Present at roll call: Councilmen: Jackson, Hernandez, Seltzer, Jones, City Engineer Brooks, Mr Goodhue (representing City Attorney Snidow) and Deputy City Clerk. Absent: City Clerk. Each member, present acknowledged ' receipt of a written copy of the minutes of the regular meeting of February 16, 1953 and the regular adjourned meeting of February 18, 1953. The Mayor asked if there were any objections or corrections to same. There being none, the minutes of the meetings of Febru- ary 16, 1953 and February 18, 1.953 were approved as written. The Clerk announced that four bids had been received in answer to Notice Inviting Bids for gasoline. Moved by Councilman Seltzer, seconded by Councilman Hernandez the bids be now opened, examined and publicly declared. Carried by the following vote of the Council: Ayes: Councilmen: Jackson, Hernandez, Seltzer, Jones. Noes: None Absent: Council- man Memmesheimer• Councilman Memmesheimer there- upon entered the Council Chamber and took his place at the table. L IT Relative to a request for the re- moval of certain palm trees at 200 W. Foothill Boulevard, it was moved REMOVAL OF PALM TREES %by Councilman Seltzer, seconded by Councilman Hernandez and duly carried this matter be referred to the Park and Recreation Commission with.power to act. Mrs. Rolla E. Clapp requested that Council clarify the method of servicing of power within certain portions of Tract #8507 and was ad- vised that the Southern California ENERGY FURNISHED TO Edison Company presently serves PROPERTY 1WTST OF TRACT 8507 that area, although the City of Azusa plans to make necessary in- stallations in the near future to facilitate rendering such service. A communication granting permission to the Southern California Edison ' Company to serve electrical energy to property owned by 011 and Solvent Process Company was presented for approval by the City of Azusa. Moved by Councilman Jackson, seconded by Councilman Seltzer and duly carried the Mayor be authorized to sign the letter MAYOR AUTHORIZED TO SIGN authorizing the Southern California LETTER Edison Company to serve said energy to the Oil and Solvent Process Company. An application for permission to operate a garage at 750 W. Foothill Boulevard was read. BUSINESS LICENSE APPLICATION Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried the issuance of a business license for this purpose be approved upon completion of the ' necessary bond. REQUEST OF OMART INVESTMENT COMPANY DENIED Moved by Councilman Memmesheimer, seconded by Councilman Jackson and duly carried the recommendation of the Planning Commission be accepted and the request of Omart Investment Company be denied. After discussion, the motion was withdrawn by Councilman Memmesheimer and the second to said motion was withdrawn by Councilman Jackson. A communication from the Planning Commission was read recommending ' that Victor E. Council discussed a recommend- ation of the Park and Recrea- tion Commission that permiss= ion be granted for the re- moval of certain trees on the east side of Soldano Avenue between 5th and 6th Streets;, ' said trees being replaced with liquid amber. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried that when per- mission is granted for the re- moval of trees, replacement trees shall be arranged for and approved by the City Engineer. The Park and Recreation Com- mission recommended that no action be taken on a request by Philip Adams to break out the concrete parkway at the northwest corner of Gladstone and Vernon intersection for the purpose of planting trees. Moved by Councilman Memmesheimer, seconded by Councilman Seltzer and duly carried the recommend- ation of the Park and Recrea- tion Commission be accepted and no further action be taken. The Park and Recreation Com- mission notified Council of the request of Philip Greg to remove two palm -trees at 927 W. Foothill Boulevard and re- commended approval of said request. Moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried the recommend- ation of the Park and Recrea- tion Commission be accepted. It was also recommended by the Park and Recreation Com- mission that permission be granted the Baseball Tourn- ament Committee to use the Scout Hall for sleeping base- ball players during the forth- coming tournament. