The City Council of the City of ezusa met to hear
protests in the matter of recommending changes in
Ordinance No- 409 (Zoning Ordinance).

Mayor Jones asked the Acting City Clerk if there
were any written protests filed on the matter.
There being none, the Mayor then asked if there

were any oral protests. There being none, the
meeting was declared closed at 7:25 P.M. and the
Council recessed until 7:30 P.M.

The City Council of the City of Azusa met in regular
meeting at the above time and place.
Present at Roll Call: Councilmen: Jackson, Hernandez,

Each member present acknowledged resipt of a written
copy of the minutes of the meeting of May 18th, 1953 -
The Mayor then asked if there were any objections or s of
corrections. There being none, the minutes of the Minutes
regular meeting of May 18th, 1953 were approved ' approved as written.
Councilman Seltzer offered a resolution entitled:

James Miller was sworn in as City Clerk of the James Miller
City of Azusa by Judge Sturgeon of Santa Anita

Bond having been filed, James Miller assumed his
o duties as City Clerk.
The Clerk announced that five bids had been received
' in answer to Notice Inviting Bids for the purchase
of two dump trucks for the Street Department.
Moved by Councilman Seltzer, seconded by Councilman Bids on dump
Memmesheimer, and duly carried, the bids be now trucks opened
opened, examined and publicly declared.

Attorney Miller addressed Council regarding the
meeting held by the Citizens Committee of Ten
members investigating the Charter form of govern-
ment. He stated arrangements were made to have
Judge Louis H. Burke appear June 16th to address
an open meeting. Members of the Council were
invited to attend.
Mr. F. Hayden addressed the Council requesting
permission to study the possibilities of using
the Lee school building for public service groups.
Mayor Jones informed Mr. Hayden that Council had
appointed two council members and the City Engineer
to study the condition of this building and to
report their findings.

Mr. Henry Adams requested portion of Memorial Park Little Baseball
be set aside for use as a baseball diamond for the League request

The purchase of a vacuum cleaner for the swimming
pool was recommended by the Park and Recreation
Commission.
The Park and Recreation Commission recommended the
following items, reported by Recreation Direetor
Huffstutter, receive favorable consideration by
' Council:
1. That °No Bicycle Riding" signs be posted at
the Ball Park and that Bicycle racks be placed
at the North side and West side of ball park
area.
2 That two new nets be purchased for the tennis
courts.
3. That a Public Address System with microphones
and horns be purchased and turn table for
playing records.
4. That four equipment boxes be made, general
specifications for boxes would be provided and

be determined by the Director of Recreation:

cilman Seltzer the City Clerk be instructed to draw

' Petition submitted with 25 signatures requesting
boulevard stops on North and South sides of Sixth
Street on Angeleno Avenue.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer and duly carried petition be
referred to Chief of Police for study and report.
The duties of the Park and Recreation Commission
were discussed with regard to the fund established
for the recreation program.
Moved by Councilman Seltzer, seconded by Councilman
Memmesheimer the Park and Recreation Commission
shall supervise the recreation program as set up by
the recreation Director, with funds allocated for
the fiscal year.

Councilman Seltzer offered an ordinance entitled:

AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
AMENDING ORDINANCE NO .416 ENTITLED "AN ORDINANCE
OF THE CITYCOUNCILOF THE CITY OF AZUSA, COUNTY
OF LOS ANGELES, STATE OF CALIFORNIA ESTABLISHING
AND CREATING A PARK AND RECREATION COMMISSION."
To be placed on its first reading.
This ordinance was then read in full.
Letter of resignation by R. F. Patracek, Chairman
of Personnel Board read by Mayor Jones.
Moved by Councilman Seltzer, seconded by Council-
man Memmesheimer the appointment of a chairman of
the personnel board be tabled until the next reg-
ular meeting.

"It is the opinion of the Personnel Board that to
make proper provision for the public safety and welfare
by the most efficient operation of the Azusa Police
Department it is i*perative that four sergeants be
added to the department in order that a sergeant can
be assigned to the desk during all three shifts with
one sergeant to be used for relief purposes, and such
a recommendation is hereby made to the City Council."

in charge of the desk at all times.
2. That a traffic department be established and Recommendatior

copy of such presented to each employee of
the department.
4o That general orders and policies be posted
on the bulletin board and attention directed
' toward them frequently.
Discussion followed regarding the duties of a
desk sergeant, such were definitely established
as the duties of those men assigned to that
classification.

man Memmesheimer the Council adopt recommendations
numbered 2, 3, and 4 and Civil Service Board pre-
pare a desk sergeant classification.

The following excerpt from the minutes of the
Personnel Board meeting held May 26, 1953 was
submitted and read by Mayor Jones:
"The Clerk was instructed by Chairman Petracek to
inform Council that Mr. Willard Decker and Mr. B.
Jay Benson would serve as representatives of the
Personnel Board on the committee to study the
revision of Azusa's Civil Service Ordinance, Mr.
Saul Winokur will serve as alternate."

