The City Council of the City of Azusa met to hear
protests in the matter of the proposed annexation

Absent: Councilman Jackson
Mayor Jones asked tha City Clerk if there
were any written objections in the matter. The Clerk
responded there were none.-- The Mayor then
asked if there were any oral protests.- There
were no oral protests. The Hearing was

declared closed at 7:35 P.M. to reconvene for
a regular meeting.

Each member present abknowledged receipt of a
copy of the minutes of the regular meeting

being none, the minutes of the meeting of
June 1, 1953 were approved as written.
Mayor Jones read copy of -''Petition and
Waiver's presented by_City. Clerk to-
gether with Clerkts certificate showing
signature by owners of -more than 60% of
area of assessment district No 1953-6,
(Virginia Avenue) which had --been pre-
viously filed with City Clerk,
Councilman Memmesheimer offered the follow-
ing resolution entitled:
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, CALIFORNIA, DETERMINING THAT
NO FURTHER PROCEEDINGS BE TAKEN UNDER THE
SPECIAL ASSESSMENT INVESTIGATION; LIMITATION
AND MAJORITY PROTEST ACT OF 1931.
Resolution was then read in full.
Moved by Councilman Hernandez, seconded by
Councilman Seltzer, that resolution be

that bid be opened, examined and publicly
declared.
Councilman Seltzer moved'that-bid be held
until next meeting for further checking.

Councilman Memmechsimer offered the following

been submitted -in answer to Notice In-
viting Bids for legal advertising.
Moved -by Councilman Memmesheimer and
duly carried, that bids be opened, exa-
mined and publicly declared.

A report of the study of 5 bids opened June
1, 1953 for the purchase -of two dump -trucks
for the Street Department revealed that
only one bid conformed to specifications
as advertised.
Councilman Memmesheimer then offered a
resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE
OF CALIFORNIA REJECTING ALL BIDS ON DUMP
TRUCKS AND AUTHORIZING THE PURCHASE ON THE
OPEN MARKET.
Moved by Councilman Hernandez, seconded by
Councilman Seltzer, resolution be adopted
as read and numbered 2796 and City Clerk
instructed'to return all bid checks to
unsuccessful bidders.

Mr. Folp appeared personnaly to request City
to make some sort of improvement regarding
the dust situation on-10th"Street which
has become a health hazard
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer, City-Emgineer Brooks
be instructed to report on estimated costs
for practical improvements. City Attorney
to contact owners and report on the'extent
owners will share in total cost. Motion
duly carried.
Mr. Metcalf and Mr. Philip Greig submitted
a tentative map of Tract No. 17575. The
' Planning Commission recommended the map be
approved- subject to the changes as tenta-
tively marked by City Engineer Brooks.
Moved -by Councilman Memmesheimer, seconded
by Councilman Hernandez and duly carried,
matter be tabled until new map plan is
submitted with suggested changes made.

The request of Mr. Carl Hill for a zoning
variance on property located at 316, -North
Azusa -Avenue was submitted. The -Planning
Commission recommended approval provided
no merchandise would be displayed outside
of the building.
Moved by -Councilman Seltzer seconded by
Councilman Jones variance be granted with
the restriction that present users be
allowed to display not more --than 4 pieces
of merchandise, not more than 10 feet be-
yond present setback line and all pieces
so-displayed,be stored inside building at
close of day; period of variance limited
to one year.

Commission be accepted -and City Attorney be
instructed to draw resolution to -that effect
Motion carried unanimously.
The request of Mr. Joe Curiel to add an•extra
room to the existing dwelling -at 522 So. San
Gabriel Avenue was considered. The Planning
Commission recommended the -Council give Mr.
Curiel-a hearing in order to determine the
legality of his request:' -

Mayor-Jones-:be authorized to issue -pro-
clamation setting June 21st, 1953 as the
date of Cornelius Smith Day -honoring Mr.
Cornelius Smith of the Azusa Chamber of
Commerce.
' The appointments of Commission members
to replace those whose terms are expiring
or have resigned was considered.

all committee appointments be held over
until the next regular meeting.
Mayor Jones read the recommendation of
Police -Chief Kendrick of the following
four applicants on the certified list
submitted by the Personnel Board to
start July 1st at Step #1: - -
Curtis.Anderson, Norris -Doughty, James
Englehart and Jack Peyton.
Councilman Memmesheimer expressed his
approval of the recommendation. - -
Moved by Councilman Seltzer, seconded
by Councilman Jones that appointment of
patrolmen and Supt. of Public Works,
also Finance -Officer be tabled until
next -meeting. -

' City Attorney Snidow announced the meeting to be Atty Snidow and
held in -Anaheim on Wednesday, June 17th regarding V. Smith to att
the -division of expenses between Azusa, Colton, end meeting
Riverside and Anaheim on the hiring of Mr. Holmes
and Mr. Winder as special attorneys for the hear-
ing on rate increase application by Southern Cal-
ifornia Edison Company.
Moved -by Councilman Memmesheimer, seconded by

and Mr. Smith, Supt, of Light and -Water Department
attend meeting as representatives.
The matter of the proposed airport site as reported
by Attorney Snidow was discussed and the definite Airport site

City Engineer Brooks gave a Public Works Progress report
submitting samples of accoustical tile for partially
lining the auditorium to reduce reverberatign of sound Eng.
and improve the accoustics. report
Letter from Accoustics, Inc. giving estimate of
necessary cost of installation was read by Mayor Jones.
Mr. Brooks submitted tentative plans and designs for
proposed community recreation center. Also submitted
was a tentative plan for an improved seating arrange-
ment for council chamber and approximate cost tables
of
and chairs given. Further consideration to be given
the matter before action is taken.
Mr. Brooks further reported, by letter, on the cost of
establishing a full time building inspector with eng-
ineering services in connection therewith. No action taken.

A report was also submitted by Mr. Brooks Committee to meet
on proposed sewage treatment plant giving with Mr Rawn re:
comparative costs to City for it's own sewer dist.

giving complete report and recommendations report of inspec-

repair and cleaning up of the Disposal Plant
taken care of.

The matter of reposting the lots for removal of Reposting lots
weeds was discussed, with the printer to assume
the cost entailed.
Tentative map of Tract 15395 was submitted for Map not approved
approval. Submitter to resubmit map with re-
quired changes necessary under City Ordinance No.410.
Mr. Brooks reported that he had contacted Mr.
Avedesian, present holder of city rubbish contract,
and further stated a date would be set for Mr. Mr. Avedesian
Avedesian to appear before the Council and dis= to meet with
cuss his contract with possibility of revision. council
The contract between the City and -Community Am-
bulance -Service expires June 30th., A request
from Mr.:Fred Wilkins for -an increase in the amount
paid by City for ambulance service was received.
Councilman Memmesheimer moved the $75 per month
payment by City be increased to $82.50; in addition
the City will pay the -$3.00 monthly fee for radio
service but not the cost of radio repair parts or
repair service. He further commented on the excep-
tionally fine service rendered in the past by Mr.
Wilkins.

was mentioned in letter from the school
requesting a renewal letter for the re
cords of the Pacific Fire Rating Bureau.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer and duly carried,
City Clerk -be instructed to send letter
of renewal.
Letter of resignation from the Azusa
Police Reserve tendered by Luis Miranda
effective May 1, 1953 read by Mayor Jones.
