SUBJECT: REQUEST TO APPROVE AMENDMENT TO AGREEMENT WITH
CALIFORNIA METRO PATROL FOR SECURITY SERVICES
BACKGROUND:
In January of 2018 the City Council approved an agreement with the California Metro Patrol to provide
security services for the Library and City Hall Campus for a total of 27.5 hours per week. The City's
primary interest is to ensure the safety of City employees, residents and City guests. In order to
establish a safe environment, the City is requesting an expansion of hours to include all open hours for
the Senior Center and City Library; this increases services to 65.5 hours per week.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Approve the first amendment with California Metro Patrol an increased schedule, not-to-
exceed annual amount of $89,500; and
2)Authorize the City Manager to sign the first amendment between the City and California Metro
Patrol; and
3)Approve necessary budget amendments and adjust the current fiscal year budget accordingly.
ANALYSIS:
In March of 2016, the Metro Gold Line station in the Azusa Downtown area opened and the result has
been an increase in the number of guests visiting the Library, Senior Center and City Hall Campus
vicinity. Some of these visits have resulted in trespassing and incivility behavior in the Library, Senior
Center and City Hall Campus towards staff and patrons. During weekdays, the Library remains open
to the public past City Hall business hours and as a result there has also been an increase in activity on
the City Hall campus into the evening hours.

A safety committee comprised of Chief of Police, Director of Human Resources and Risk Management,
Director of Recreation and Family Services, Director of Public Works and the Director of Information
Technology and Library Services met to discuss workplace safety and the recent increase in safety
concerns. It has been determined that increasing the presence of security personnel would be beneficial
to visitors of city facilities and city employees. In addition, increased coordination with our police
department and community improvement staff has been communicated to and is expected from our
current contractor. Extending this service to all open hours of both the Senior Center and Library and
having a security guard available to both the Library and Senior Center provides a resource when there
are issues or behavior that needs to be addressed, and also acts as a deterrent for bad behavior.
FISCAL IMPACT:
The adopted FY 2018-19 budget includes $55,305 for armed security services in account 10-90-000-
000-6493. Upon Council approval of the recommended actions, staff will prepare a FY 2018-19
budget amendment in the amount of $34,195 and increase the Purchase Order and FY 2018-19 budget
to a total of $89,500 under 10-90-000-000-6493. The fiscal impact is a reduction of $34,195 to the
General Fund fund balance in FY 2018-19 and if enhanced services are needed in subsequent years,
staff will recommend appropriate budget requests for Council consideration.

FIRST AMENDMENT TO
AGREEMENT FOR SECURITY SERVICES
1.PARTIES AND DATE.
This First Amendment to the Agreement for Security Services (“First Amendment”) is
entered into on the ____ day of ________, 20___, by and between the City of Azusa (hereinafter
referred to as the “City”) and California Metro Patrol (hereinafter referred to as the Consultant.
City and Consultant are sometimes collectively referred to herein as the “Parties.”
2.RECITALS.
2.1 Agreement. The Parties entered into that certain Agreement for Security Services
dated January 17, 2018 (“Agreement”).
2.2 First Amendment. The Parties now desire to amend the Agreement in order to
revise the scope of services to be provided by Consultant; and to increase the total compensation
under the Agreement, based on this increase in scope.
3.TERMS.
3.1 Schedule of Services. The Agreement is hereby amended to include the schedule
of services set forth in Exhibit “A,” attached hereto and incorporated herein by reference.
3.2 Compensation. The total compensation for the Services provided pursuant to this
First Amendment shall not exceed Eighty Nine Thousand Five Hundred Dollars ($89,500)
without written approval of the City Manager. Consultant shall receive compensation, including
authorized reimbursements, for all Services rendered under this First Amendment at the rates set
forth in at the rates set forth in Exhibit “B” attached hereto.
3.3 Remaining Provisions of Agreement. Except as otherwise specifically set forth in
this First Amendment, the remaining provisions of the Agreement shall remain in full force and
effect.

• Shift shall begin at 8:30 a.m. and end at 9:15 p.m. (12 hour 45 minute shift, Monday through
Wednesday).

• Shift shall begin at 8:30 a.m. and end at 5:15 p.m. (8 hour 45 minute shift, Friday and
Saturday).