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried the recommendation of the Park and Recreation Com- mission be granted• Relative to the possible moving of the Scout Hall t o a City Park, it was moved by Councilman Seltzer, seconded by Councilman Memmeslietmer and duly carried this recommaidation be placed on file. Mrs, Laura D. Jones, Chairman of the Park and Recreation Commission, submitted an itemized a000unt of expenses incurred while attending the Recreation Conference at Long Beach. The account was accepted and ordered placed on file. A communication from the Personnel Clerk was read advising Council that re -advertising for linemen had been authorized at a meeting of the 'Personnel Board held February 26, 1953. Moved by Councilman Seltzer, seconded by Councilman Jackson and duly carried the Light Depart- ment be authorized to hire line- man oii"a temporary basis until another examination can be held. A Civil Service Employment list for Stenographer -Clerk was pre- sented with five names listed in ' "order, of their grades. 'Moved by Councilman Seltzer, seconded by Councilman Hernandez the City Clerk be authorized to hire a temporary Stenographer - Clerk. After discussion, Councilman Seltzer withdrew his motion and Councilman Hernandez his second to the motion. It -was agreed that the City Clerk may appoint a temporary employee for fifteen days until a recom- mendation can be made from the certified list. Relative to the completion of probationary periods in the Police Department by Raymond Guardado and Edward G. Alvarez, it was moved by Councilman Jackson, seconded by Councilman Seltzer and duly carried the City Attorney be instructed to prepare a resolution placing them on permanent Civil Service status, with Alvarez re- maining at $273.00 per month and Guardado to•receive $258.00 per month. Council discussed the expiration of the 90 days temporary employ- ment of Francisco Ramirez, in the Park Department. Rulofson, City Auditor dated February 269 1953 relative to the investment of in- active cash funds of the City of Azusa, said letter outlining certain recommendations for an investment program. Moved by Councilman Seltzer, seconded by Councilman Memmesheimer and duly carried the City Attorney be instructed to prepare a reso- lution authorizLng the investment of certain inactive cash on deposit, information to be furnished by Councilman Seltzer. Moved by Councilman Seltzer, seconded by Councilman Me=esheimer and duly carried the City Treasurer ' be requested to check and make re- commendations relative to remain- ing moneys. Councilman Memmesheimer asked to be excused at this point and left the council chambers. Relative to the removal of a hazardous wall and the widening of a portion of Gran din Street, it was moved by Councilmen Seltzer that the Department of Public works be authorized to remove said wall. After discussion, Councilmen Seltzer withdrew his motion. Relative to the installation of sewer line on Pasadena Avenue between Tenth and Eleventh Street, it was agreed that the property owner in question would be re- quired to connect with the present sewer line. City Engineer Brooks discussed with Council the necessity of controlling certain encroachments (driveways'and signs) and illegal loads (house moving), as well as suggesting that 421.wide streets be -required for all future plan- ning. Moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried the City Attorney be instructed to investigate the encroachments and illegal loads, preparing sa ordinance, if necessary, and that he be further instructed to investigate and amend the sub- division ordinance relative to 42, wide streets. Relative tot he proposed joint meeting of the cities interested in the possible increase in Edison rates, the City Attorney was re- quested to arrm go a meeting to be held in March 11th, 1953 at a central location to be agreed upon by the various cities involved. Moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried the various depart- ments aid commissions be notified of the request outlined above. Mayor Jones notified Council of the appointment of Harold Eccles as Di- rector of Civil Defense. Moved by Councilman Seltzer, seconded by Councilman Hernandez and duly carried the appointment of Harold Eccles as Director of Civil Defense be approved. A letter from John Bender, Special City Attorney for the City of Azusa was referred to City Attorney Snidow for investigation and report. Relative to a request from the Junior College Baseball Tournament for the donation of Twenty miniature bronze baseballs and nine miniature gold balls, it was moved by Councilman Seltzer, seconded by Councilman Hernandez the Chamber of Commerce ' be authorized to comply as requested, in an amount not to exceed $150.00.
