SUBJECT: CREATION OF NEW CLASSIFICATION – PLANNING AND ECONOMIC
DEVELOPMENT MANAGER
BACKGROUND:
On September 25, 2018, the Personnel Board met and approved the new classification specification of
Planning and Economic Development Manager. The proposed action will be council’s approval of this
classification.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Approve the newly created classification for the position of Planning and Economic
Development Manager.
ANALYSIS:
The position of Planning and Economic Manager will report to the Director of Economic and
Community Development and will oversee the Planning and Economic Divisions of the Economic and
Community Development Department; directing the conduction of environmental impact studies,
directing the preparation and review of current and long range planning projects and ensuring all
planning activities are conducted in accordance with federal and state law, City ordinances, rules and
regulations. In addition this position will serve as the Secretary to the Planning Commission.
The recommended salary range for this new classification is 3435 and the recommended monthly salary
is:

(FLSA Exempt)
DEFINITION
Under general direction, assists the Director of Economic and Community Development in directing,
planning, managing, and coordinating the activities of the Planning Division and the Economic
Development Division. Plans, organizes, supervises, reviews, and participates in the activities of the
Planning Division and the Economic Development Division. Takes leadership in developing a vision for
land use, transportation, and public service future of the Community through the General Plan and its
administration. Involves the Community in achieving its potential for physical, economic, and social
improvement. Assists in the implementation of City policies related to planning and economic
development; serves as staff to the Planning Commission; performs complex professional work in all
phases of city planning; and performs related duties as required. Assists the Director to implement the
City’s Economic Development goals and to create viable economic development opportunities for the
City. Provide practical problem solving skills on complex issues.
CLASS CHARACTERISTICS
This position reports to the department director, and is primarily responsible for coordinating the City’s
planning activities with other divisions and departments in the City, supervises Planning Division and
Economic Development staff, and may act on behalf of the department director in his/her absence in
coordinating and managing the activities of the Department of Economic and Community Development.
ESSENTIAL FUNCTIONS
Develops and implements goals, objectives, policies and procedures related to the Planning Division and
Economic Development Division, oversees office operations, maintains appropriate records and files and
coordinates work flow.
Conducts the most complex assignments and directs the work of others involved, in the preparation and
review of current and long range planning projects; ensures that planning activities are conducted in
accordance with federal and state law, City ordinances, rules, and regulations.
Directs, coordinates and participates in conducting environmental impact studies, including the
preparation of Requests for Proposal; coordinates project review by other agencies; reviews and
evaluates conclusions of environmental impact reports and prepares recommendations.
Supervises professional, technical, and clerical staff engaged in long range and current City Planning
activities including general plan and zoning code maintenance, review of proposed developments and
processing of permits.
Supervises and participates in the preparation of the Planning Commission agenda and compilation
of required reports and documents; attends Planning Commission meetings and may serve as
Secretary to the Planning Commission; makes recommendations, presentations, and responds to
questions as required.
Selects Planning Division employees in conjunction with the Department Director; plans and
organizes work; develops and establishes work methods and standards; conducts or directs staff
training and development; reviews and evaluates employee performance; executes disciplinary

action.
Confers with builders, engineers, business and property owners, contractors, attorneys, architects,
and the public concerning Department and Division procedures, interpretation and application of city
planning policies and ordinances and conditions imposed on approved applications.
Prepares and administers the Planning Division and Economic Development Division budgets and
monitors expenditures. Assists in the preparation of the Economic and Community Development
Department’s budget. Assists the Director to implement the City’s economic development goals.
QUALIFICATION GUIDELINES
Education and/or Experience
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for satisfactory job performance. Example combinations include graduation from
college with a bachelors degree in Urban and Regional Planning, Environmental Design,
Architecture, Landscape Architecture, or closely related field and five years increasingly responsible
experience in professional land use planning work typically performed for public agencies, including
three years in a supervisory capacity. American Institute of Certified Planners (AICP) membership
preferred.
Knowledge and Skills
Thorough knowledge of the theories, principles, procedures, practices, law, research methods and
trends in the field of planning, redevelopment, housing, zoning, subdivisions, environmental
analysis, as well as recent developments, current literature and informational sources in the field of
planning and zoning. Considerable knowledge of the methods, plans, systems, forms, maps, and
tools common to a land use planner’s work, and sources of information and agencies that may be
utilized in conducting research and addressing planning matters. Thorough knowledge of
organization, administration, budgeting, and personnel management. Ability to communicate clearly
and concisely, both orally and in writing; research and prepare complex reports on a variety of
planning related subjects; deal effectively with developers, property owners, architects, engineers,
and the general public; plan, direct, and coordinate current and long range planning
project/programs and manage a division; select, train, supervise and evaluate employees; represent
the City in a variety of meetings; make decisions regarding operational and personnel functions;
operate programs within allocated amounts; respond to and resolve difficult citizen inquiries and
complaints, emergency, and problem situations in an effective manner; understand, explain and
apply policies and procedures; analyze unusual situations and resolve them through application of
management principles and practices; develop comprehensive plans to meet future City
needs/services; deal constructively with conflict and develop effective resolutions; plan and enforce
a balanced budget; develop new policies impacting department operations/procedures; interpret
financial statements and cost accounting reports; interpret and apply provisions of codes,
regulations, statutes, and ordinances relevant to city planning and departmental activities; plan the
work of professional and technical staff in compilation of technical and statistical data, research, and
the preparation of plans and technical papers; coordinate planning and departmental activities with
other City departments and divisions and with outside agencies.

SPECIAL REQUIREMENTS
Possession of a valid Class C California Drives license and a satisfactory driving record.
Environmental Conditions
Work is performed primarily in a standard office setting; incumbents may be required to work
extended hours including evenings and weekends from time-to-time.
Physical Conditions
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand
or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to
lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment
requiring repetitive hand movement and fine coordination including use of a computer keyboard; and
to verbally communicate to exchange information.
