The City Council of the City of
Azusa met in regular session at
the above time and place.
Present at roll call: Councilmen:
Jackson, Hernandez, Seltzer,
Memmesheimer, Jones, City Engineer
Brooks, City Attorney Snidow and
City Clerk M. A. Hynes Absent:
None
' Each member present acknowledged
receipt of a written copy of the
minutes of the regular meeting of
March 2, 1953. The Mayor asked
if there were any objections or
corrections to same. There being
none, the minutes of the meeting
of March 2, 1953 were approved as
written.
Councilman Seltzer reported that
the Signal Oil Company was the
lowest bidder on the City's annual
supply of gasoline.
Moved by Councilman Seltzer, secon-
ded by Councilman Hernandez the
Signal Oil Company be awarded the
bid and the Mayor authorized to
sign the Agreement between the
City and the Signal Oil Company.

the Council:

The Clerk announced that two bids
had been received in answer to
Notice Inviting Bids for Aerial
Ladder. Moved by Councilman
Seltzer, seconded by Councilman
Hernandez the bids be now opened,
examined and publicly declared.

Moved by Councilman Memmesheimer,

duly carried that this matter be

study and report.
The Clerk announced requests by the
Lions Club and the American Legion
for permission to conduct Fairs in the
City of Azusa. After discussion
Councilman Seltzer moved that permits
be denied, seconded by Councilman Jones.
Motion failed to carry by the following

After further discussion it was moved by
Councilman Memmesheimer, seconded by Council-
man Hernandez these requests be tabled until
the next regular adjourned meeting with the
suggestion that the Lions Club and American
Legion try to get together on a plan to hold
a joint Carnival. Carried by the following

and duly carried that the matter be referred to
the City Attorney and City Engineer for report
at the regular adjourned Council Meeting to be
held on March 23, 1953.

The Mayor read a letter from Joe Willis, Pub-
lisher stating that the newspaper, the Canyon
City News had been granted a Decree of Adjudi-
cation and is now eligible to publish legal
documents. The Mayor wished Mr. Willis, who
appeared at the meeting, success.

The Mayor read a letter from Evelyne Lake,
Personnel Clerk requesting that a Court Reporter
be employed to record the testimony offered at

charges preferred against Luther Zink, on March
17th, 1953 and the charges preferred against
Police Chief Kendrick on the 24th of March, 1953

Mayor Jones reported on the result of the
Meeting held in Sacramento relative to the
' State Wide Sales Tax. It was agreed that Ithe
City Attorney write Senator Jack Tenney,
Representative Ernest R. Geddes and the League
of California Cities advising them that Council
is in favor of a unified sales tax collected
by the State Board of Equali ation. They are
opposed to an increase in City sales tax
collected by the State Board of Equalization
They are opposed to an allocation to the County
of tax money collected within the city.

Action taken by the County Board of Super-
`' visors to transfer the City of Azusa from the
Santa Anita Municipal Court to the Ramona
Municipal Court, was discussed.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried the
City Attorney be instructed to prepare a
resolution advising the Board of Supervisors
that Council is opposed to the Municipal Court
Bill outlined by Mayor Jones.

The matter of city -owned vehicles being
garaged overnight by city employees, was brought
up for discussion.
Moved by Councilman Seltzer, seconded by
Councilman Hernandez the Superintendents and
Foremen of the Light and Water Departments
and Street Department be authorized to garage
over night city -owned vehicles to be used in
case of an emergency with the understanding
that theynot be used for personal service,
also that•,'William Zerell be authorized to
garage and use a city -owned truck when check-
ing the city reservoirs during the night:
All other„city-owned vehicles be garaged at
City Garage. Carried by the following vote

Mayor Jones reported on proposed bill re-
lating •th^•,the Public Utilities Franchise.
It was agreed the City Attorney check this
matter and report back.
Mr. Fitzgerald offered to deed 2001 of his
land, located on Paramount Avenue to the City
of Azusa•if the City would agree to move his
house back even with his garage. This matter
was referred to Engineer Brooks for report
' back to Council.

be instructed to employ the firm of O'Melveny
& Myers to draw a petition for the improvement

City Engineer Brooks submitted a list of
proposed projects for the Departments of
Light and Water, Public Works, Police, Fire,
Park and Recreation Commission. The Engineer
was instructed to check the projects and sub-
mit to Council a list in order of their
priority together with the esVimated costs
of completion.
Council instructed Superintendents Smith and
Wolfe to make the necessary repairs to the
reservoir roof.
Councilman Memmesheimer offered an ordinance
entitled:

NO. 410 entitled:
"AN ORDINANCE PROVIDING LOCAL REGULATIONS
FOR THE SUBDIVISION AND MAPPING OF LAND

CHAPTER 21 PART 2 OF DIVISION 4 of THE
BUSINESS AND PROFESSIONS CODE", BY
INSERTING A NEW SECTION NO. 19-A ENTITLED
PARK AND RECREATION AREA.
To be placed upon it's first reading. This
ordinance was then read for the first time.
An application for transfer of liquor
license to Mary W. Henderson, 138 E. Foothill
Blvd. was offered with no action taken.
An application to hold a Dog Show on August
9, 1953 was submitted.
Movedby Councilman Memmesheimer, seconded
by Councilman Seltzer a permit be granted to
the San Gabriel Valley Kennel Club to hold
a Dog Show on the same basis as last year.

The Pomona Police Department advised Council
of a change in rates for care of city prisoners,
effective as of March 1, 1953• Moved and
carried this communication be placed on file.

Attorney be instructed to report concerning
the action by the cities of Annaheim, Azusa,

Hearing before the Publico Utilities Com-
mission of the State of California relative
to the raise in rates requested by the Cali-
fornia Edison Company.
' Fred E. Wilkins requested that the Pomona
Police Radio Service Department be per-
mitted to add to the city's bill the monthly
base service charge of $3.00 per month for
ambulance #890 with the suggestion that Mr.
Wilkins pay the city in advance for this
courtesy. A check for $9.00 for the months
Aril, May and June was enclosed, with the
promise to pay on or about July 1, 1953 an
additional sum of $36.00 to cover the fiscal
year 1953-54•

be executed pursuant to authority contained
