CITY HALL AZUSA CALIFORNIA MONDAY MAY 18,1953 7:30 P.M.
The City Council of the City of Azusa met in regular session
at the above time and place.
Present at Roll Call:
Councilmen: Jackson,
Hernandez, Seltzer,
Memmesheimer, Jones,
City Attorney and
City Clerk.
' Each member acknowledged receipt of a written copy
of the minutes of the meeting of May 4,1953. The
Mayor asked if there were any objections or cor- MINUTES APPROVED
rections. There being none, the minutes of May
4th were approved as written.
Superintendent Smith reported on the bids submit-
ted in answer to Notice Inviting Bids on trucks, REPORT ON BIDS
transformers, meters, poles, lamps, water meters,
fire hydrants and gate valves.
City Engineer Brooks entered the meeting and was
seated.
Moved by Councilman Jackson, seconded by Coun-

be accepted as the price quoted is less than

of Planning Commission be accepted.

Councilman Hernandez asked to be excused and re-
quested that any business pertaining to his de-
partment appearing on the agenda be tabled until
next regular meeting. He advised he would report RUBBISH COLLECTIoli
on rubbish collection at next meeting.
In the matter of rubbish collection together with
Clean -Up Week itaas suggested by Councilman Mem-
mesheimer that extra trucks be put on during
week -ends to pick up all rubbish. The problem of
segregating rubbish in order to benefit the scout
groups by sale of salvage was discussed.
Moved by Councilman Seltzer, seconded by Council-
man Memmesheimer that Commissioner of Public
Works contact Mr. Avedesian, who holds present
collection contract, and determine if arrange-
ments can be made to have all rubbish picked up
on the week -ends of May 23rd and 30th, 1953 with
expense, if possible, not to exceed one half of
one month's pay.

Lorta be granted permission to relocate house

provided all setbacks and building regulations be
complied with.

The Planning Commission recommended Mr. and Mrs.
Ruelas, Jr. be granted permission to relocate
house to property located at 726 Dalton Avenue.

cilman Memmesheimer, and duly carried, recom-
mendation by Planning Commission be accepted,

The Planning Commission advised the Council that
the used furniture business located at 316 North
' Azusa Avenue is operating in violation of the C-1
Zone and requested Council take such action as
deemed advisable.
Moved by Councilman Jackson, seconded by Council-
man Seltzer, and duly carried, that matter be re-
ferred to Police Department for necessary action.
Absent: Councilman Hernandez.
The Planning Commission recommended the denial of
application of Mr. Chaidez to operate a billiard
parlor at 143 North Azusa Avenue.
Attorney Stearns, representing Mr. Chaidez, per-
sonally requested postponement of matter by Coun-
cil until next regular meeting.
Moved by Councilman Memmesheimer, seconded by
Countilman Seltzer, and duly carried, that appli-
cation of Mr. Chaidez be placed on agenda of next
regular meeting.

The proposed ordinance amending Ordinance No. 416
establishing and creating a Park and Recreation
Commission was submitted by City Attorney Snidow
and ordered placed on agenda of the next regular
meeting.
The recommendations submitted by the Personnel
Board were read as follows: 1. That the Personnel
Board be requested in writing by the City Council
to assume their administrative duties in aiding
department heads in their organizational problems.
2. That the Rules and Regulations be adopted by
the Council. 3. That the City Council incorporate
the cost of living raises in all steps of the
salary range. 4. That all department heads reside
in the City of Azusa six months after fully serving
their probationary periods or six months after
.w,,adoption of this recommendation.
Moved by Councilman Seltzer, seconded by Council-
man Memmesheimer, and duly carried, that City At-
torney be instructed to draw resolution Incorpor-
ating the cost of living raises in all steps of
the salary range effective June 1, 1953;
Absent: Councilman Herneadez.

16 shares of water stock, cash bond to cover
engineering and inspection costs, payment of

The Park and Recreation Commission submitted a
budget prepared by Recreational Director Huff.

' The Park and Recreation Commission recommended
the City increase the height of the backstop and
repair the horseshoe courts.

ation of Park and Recreation Commission be accep-
ted and Department of Public Works be authorized
to increase height of backstop and repair hoass-
shoe courts.

Mayor Jones reported on Sales and Use Tax as
covered by proposed legislation A. B. 817,
and the League of California Cities requested
the cities to oppose this legislation.
Moved by Councilman Seltzer, seconded by

Councilman Memmeaheimer, and duly carried,
City Attorney be instructed to send a wire of
protest in behalf of City to the Assembly
Committee on Revenue and Taxation as recom-
mended by League Council.
Absent: Councilman Hernandez.
Mayor Jones reported on the meeting of City
Mayors in Arcadia regarding Freeway Area pro-
position. A temporary president was elected
and Foothill Area Freeway Committee appointed.
Cities included in this area will be notified
as progress is made in order that they may
approve or reject proposition.

department heads and Commissions meet with the
City Engineer to work out a program and report
on the following:
1. Reservoir and Well
2. Park Improvements -finish Slauson & Memorial
parks.

(b) Substation locations
(c) Street signs

Mayor Jones reported that the Chamber of Com-
merce wished to extend the employment of Jane
Paul, as Assistant Secretary for a period of
six months beginning July 10 1953.
Moved by Councilman Jones, seconded by Coun-
cilman Seltzer the City Attorney be instructed

to draw a resolution authorizing an appropri-
ation of $900.00 made to the Chamber of Com-
merce covering a period of six months begin-
ning July 1st, 1953.

City Engineer Brooks read letter from Los Angeles County
Flood Control District regarding Little Dalton LITTLE DALTON
Wash bridge construction. City to proceed with ',BASH
widening Pasadena Avenue at First Street.
Mr. Brooks gave a progress report on sewage pro-
blem. Estimate was given on cost of Oroject and
amount of city's payments in ratio to city's
assessed value. The question arose of incorpor- PROGRESS REPORT

are in need of burning. Councilman Memmesheimer
stated the immediate need for information con-

represent the city in the above mentioned action.
