
BACKGROUND:
The City receives federal Community Development Block Grant (CDBG) funds for concrete
improvements within qualified CDBG areas. The proposed actions will approve the proposed project
and authorize staff to solicit bids from qualified contractors to remove and replace eleven curb ramps, a
drive approach, and sidewalk in accordance with Americans with Disabilities Act (ADA) guidelines.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Approve the proposed project; and
2)Authorize staff to solicit a Notice of Inviting Bids for the CDBG-funded Sidewalk and ADA
Improvements Project.
ANALYSIS:
The City has participated in the CDBG Program since its inception in 1974, utilizing these federal funds
for various community development projects. For Fiscal Year 2018-19, CDBG funds totaling $92,736
are available to improve sidewalks and install Americans with Disabilities Act (ADA) accessible curb
ramps throughout the City. Of that total amount, approximately $77,000 will be utilized for construction
and $15,736 will be allocated for administrative costs associated with CDBG program oversight and
compliance with federal labor standards.

The proposed sidewalk improvements will improve pedestrian safety by repairing one drive approach
and approximately 7,780 square feet of existing sidewalks that may inhibit pedestrian access or cause
injuries, minimizing the risks of trip and fall incidents. In addition, this project will upgrade eleven (11)
existing curb ramps to comply with the latest ADA guidelines. The project will focus on areas of
greatest need within the boundaries qualified for CDBG funds. The areas to be addressed are bounded
by Fourth Street on the north, Fifth Street on the south, Angeleno Avenue on the west, and Orange
Avenue on the east.
FISCAL IMPACT:
There is no fiscal impact to the General Fund fund balance associated with the recommended actions.
Upon Council approval, staff will prepare a FY 2018-19 budget amendment and add $92,736 of CDBG
funds to project 601965 for the Sidewalk and ADA Improvements Project.
