The City Council of the City of Azusa met in regular session
at the above time and place.
Present at Roll Call:
Councilmen: Jackson,
..'ernandez, 1'Iemnesheimer,
Jones.
City Attorney Snidow,
City Engineer Brooks
and City Clerk Mae Hynes
Each member present acknowledged receipt
of a written copy of the minutes of the
regular meeting of April K, 1953. The
Mayor asked if there were any objections
or corrections to same. There being none,
the minutes were approved as written.
Mrs. Isabel 'Play appeared before Council
and read an open letter addressed to
Council, signed by Mlrs. Winifred Allen
requesting that Mayor Karl Jones and
Councilman Seltzer resi-n from the City
Council of Azusa.
The City Clerk announced that four bids
had been received in answer to Notice In-
viting Bids for three half -ton pickup trucks.
Moved by Councilman Islemmesheimer, seconded
by Councilman Jackson, and duly carried, the
bids be now opened, exemined and publicly
declared.

Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried that
bids be referred to a committee of three
consisting of the Chaltman of Finance, the
Chairman of Public Utilities and the Sup-
erintendent of Public Utilities, for check-
ing and report back at the next regular
meeting of Council.

Councilman Seltzer entered the meeting and
took a seat at Council table City Engineer
Brooks entered the meeting.
The City Clerk announced that three bids
had been received in answer to Notice In-
viting Bids for valves, also a letter from
Valley Cities Supply Company explaining
their reason for not including a bid.

The City Clerk announced that two bids had
been received in answer to Notice Inviting
Bids for fire hydrants.

Moved by Councilman Idemmesheirder, seconded
by Councilman Seltzer, and duly carried, the
bids be referred to a committee of three,
consisting of the Chairman of Finance, the
Chairman of Public Utilities, and the
Superintendent of Public Utilities to check
and report back at the next regular meeting -
of Council.
The request of Mr. Krems to operate KIDDYTOWN,
in the Market Basket Shopping Center with
Councilman Memmesheimer reporting on the pro-
posed location and on the operators, whom he
stated, were doing a fine job. Discussion
followed regarding the noise and proximity
to the highway which may render location un-
favorable. Councilman Hernandez introduced
the matter of a contribution, from this pro-
ject, to the City Park and Recreation Fund.
Mr. Krems asked that, if possible, action be
taken without delay and stated he felt that
a satisfactory program could be worked out
relative to a contribution.
Moved by Councilman Memmesheimer that matter
be referred to the Park and Recreation Commis-

sion.
Motion failed for lack of a second.
Moved by Councilman Seltzer, seconded by Coun-
cilman Hernandez, that permit to operate
KIDDYTOWN be granted and location be established
north of the southerly building line of the
market and be it further understood that, by
the first of the year the location be changed
to the northeast corner of the lot.

City Attorney Snidow reported on the request
of Mr. Rodriquez for a variance on the pro-
perty located at 218 North Pasadena. It was
agreed to hold this over until the next reg-
ular meeting.
Mr. Cairns representing the Pasadena Avenue
Improvement Association relative to proposed
tract No. 15395 addressed Councilinquiring
' concerning a six foot easement along the
boundary line of the proposed tract.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer, and duly carried
that matter be tabled until the next regular
meeting.
Mr. Craig of the Civil Air Patrol requested
information regarding the decision of the
Park and Recreation Commission as to the use
of the Lee School Building, for civic activi-
ties. Councilman Seltzer and Councilman
Memmesheimer were instructed to report at
the next meeting, after discussing the matter
with the School Board.
Mr. Craig asked regarding the proposed annex-
ation of Federal dam as a proposed airport site
for the City of Azusa. 'Ie recommended this
annexation feeling it would be a good business
incentive for the city.
Mayor Jones read the recommendations submitted
and signed by the members of the Personnel
Board, also a letter relative to the recom-
mendations signed by Mr. C. Garnett, President
of the Azusa City Employees Association.
Moved by Councilman Seltzer, seconded by Coun-
cilman Jones, and duly carried, that Council
meet in open meeting with the Personnel Board
and the City �nployees Association to discuss
problems with a view to settling same, and a
tentative date set for May 13th,
Councilman Jackson stated that he voted with
the understanding that the proposed meeting
be one that the members would attend with an
open mind.
Mr. Snidow reported that the findings of the
Personnel Board, with regard to the Kendrick
Hearings, were substantiated by the evidence.
Moved by Councilman Seltzer, seconded by Coun-
cilman Hernandez that City Attorney's report
be noted for record.

