in regular session at the above time and place.

Each member acknowledged receipt of a written
copy of the minutes of the regular meeting of
September 21, 1953. The Mayor asked if there

Mr. Ken Taylor addressed Council, in behalf of
Azusa businessmen, requesting funds for Christ-
mas decorations to be installed in streets of
Azusa. Mr. Taylor stated the same type if decor-
ations as was obtained last year was possible this
year at the same price. He suggested a member of
Council be present at the decorating and dismant-
ling of the large tree on City Hall grounds.
Moved by Councilman Seltzer, seconded by Council-
man Memmesheimer, expense be authorized through
the Music and Promotion fund with the under-
standing that city merchants donate as much as
possible with a minumum estimate of $1000.00
towards the total cost of $2700.00.
Mr. Taybr to report furnther on insurance
coverage.
Councilman Hernandez moved the matter be tabled
but motion failed for lack of second.

Rev, Ben Paroulek addressed Council, in behalf
of Park and Recreation Commission, on proposed
Community Center and recommended the building
and plans as proposed by City Engineer.
Councilman Jackson suggested matter be tabled
until next meeting.
Recreation Director Huffstutter addressed Coun-
cil recommending the proposed Recreation Center
as being entirely suited to the needs of the City.
Councilman Seltzer moved City Engineer be authorized
to proceed with the plans,of the proposed Center.
Motion seconded by Councilman Hernandez.

The Park and Recreation Commission recommended
the removal of two Palm trees located in front
of the Calvary Lutheran Church, 540 North Azusa
Avenue._
Moved by Councilman Seltzer, seconded by Coun-
cilman Memmesheimer,.recommendation be accepted.
Motion carried unanimously.
The Park and Recreation Commission recommends
the swings be reinstalled in City Park and
approval be given for the purchase.of addi-
tional swings of strap type.
Moved by Councilman Hernandez, seconded by
Councilman Seltzer, recommendation of Park
and Recreation Commission be accepted._
Motion carried unanimously.
Mayor Jones read letter from Police Chief Mc-
Donald requesting purchase of__motorcycle for
Police Department.
Moved by Councilman Memmesheimer, seconded by
Councilman Hernandez, Clerk advertise for
bids on purchase of new motorcycle with alter-
nate bid to include trade-in of motorcycle #81.
Bids to be opened November 2nd, 1953 at 7:30 P:M

covering his activities in the Police Department
during his employment as Acting Chief._
Moved by Councilman Memmesheimer, seconded by
Councilman Jackson, report of Chief McDonald
be filed.
.Motion carried unanimously.
Engineer reported on footbridge across Dalton
wash on Azusa Avenue. Letter has been written
to the California State -Division of Highways
requesting State to construct footbridge. The
reply to this was that the expense was a justi-
fiable one, but funds for such a project was
already budgeted and it was a wuestion whether
this would be included. Efforts will still be
made to have this project_approved.
Request was made by General Telephone Company
to install conduit line in alley. Engineer
stated conduit can be installed but recommended
.inspection be authorized to approve the instal-
lation.
Moved Bg Councilman Memmesheimer, seconded by
Councilman Seltzer, the General Telephone Com-
pany be permitted to install conduit and ins-
tallation to be under the supervision of City
Engineer, to include estimate of inspection
fees to be deposited with Clerk in advance.

ballots cast in Special Election will be
made at 12 o'clock noon Tuesday, October
6th in the City Auditorium. _

The request of Mr. Freeman to relocate a
residence building to 214 No, Aspen Street
was submitted. This request had previously
been recommended by the Planning Commission,
Councilman Jackson requested the legal opiahn
on the status of the City in regard to possible
future action for street improvements.
City Attorney stated the conditions as stated
in deed to property would determine the liability.
Moved by Councilman Hernandez, recommendation of
Planning Commission be accepted.
Motion fails for lack of second.
Councilman Seltzer requested Council state reason
for refusal_to accept the Planning Commissionts
recommendation.
Moved by Councilman Hernandez, seconded by Coun-
cilman Memmesheimer, recommendation of Planning
Commission be accepted.
Motion failed by following vote:

Engineer Brooks reported on the tentative cost
of Tenth Street Improvements,
estimated cost at
10¢ per sq ft with the recommendation of 25 ft
strip of paving. City Engineer to obtain comp-
lete cost in order that agreement may be drawn
between City and property owners.

Request of R. K, Merritt Associates for paving of
Eighth Street,.between Georgia Place and Georgia
Street, was discussed with the recommendation made
to pave 25 foot strip.
Moved by Councilman Seltzer, seconded by Council-
man Hernandez work of paving be authorized and
necessary fire hydrant be purchased by property
owners.

Letter read from OtMelveny & Myers concening the
1911 Act Improvements on Louise Avenue and Orange
Avenue and stating it would be possible to join
these two projects under one proceeding. Also
if 60% of property owners sign petition request-
ing the improvement and waiving the debt limit
proceedings, these proceedings may be waived,
Debt limit report on Vehicle Parking District is
being prepared and further report will be submitted
at next regular meeting.
Engineer reported on the strata test made at pro-
posed reservoir site.
Moved by Councilman Memmesheimer, City Engineer,
Water Commissioner and Water Supt,,meet_with Mr,
Don McKelier to determine the possibilities of
acquiring sufficient property. Excavation to be
held, if possible, to approximately 20 ft, in
order to obtain greatest pressure possible.
