HomeMy WebLinkAboutMinutes - March 3, 2005 - PRC M NUTES OF THE AZUSA PARKS AND RECREATION COMMISSION -March 3, 2005 The meeting was called to order at 5:34 p.m. by Rossana Helbert who also led the group CALL TO ORDER in the Pledge of Allegiance. PRESENT: Condie Lopez, Carlos Udria, Rossana Helbert, Pam Mercado and Joe Torres ROLL CALL STAFF: Joe Jacobs, Director of Recreation and Family Services Department Roy Chavez, Parks Supervisor Nancy Hogan, Superintendent GUEST: Dan Simpson, Resident EXCUSED: David Santellan Minutes of February 17, 2005, were approved as written on a motion by Pam Mercado, MINUTES APPROVED seconded by Rossana Helbert. Consent calendar item #1 was tabled for more information. CONSENT CALENDAR ITEMS: 1. Request use of Northside Park athletic field on Saturdays and Sundays from March ALLAH! NSPK FIELD to August 2005 from 8:30-5:30 p.m. for cricket. Staff updated Commission on all programs and projects. STAFF UPDATE With no further business, the meeting was adjourned at 7:04 p.m. ADJOURN Next meeting is scheduled for Thursday, March 17, 2005, at 5:30 p.m. at the Memorial NEXT MEETING 3/17/0 Park Recreation Center. Please see attached sheet regarding the fireworks discussion. FIREWORKS DICUSSION POINTS AND POSSIBLE SOLUTIONS Joe Torres • Inform public as to dangers of fireworks (illegal) • Get information to the people • Minimum fine of $500.00 • Fireworks wholesalers ante up $$'s for public information as to dangers illegal fireworks and altering safe and sane fireworks. • Contributions to the community are invaluable from safe and sane sales. Pam Mercado • Minimize days of operation from (5) days to ( ) days (call El Monte compare) • Proactive education/information distribution should came from booth vend • Firework stand to raise money to offset education costs David Santellan • Fireworks should be banned but, reality must have education and police cra down on illegal fireworks. • Firework companies to donate money for education and money or gifts reward of turnin: in fireworks. P.D. should fine home owner/leasee • Safe and sane sales must remain • Beef up education/information o Cable cast o Utility bill o Street Banners o Reader board o Campaign (War against illegal fireworks!) o Web Site o Press Release o School distribution of materials Carlos Udria • Community held fireworks exhibition (APU Drive-in) • Change ordinance-"If you are caught with illegal fireworks " Dan Simpson • Give law enforcement all the tools available to combat illegal fireworks • Have P.O. draft up document to include verbage on: o Raising fines o Enforcement • In addition to fines, individual and parents should be held to community wo and parent education classes • Hold neighborhood workshops-include neighborhood captains and empow them to put message out • Amend AMC 30-103 to limit discharge of safe and sane fireworks to 4th of J (admin. Cite process) • Adhere to AMC 30-103 (d) which prohibits safe and sane fireworks north Sierra Madre • Strong Council direction and support • Adopt new AMC consistent with 12671 H &S (prohibits fireworks not reg. the SFM-State Fire Marshall) o Punishable by administrative citation starting with $125 fine
