The city Council of the City of Azusa
met in regular adjourned session at the above
time and place.
Present at roll call: Councilmen: Jackson,
Hernandez, Seltzer, Memmesheimer, Jones,
City Engineer Brooks, City Attorney Snidow
and City Clerk Mae Hynes. Absent: None ROLL CALL
City Attorney Snidow reported on a meeting
held in the City of Anaheim with representa-
tives present from the Cities of Riverside,
Colton, Anaheim and Azusa, relative to the
Southern California Edison's request for a
raise in energy rates scheduled for Hearing
before the Public Utilities Commission on
June 10, 1953.
Moved by Councilman Jackson, seconded by
Councilman Seltzer the City of Azusa to pay
one-fourth of the expense in connection with
employing Mr. C, A. Winder, rate expert, to
appear at a meeting on April 3, 1953 concern-
ing the Edison Companyls request for a raise
in rates; the City Attorney be authorized
to appear at this meeting on behalf of the
City of Azusa. Carried by the following
vote of the Council:
Ayes: Jackson, Hernandez, Seltzer,
Memmesheimer, Jones
Noes: None Absent: None
Light Superintendent Virgil Smith reported
that a subscription to the Public Utilities
Association of California would be beneficial.
' Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer the Light and Water
Departments be authorized to take out mem-
bership in the Public Utilities Association
of California. Carried by the following
vote of the Council:
Ayes: Jackson, Hernandez, Seltzer,
Memmesheimer, Jones
Noes: None Absent: None
The Personnel Board recommended that Luther
Zink be reinstated to the position from which
he was suspended and that he is entitled
to be paid the salary to which he would have
been entitled had he not been suspended.
Moved by Councilman Seltzer, seconded by
Councilman Jackson: Luther Zink be rein-
stated immediately and his salary be paid
retroactive to the effective date of his
suspension; the findings of the Personnel
Board be referred to the City Attorney to-
gether with a transcript of the Hearing for
a full report. Carried by the following
vote of the Council:
Ayes: Jackson, Seltzer, Memmesheimer, Jones
Noes: None Absent: None
Councilman Hernandez refrained from voting
and stated his reason as follows; "There
being no doubt in my mind that I saw Mr.
Zink not go back to work on time."

Mayor Jones read the resignation of Ann
Lacher, Stenographer -Clerk in the City
Clerk's office.
Moved -by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried that
this resignation be accepted.
Mayor Jones read the resignation of Elsie
Foskett, Account Clerk in the City Clerk's
office. Moved by Councilman Memmesheimer,
seconded by Councilman Seltzer and duly
carried that this resignation be accepted.
Mayor Jones read three applications for the
position of City Clerk from the following
persons;
James Miller
Virginia Goodale
Lee Becker
It was agreed that the above mentioned ap-
plications be placed on the Agenda for the
next regular meeting for consideration.
Mayor Jones read a letter from the Lions
Club withdrawing their request for per-
mission to conduct a Fair in the City of
Azusa.
Mr. Cook, representing the American Legion
requested permission to hold a Carnival in
the City of Azusa from April 6th through
April 11th.
Moved by Councilman Memmesheimer, seconded
by Councilman Jackson permission be granted
for this year subject to approval of the lo-
cation by the Police and Fire Departments;

police protection to be supplied by the
American Legion or the Carnival Company,
subject to the instructions of the Azusa
Chief of Police; firemen supplied by the
American Legion to be subject to the in-
structions of the Azusa Fire Chief; Public
Liability Insurance in the amounts of one
and three hundred thousand dollars to ge
turned over to the City Attorney for his
inspection and approval; Councilman
Memmesheimer going on record as advising
the American Legion that they should find
some other source of revenue to supply their
treasury in the future. Carried by the
following vote of the Council:

Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried the
City Clerk be authorized to sign agreement
on behalf of the City authorizing United
Bench Company to place two benches on the UNITED BENCH COI.iPANY
northeast corner of Alameda Ave, and AGREZMENT
Foothill Boulevard.
Mr. Japson addressed Council on the advisa-
bility of having organizations submit re-
quests to conduct money raising projects
six months in advance.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer; any organization de-
siring to sponsor a money making project
shall submit plans and request to hold same ORGANIZATIONS REQUEST

months prior to the date they have decided
upon; the only exception to this rule being
the Azusa Golden Days. Carried by the fol-
lowing vote of the Council:

Utilities Commissioner Jackson r ecommended
that the bid of the WINWARD Company on an
aerial ladder be accepted.
AERIAL LADDER
Moved by Councilman Seltzer, seconded by
Councilman Hernandez that this recommenda-
tion be approved and the bid be awarded to
the WINWARD Company, the check or bond be
returned tot he unsuccessful bidder. Carried
by the following vote of the Council:

Councilman Jackson reported on purchase of
radios from the Motorola Company. Council
' agreed to hold this matter over until a PURCHASE OF RADIOS
later date.
Fire Chief Madison reported that upon in-
vestigation he learned that the recently pur-
chased fire engine was delivered to the Fire
Department with a 300 gallon water tank in- SEAGRAVE FIRE ENGINE
stalled and the agreement with the Seagrave
Company calls for a four hundred gallon tank.

Moved by (Councilman Memmesheimer, seconded
by Councilman Seltzer the City Attorney
be instructed to write The Seagrave Corpora-
tion advising them that it is the understand-
ing of the City Council that one Seagrave
750 gallon triple -combination pumping engine,
hose car, and 400 gallon Water Tank pur-
chased by the city of Azusa on October 5, 1949
has a 300 gallon tank installed rather than
the 400 gallon tank called for in the agree-
ment, Carried by the following vote of the
Council:

Councilman Seltzer that the following bills
be approved and warrants ordered drawn on