The representatives of the City Employeets Asso-
ciation were named as follows:
Primus Kunou and Hugh Gerharz.
Mayor Jones and Councilman Jackson will serve
as representatives of the Council. It was
suggested that the report of the committee be
given directly to the Citizens Commi6tee.
The following list, in consecutive order, of
eligible applicants for Sewage Treatment Plant
Operator submitted by Personnel Board was read
by Mayor Jones:
Thomas Lopez, Emmet Butts, Sr., Robert Strath-
koetter and Thomas Webster.
A letter recommending Mr. Strathkoetter was
submitted by Councilman Hernandez, and also
letter of recommendation from Mr. Art Wolfe
recommending Mr. Lopez were read by Mayor Jones,
Councilman Hernandez stated the qualifications
of Mr. Strathkoetter for this position, recom-
mending he be placed.
Moved by Councilman Hernandez, seconded by Coun-
cilman Seltzer, Robert Strathkoetter be hired as
Sewage Plant Operator starting at first step
($2 !}.00) plus $40.00 cost of living grant.
Before taking vote Councilman Jackson stated he
wished to accept Mr. Wolfets recommendation.

Engineer Brooks reported on public works program. A study
to be made of the possibility of using the library
for fire house or administration offices. Recrea- Engineer's
tion building and reservoir sites to be reviewed for report
report. The sewerage problem was discussed with a
meeting to be held with district engineers to com-
pare costs of a new plant in eomparision to join-
ing sanitation district. Report on State Gas Tax
given regarding amount alloted city, which is to
be allotted for approved street improvements.
Councilman Hernandez submitted tentative sketch Tentative
for improved council seating arrangement. Discus- sketch for impro-
sion followed on the possibilities of making bene- ved council seats
ficial changes in the seating arrangement of Council
members during meetings. Further report to be given.
Minutes of the Board of Trustees of the Azusa Public Library Board
Library held on Thursday May 7, 1953 were submitted and Minutes
ordered placed on file.
Mr. Cruz requested the extension of water main to ser-
vice property on Grandview Avenue.
Moved by Councilman Memmesheimer, seconded by Council-
man Seltzer, and duly carried, the matter be referred
to Councilman Jackson and Superintendent Smith of Pub-
lic Utilities for further study and report.
The budget of Azusa Civil Defense for the fiscal
year 1953 and 1954 submitted containing request for
funds to cover material for gro=d observer post in
the amount of Five Hundred Dollars (500.00).
Moved by Councilman Memmesheimer, seconded by Coun-
cilman Hernandez amount be granted, not to exceed
$500.00, for necessary building expense on approved
demand.

Petition submitted by Joseph Murawski regarding the
violation of Ordinances of the City of Azusa num-

Memmesheimer, and duly carried, the Building Inspector
require evidence of city license by contractor and
list of sub -contractors on building inspection forms,
to be shown.
Discussion followed pertaining to the possible change
in present building inspection setup with a view to
increasing office help in order to offer full time
building inspection.

The Council agreed there were no objections
by City of Azusa to the Pacific Electric P.E.Ry. crossing at
Railway permitting crossing at railway and 1st and Irwindale
First Street.
Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer and duly carried,
City Clerk and Mayor Jones be authorized to
sign application for crossing at First Street
near Irwindale Avenue.

June 9, 1953 at 10:00 A. M. in the City Hall,

Mr. Antonio Romo requested permission to
collect salvage in Azusa.

Mayor Jones reported on the meeting of the Foothill Cities Jones
Freeway Coordinating Committee. Council agreed
to continue having Mayor Jones represent Azusa. council re-
presentativ
The request of Mr. Becket to use a pipe finder for
the Girl Scouts was presented.
Moved by Councilman Seltzer, seconded by Coun-
cilman Hernandez request be granted.
Motion carried unanimously.
Letter granting permission to Southern Calif-
ornia Edison Company to serve electrical energy
to Foothill Foundry was presented.
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer Mayor be authorized to
sign letter.
Motion carried unanimously.
Councilman Hernandez requested the hiring of help
on hourly basis to paint the City Hall offices.
Council agreed bids should be submitted.
Moved by Councilman Hernandez, seconded by Coun-
cilman Seltzer City Clerk advertise for bids on
painting the exterior and some interiors of the
Civic Auditorium, specifications to be furnished
by Superintendent of Public Works, bids to be
opened July 6th, 1953.

Removal of certain tree at 4th and Soldano Streets

Moved by Councilman Seltzer, seconded by Council-
man Hernandez, and duly carried, Superintendent of
Parks be given power to act.
Moved by Councilman Seltzer, seconded by Council-
man Memmesheimer and duly carried, City Clerk be
instructed to advertise for bids for legal ad-
vertising, bids to be opened June 15th, 1953.
Moved by Councilman Hernandez, seconded by Coun-
cilman Seltzer, and duly carried, Personnel Clerk
be instructed to establish eligible lists for
truck driver, equipment operator, gardener and
2 maintenance men.
Councilman Memmesheimer requested expenses be
paid for four firemen to attend Training Program
by the California State Department of Education.
Firemen to attend are Littlefield, Sitton,
Iverson and Torrance.
Moved by Councilman Seltzer, seconded by Council-
man Hernandez that expenses be paid at rate of
$5.00 per day for four firemen to attend the
training program.