Nobs: Councilmen: Jackson, Memmesheimer
Mrs. Tscharner addressed Council asking for
a definite statement as to whether Chief Ken-
drick was to remain Chief of Police or not.
Councilman Seltzer replied that the findings
were accepted and made a matter of record, and
that, although he did not agree with the find-
ings, he had accepted them. Mayor Jones felt
a definite explanation should be given the
public and that Chief Kendrick is retained as
Chief of Police.
The Personnel Board submitted a letter recom-
mending Barbara Johnson and Muriel Harkee be
raised to third step in salary range effective
May 1, 1953.

City Clerk and Superintendent of Public Utilities
requested an examination for Accounts Clerks.
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer, and duly carried, that
Personnel Board advertise for two account
clerks, one for the Light and ,Vater Department
and one for the City Clerk's office.
The Personnel Board submitted the list of
' eligible applicants for Utility Journeyman
Lineman to begin at third step in salary
range. Mr. Smith, Superintendent of Light and
'Nater Department recommended Mr. R. D. Brown
as the applicant placin? first on the list.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer that City Attorney be
directed to draw resolution hirin_P Ivir. Brown
at third step of salary range plan effective
May 11th, 1953.

The Personnei 'oard submitted the following
names as eligible applicants for placement
as Groundsman and Gardener with the Street
Department.

Councilman Seltzer and duly carried, that
list be returned to the Personnel Board for
additional certified names.
Moved by Councilman Pdemmesheimer, seconded by
Councilman Seltzer, and duly carried, that a
temporary groundsmen be hired until further
examinations be given.
The Personnel Board submitted letter to the
Council stating that the term of Raymond
Petracek, member of the Board, will expire on
June 5, 1953. This natter was placed on the
agenda for the next regular meetin7.
Mr. V. D. Smitl: stated to the council the
necessity for extra help in the immediate
future in the way of lineman helper.
Mcved by Councilman Seltzer, seconded by
Councilman Memmesheimer, and duly carried
Personnel Board be instructed to establish
a list of eliZible applicants for Lineman
Helper.
Mayor Jones read a letter of resignation
from Willard Larsen, employee of the 4°later
Department, to the effective "ilay 9, 1053.
Moved by Councilman Seltzer, seconded by
' Councilman Memmesheimer, and duly carried,
that resignation be accepted and City At-
torney be instructed to draw resolution.
The Park and Recreation Commission recomm-
ended to the Council approval of request
to construct a wall on the boundary line
of the Girl Scout Hall lease in Memorial
Park.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer and d my carried,
that recommendation be accepted.

Mr. Rude Smith requested permission to cons-
truct a building on the grounds of I:lemorial
Park for use by the Air Watch organization.
The Park and Recreation Commission recommended
permission be granted sabject to approval of
plans, and location by Pair. Snyder.
The In -And -Out hamburger stand on West Foothill
Blvd. requested two palm trees removed from in
' front of their property. The Park and Recreation
Commission recommended the removal of the trees.
Moved by Councilman Seltzer, seconded by Council-
man Jones, and duly carried that recommendation
be accepted.
City Engineer Brooks reported to Council re-
garding the request for trees to be planted in
the parkway on South Enid Avenue stating that
more information s'zould be obtained concerning
the kind of trees, spacing, etc. P,Iatter tabled
until next regular meeting.
Councilman Seltzer was instructed to submit,
at the earliest possible date, proposed amend-
ments to the Park and Recreation Commission
Ordinance clarifying certain matters pertaining
to the Recreation Director.
The tentative date of May 25th for opening the
swimming pool at Slauson Memorial Park was dis-
cussed with the Council favoring the early open-
ing date. Councils approval of this plan was
requested by the Park and Recreation Commission.
Moved by Councilman Islemmesheimer, seconded by
Councilman Seltzer and duly carried that En early
opening date is favored by Council.

