SUBJECT: AUTHORIZATION TO ENTER INTO A MASTER AGREEMENT, PROGRAM
SUPPLEMENT AGREEMENT, FUND EXCHANGE AGREEMENT, AND/OR FUND
TRANSFER AGREEMENT WITH CALTRANS FOR THE CITYWIDE CRASH
DATA ANALYSIS PROJECT NO. SSARPL-5112(021)
BACKGROUND:
The City of Azusa is eligible to receive federal and/or state funding for certain transportation projects,
through the California Department of Transportation (Caltrans). The proposed action will authorize the
City Manager to enter into the appropriate agreements with Caltrans to receive funding for the Citywide
Crash Data Analysis Project No. SSARPL-5112(021).
RECOMMENDATION:
Staff recommends that the City Council take the following actions:
1)Approve Resolution No. 2018-C55 and Authorize the City Manager to enter into a Master
Agreement, Program Supplement Agreement, Fund Exchange Agreement, and/or Fund Transfer
Agreement with Caltrans for the receipt of federal and/or state highway funds for the Citywide
Crash Data Analysis Project No. SSARPL-5112(021).
ANALYSIS:
The Public Works Department applied for Systemic Safety Analysis Report (SSAR) funding through
Caltrans and was awarded $90,000 to conduct a citywide analysis of crash data that will identify the
most effective countermeasures to reduce collisions and improve traffic safety. More specifically, the
analysis will consist of a citywide evaluation of crash data correlated with specific crash types, an
analysis of traffic volumes, and research of the severity of injuries. This data will help the City identify
the most effective countermeasures to reduce collisions citywide and provide a more comprehensive
method for safety planning.

The main goal for the SSAR is to systematically identify citywide problems that are not easily
recognized because of geographic dispersal. To address this issue, the SSAR will include an analysis of
the entire roadway system using a strategic process to consider risk as well as crash history when
considering where to make safety improvements.
To claim the awarded funds and commence with the project, the City is required to enter into various
Agreements with Caltrans.
FISCAL IMPACT:
There is no fiscal impact associated with the recommendations. Entering into a Master Agreement,
Program Supplement Agreement, Fund Exchange Agreement, and/or Fund Transfer Agreement with
Caltrans will encumber $90,000 for the Citywide Crash Data Analysis Project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, CALIFORNIA, TO ENTER INTO A MASTER
AGREEMENT, PROGRAM SUPPLEMENT AGREEMENT, FUND
EXCHANGE AGREEEMENT, AND/OR FUND TRANSFER
AGREEMENT WITH CALTRANS FOR THE CITYWIDE CRASH
DATA ANALYSIS PROJECT NO. SSARPL-5112 (021)
WHEREAS, the City of Azusa is eligible to receive Federal and/or State funding
for certain Transportation Projects, through the California Department of Transportation
(Caltrans); and,
WHEREAS, Master Agreements, Program Supplement Agreements, Fund
Exchange Agreements, and/or Fund Transfer Agreements need to be executed with
Caltrans before such funds could be claimed; and,
WHEREAS, the City of Azusa wishes to delegate authorization to execute these
agreements and any amendments thereto to the City Manager.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA,
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Azusa hereby authorizes the City Manager to enter into
Master Agreements, Program Supplement Agreements, Fund Exchange Agreements,
and/or Fund Transfer Agreements with Caltrans.
SECTION 2. The City Clerk shall certify the adoption of this resolution.
