MONDAY$ AUGUST 17, 1953 7:30 PM
The City Council of the City of Azusa met in regular
session at the above time and place.
Present at Roll Call: Councilman Jackson, Hernandez
Memmesheimer, Jones, City At-
torney and City Clerk.
Mayor Jones asked if everyone had -received written
coples.of the minutes and if there were any ommisslons
or corrections. There were,none,and the minutes
' were approved,
The City Clerk stated there were three bids
submitted in answer to notioe•inviting bids to
printing of Code Book of City Ordinances.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer bids be opened, examined
and.pbliely declared.
Motion carried by unanimous vote of Council,

Councilman -Jackson, bids be referred to Chair-
man of Purchases and Finance for recommendation.

' Moved by Councilman Memmesheimer, seconded by
Councilman Jackson Council proceed to canvass
the returns.of the Special Election held in
the City of Azusa on August -14, 1953.
Carried by the following vote of Council:

Memmesheimer, Jones
Noes: None
Upon canvassing the votes and checking the --
Tally Lists it was determined that Consoli-
dated Precinct "C" Tally Lists were -not com-
pleted since signatures of election board
members were omitted together with totals.
Moved by Councilman Jackson, seconded by
Councilman Memmesheimer, election board
members be requested to appear before Coun-
cil for certification of Tally Lists of
Consolidated Precinct "C".
Motion carried by following vote of Council:

Noes: Councilman Hernandez
Lieutenant Kunou was requested to escort
the election board members of Consolidated
Precinct "C" to the Council chambers.
Mr, Espey representing the Safety League of
America appeared before Council explaining
the campaigns for safety.;this organization
sponsored and requested a week be set aside
and proclaimed "Safety Week" in Azusa.

Moved by Councilman Memmesheimer, seconded
by Councilman Jackson Mayor Jones be autho-
ized to proclaim the week from August 18th
thru 25th as "Azusa Safety Week".
Motion carried unanimously by vote of Council
Mr. Victor Jabsen requested Council investigate
the setback of a residence being constructed on
Azusa Avenue between First and Second Streets, Set -back to
the number of feet of -setback being less than be checked
the required amount under building code.
Moved by Councilman Memmesheimer, seconded by
Councilman Jackson and carried by unanimous
vote, matter be referred to City Engineer and
City Attorney for report at next meeting.
Mayor Jones read letter from Thomas Woods,
resigning as Finance Officer of the City of Letter of res -
Azusa, resignation to -be effective August 20, ignation of
1953. T. Woods
Moved by Councilman Seltzer, seconded by Coun-
cilman Hernandez and.unanimously carried, re-
signation of Mr. Woods -be accepted as submitted.
Request sumbitted for payment of painting of
civic buildings by J.N.Hutchison with certi-
fication by Marlowe -Madison, Inspection of-
ficer, that all conditions of.eontract and
specifications are complied with and complete; Painting Bill
also waiver of lien rights against City of to be paid
' Azusa for labor performed -signed by -J, B. Gibbs,
V. Comsa, F. J. Cherry, R. E, Dwyer and R. -C.
Perry; waiver-of.lien rights for material used
signed by E. W. Lunneman; and request for return
of bid bond deposited with City Clerk.
Moved by Councilman Memmesheimer, seconded by
Councilman Jackson, amount of bill less 10%
(security bond) be paid and cash deposited
In lieu of bond be returned to contractor,
Mayor and City Clerk be instructed to exe-
cute and record -Notice of Completion.

Mr, W. R. Anderson requested permit to

' Request made by Mr, Danner for permission
to operate a cabinet -shop in the rear of
building located at 120 E. Foothill Blvd.
The Planning Commission approved Mr.-Dan-
nerts request.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer matter be referred
to Planning Commission for reconsideration
and checking -of necessity for zone use,
City Clerk to inform Mr. Danner of zoning
regulations applicable to-h1s business,
Motion carried by unanimous vote of Council.
Members who servld on election board in
Consolidated Precinct "C" appeared before
Council and were sworn•to the truth of
statements to be written in Tally Lists
covering votes cast at election. -
Questions were asked of these members per-
taining to the Tally Lists and it was de-
termined that the signatures and totals were
inadvertantly omitted.

by Councilman Jackson the board members be
required to complete election -records of
Tally List of votes cast in Consolidated
Precinct "C".

list, at second step of pay scale and to em-
ploy the following men on a 90 day temporary
basis at first step of pay sehle, effective
August 31, 1953, David B. Wilkins, J. B.
Enyart and Floyd W. Brown.
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer, Personnel Board be inst-
ructed to establish certified,llst of appli-
cants for patrolmen on Police -Department at
second step of pay scale, $298.00 per month
and"that City Attorney be instructed to draw
resolutions granting requests of Police Chief
McDonald.
Councilman Hernandez further moved separate
resolutions be drawn on individual employees.
Councilman Memmesheimer withdrew resolution
as made.

Letter submitted by Edward C. Snyder, Chairman
Library Board, regarding the proposed site
of the new library building and stating the
recommendation of the site by the Board of
Trustees and the staff of the library.
They also recommended the library building
should front on Dalton instead of Alameda Ave.-

ve.Moved by Councilman Memmesheimer, seconded
by Councilman Seltzer, City Engineer furnsih
revised floor plan of proposed library build-
ing at next meeting, also plot plan of location
to be considered at same time.

Letter was read'£rom the Cherry Hadley Com-
pany regarding the improvements to be made on
First Street and Pasadena Avenue.
Moved by Councilman Seltzer, seconded by
Councilman Jackson, matter be tabled until
next regular meeting.

Report of Mr. Brooks given regarding the re-
quest for curbs and gutters adjacent to pro-
perty of Friend's Church.
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer and duly carried, Street
Department be authorized to loan use of curb
and gutter Perms to church for use in con-
struction.
Report given by Mr. Brooks on the field trip
made for investigation purposes by two members
of the Recreation Commission. However, it is
desired --that additional members make further
investigation and report made at next meeting.
City Engineer Brooks reported on the proposed
fire hall site,
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer.-Fire Chief be authorized
to contact Fire Underwtiter for his recommen-
dation of site.
Moved by Councilman Memmesheimer, seconded by
Councilman Seltzer, to amend motion to include
Fire Chief and Underwriter contact City Attorney
to proceed with'possible exchange of property
needed to obtain recommended site.
Motion carried by unanimous vote.
Engineer Brooks recommended that site of
proposed reservoir be close to location of
present reservoir, in order to be of maxi-
mum benefit to city.
Moved by Councilman Seltzer, seconded by
Councilman Memmesheimer, and duly carried
Attorney and Commissioner of Water & Light
be Instructed -to contact owners of proposed
property site and ascertain possibilities
of acquisition by city.

Letter from Mrs. E. Roy Dickson, Ways and
Means -Chairman of -Paramount School,request-
ing the Light Department to assist in light-
ing needed fbr-harvest Festival on Friday,
October 9, 1953.
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer and duly carried, Light
Department provide assistance in lighting as
needed.
Letter from Mrs. John K. Foltz, secretary
' of Slauson Parent=Teachers Association,
requesting the services of the Light De-
partment on October 2, 1953 to assist -in
the additional electrical airing needed
for the annual school carnival.

quest be referred"to Azusa Ministerial
Society for recommendation.
Petition submitted^with 40 signatures from
property owners, requesting the formation
of a 1911 Improvement Act District for the
purpose oftsetalling curbs, gutters and
' sidewalks where there are none on streets
from First Street North to Fifth Street
between Azusa Avenue and Pasadena -Avenue
including East Hollyvale and Third.Street
to the wash.