It was moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried, that
swimming pool be inspected to determine the nec-

Councilman Hernaidez asked to be excused.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer Council accept the budget of
$670.86 for the Azusa Soft Ball League as sub-
mitted by Azusa Baseball Commission. All demands
against this fund to be approved by Mir. Huffstutter,
Director of Recreation; and the City Clerk be in- BAST
strutted to pay all demands for Softball Commis- SIOIi
sion authorized by Mr. Huffstutter and to advance
the sum of ,200.00 to be used in payment of umpires.

duly carried.

Foothill Boulevard, requested approval of busi-
ness license.

City Enni-neer Brooks reported to Council regardin^
the proposed purchase of a portion of the Fitz-
gerald property on Psramount Avenue. Owner has
agreed to sell n portion of property provided City
will pay cost of moving the house thereon, laying
foundation, etc. Alas the purchase price of "`1000
(One Thousand Dollars) for the land in question.

The request of l:.r. Cruz for the pavi-,m of half of
Grandview Drive was discussed. City Engineer Brooks
was instructed to notify :1r. Cruz that the street
will be paved ,f he pay cost of curbs and gutters.
Letter from Water Pollution Control Board was
ordered filed with no action taken.

".r. Brooks, City Engineer, reported that five
palms and two oak trees on Pasadena Avenue
must be removed; also two and po-sibly three
of the larger halms, and all of the smaller
palms, on Azusa ?venue in order to widen and
open streets and construct driveways for Tract
No. 18090.
Mayor Jones read letter from :'dr. Rossi- regarding
the piping of water to his property in which he
states he has obtained easement enabling him to
run water line, No action taken.

Councilman Jackson 'hat Clerk be authorized to
advertise for bids on three regulators for the
Light Department. The bids to be opened I,Iay
18th, 1953.

Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer, that each Councilman ap-
point two persons, not connected with City
Government to form a Committee of Ten and this
Committee be autrorized to secure whatever
specialized services may be necessary to make
a thorough study of a Charter form of city
government with a view to placing a proposal
on the ballot for the acceptance or rejection
by the people of the City of Azusa: included
in the duties of the Committee shall be a de-
finition of the duties of City Manager and the
drafting of a revised Civil Service Ordinance.

The matter of finishing the painting* in City Hall
building was discussed with no action taken.
Mr. Arthur Wolfe requested permission to employ
a temporary truck driver for the street depart-
ment.
Moved by Councilman Jackson, seconded by Coun-
cilman Memmesheimer and duly carried, that Mr.
Wolfe be authorized to hire a truck driver
for a period not to exceed 90 days.

Mr. Wolfe stated the need for a Premix for the
street department.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer that Mr. Wolfe be author-
ized to purchase Premix for street paving.

The matter of purchasing two dump trucks was
discussed.

City Clerk advertise for bids on two dump trucks,
to be opened on May 18th, specifications to be
supplied by the Supertntendent of Street Dept.

Letter read from the Division of highways addressed
to City Engineer Brooks granting permission to
establish crosswalks on Azusa Avenue north and
' south of Foothill Blvd.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer and duly carried to refer the
matter to the Police Department.

Mayor Jones read letter from Mrs. F.W. Walsh
regardin7 the improvement of certain streets.
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer, and duly carried, that
City Engineer notify Mrs. Walsh that streets
in question have been approved by the State
and will be improved with gasoline tax funds
when available.
Mayor Jones read letter from Chief Kendrick to
the Co,incil reeluesting permission to have Officer
J.W.Warren attend the Conference of the Inter-
national Association for Identification at San
Diego Tviay 27th throu.h 30th, 1953, also re-
questing an advance in the amount of 1'100.00.
