HomeMy WebLinkAboutMinutes - June 9, 1953 - CCCITY HALL AZUSA, CALIFORNIA TUESDAY The City Council of the City of Azusa met in adjourned session at the abovd time and place, for a hearing on an application of Placido Chaidez requesting a variance in zoning from Cl to C3 for the operation of a pool and billiard hall to be located at 145 North Azusa Avenue; and other city business. ' Present at Roll Call: Councilman: Jackson, Hernandez, Seltzer, Memmesheimer, Jones Acting City Atty.Goodhue, City Clerk. 273: JUNE 9,1953 7:30 P:M. Hearing for variance to C3 from Cl for pool and billiard hall Mayor Jones read the minutes of the Planing Commission meeting of April 15th, 1953, and the minutes of May 5th,1953 in which the recommendation of the Planning Commission that the zone variance from C1 to C3 for the operation of a pool and billiard hall be denied. Attorney Stearns appeared in behalf of Mr. Chaidez, the proposed owner and operator of said pool and billiard hall. Mr. Tito Villanueva, President of the "Deacons" an organization of approximately 39 members, stated that their members were in favor of the location of the proposed hall. ' A petition signed by 37 property holders in the vicinity of 300 feet of the location was Introduced favoring the granting of the variance. Mr. Stearns further stated his request that the Council definitely make a decision at this meeting. Also, in his opinion, he did not think the granting of the variance would, in any way, be a detriment to the neighborhood. Signatures of residents numbering approximately 313 names favoring the proposed zone change was submitted. Mr. Willard Decker appeared speaking in behalf of property owners who had signed the petitions not in favor of granting the proposed variance in zoning. A petition was submitted containing 48 signatures of property owners within the 300 ft. area surroudding the proposed location of the billiard hall, who were not in favor of the granting of this zoning variance. The following persons spoke in opposition to the granting of the variance: Mr. Fry, Mr. and Mrs. Warren Teasley, Leon Dominguez, Lily White, Mr. Fisher, Mr. and Mrs. Dedrick, Robert Gold, Harry Pope, residents of territory immediately surround- ing the property in question. Planning Comm. recommends denying variance Atty. Stearns represented prop- osed owner and operator. Councilman Memmesheimer stated there has been no actual police problem although there had been numerous protests. Moved by Councilman Memmesheimer, seconded by Motion to deny Councilman Jackson, that the request for variance variance be denied, also stating the need for such an es- tablishment in Azusa, but in a more suitable location for a pool hall. Councilman Jackson stated he was not opposed to the pool hall, only to the location, and felt that a more suitable location can be found. Councilman Seltzer and Councilman Hernandez commended the manner in which Mr. Chaidez has been operating the present pool hall. Mayor Jones also stated, in his opinion, the pool hall is now being operated in a satisfactory manner. Motion carried unanimously. Variance denied Mayor Jones read a letter from Police Department stating the need, as investigated, for stop signs to be erected north and south of Sixth Street on Stop signs to Angeleno Avenue and east and west of Sunset Avenue be erected on Sixth Street. Moved by Councilman Memmesheimer, seconded by Coun- cilman Jackson and duly carried, City Attorney draw resolution covering the changes as recommended by the Police Department. Mayor Jones read letter from Personnel Board listing the following applicants as eligible for placement on the Civil Service List No. 5 for Patrolmen in order of their rank: 1. Richard Rice 5. James Englehard 2. Charles Neer 6. Jack Peyton 3. Curtis Anderson 7. Raymond Davey 4. Norris Doughty 8. Edwin Jones Since the anl.icants have not been interviewdd no action was taken. Mayor Jones real letter from Personnel Board requesting the starting salary for applicants taking examinations for maintenance men. Eligible list for patrolmar Moved by Councilman Jackson, seconded by Coun- cilman Hernandez, Personnel Clerk be instructed Starting salaries to notify applicants taking examinations this to start at step 1 wekk that starting salary would begin at first step and include the $40.00 cost of living grant. Motion carried by the following vote of Council: Ayes: Councilmen: Jackson, Hernandez, Memmesheimer, Jones Noes: Councilman Seltzer Absent: None 277 CITY HALL AZUSA, CALIFORNIA TUESDAY JUNE 9, 1953 7:30 P:M. 3 Moved by Councilman Jackson, seconded by Council- man Hernandez, and duly carried, Personnel Board Personnel board to be instructed to advertise for truck driver, advertise for help equipment operator, and groundsman and gardener at beginning salary including $40.00 increase. Moved by Councilman Jackson, seconded by Bouncil- ' man Seltzer, City Attorney draw resolution hiring two temporary employees for the Light and Water Department John B. Padilla and William E. Kreitz, effective June 1, 1953 beginning with first step of salary range $246.00. Motion carried unanimously. Two temporary employees for L&W dept. Mayor Jones read letter from Mr. Everett Morgan, Mr. E. Morgan Chairman of the Planning Commission stating the request not to expiration date of his term of office and request- be considered ing Council not to consider -his reappointment. for reappointment A list of members, whose terms expire in June, 1953 of the Library Board, Park and Redreation Commission, Planning Commission and Personnel Board was submitted for consideration by Council members. Mayor Jones read letter from Motorola Company re- garding the possibility of a future change in fre- quency by the Federal Communications System. Moved by Councilman Jackson, seconded by Councilman Memmesheimer and duly carried, that Mr. Smith, Supt. of Public Utilities, be authorized to sign letter to the Federal Communications System in reply. Councilman Jackson reported on the property of Mr. Cruz, who had requested extension of water main to service his property, and recommended the request be granted. Moved by Councilman Hernandez, seconded by Council- man Memmesheimer that water service be extended to Mr. Cruz, in the 100 block of Grandview Avenue sub- ject to the dedication to the city of other half of that part of Grandview Street as formerly agreed. Carried by following vote of Council: Ayes: Councilmen: Jackson, Hernandez, Memmesheimer, Jones Noes: Councilman Seltzer In voting no, Councilman Seltzer questioned the legality of this action. Councilman Memmesheimer offered the following resolution entitled: ' RESOLUTION FOR EMPLOYMENT OF PERSONNEL AS RECOM- MENDED BY THE PARK AND RECREATION COMMISSION TO BE HIRED FOR THE CITY PLUNGE. This resolution was then read in full. Moved by Councilman Seltzer, seconded by Council- man Hernandez that resolution be -adopted as read and numbered Resolution No. 2792.
