City'En'gineer reported on First and Pasadena Avenue
improvements, submitting map showing_share of Cherry -
Hadley Company part of improvements, and submitting First & Pasadena
check in amount -of $1,033.93 which is balance due Avenue -improvement
City for Charry-Hadley portion of paving, contract awarded
Engineer further.reported low bidder on contract for
improvements was Valley Contractors, Incorporated
recommending contract be awarded,
Moved by Councilman Memmesheimer, seconded by Coun-
cilman Barry contract be awarded to Valley Contractors
and checks and bid bonds be returned -to unsuccessful
bidders,

Councilman Ortuno passed his vote,
Mayor Jackson read notice of meeting of Sanitation Sanitation Dist,
District No, 22, Appointment of alternate representative
to Mayor will be made at next regular meeting,
Mr. Victor Jabsen addressed Council questioning
the possibility of constructing the proposed Recreation
.Hall at the price quoted. Mayor Jackson stated the'
matter of the Recreation Hall will come later on the
agenda, -
City Engineer Brooks stated that the cost of improving Tenth Street
A Tenth Street would approximate $1,25 per sq, ft, improvements
Mr, Ed Brands appeared for the owners on the street
and reported that his company would be willing to accept
the Fire Chiefts recommendation of an 8" water line in
place of the original plan for a 6" line, Superintendent
Smith suggested that the Fire Underwriters be consulted
regarding the proper size_line,to be installed, and that
further report be made, It was the opinion of the Council
that special equipment necessary to be used on the improve-
ment should be charged with material and expense borne by
property owners and the City Attorney to consider same when
-drawing agreement, _

The following list of certified applicants was
submitted by the Personnel Board for position of
Building Inspector:

Newell, Neville Grow.
Moved by, -Councilman Memmesheimer, seconded by
Councilman_ Barry and.duly carried, appointment
.be tabled until meeting of November 2nd in order
to enable Council members to personnally interview
applicants.
The following list of certified candidates for
position of Police Chief was submitted by Personnel
Board in order of rank:

Johnson and duly carried, appointment be -tabled until
regular meeting of Nov. 2nd.
' The request of Dr. C. R. Hayes was submitted to grant
permission to move a house to 413 So. Angeleno Avenue.
This request was not recommended by the Planning Com-
mission.
,Moved by Councibman Memmesheimer, seconded by Council-
man Barry and duly carried, recommendation of Planning
Commission be accepted and request be denied for per-
mission to relocate house.
Request submitted by Mrs. Maria Salce for permission
to relocate house to 405 E. Second Street. Recom-
mendation to grant permission was made by Planning
Commission.
.Moved by Councilman Barry, seconded by Councilman
Ortuno and duly carried, recommendation of Planning
Commission be accepted and permission granted provided
all building requirements are abided by.
Request of Mr. Manuel Lopez to relocate house to 212
No. Dalton was submitted and recommended by Planning
Commission.
.Moved by Councilman Ortuno, seconded by Councilman
Barry and_duly carried, recommendation of Planning
Commission be accepted and permission be granted to
' Mr. Lopez to move house to 212 No, Dalton Avenue,
provided all the recommendations of.the Building
Inspector be complied with.

Mr, Art Seltzer and Mr. Nicholas Abdelnour petitioned
Council to approve the opening of_Tract No. 17575 for
the construction of new homes, recommended by Planning
Commission.
Moved by Councilman Barry, seconded by Councilman
Ortuno and duly carried, approval of tentative map
of Tract No. 17575 be granted with living area of the
houses to be constructed on these lots to be of a
1200 sq ft minimum.
Request submitted by Mr. Krems representing San
Gabriel Properties, for zone variance from C71 to C-3
for portion of lot situated at 600 E. 8th Street
permitting a dry cleaning establishment Lobe' operated
Moved by Councilman Memmemheimer, seconded'by Council-
man Ortuno and duly carried, request be tabled until
next meeting in order to obtain approval from 'state
and city fire marshalls.
Mr. Amelio Reyes submitted request for permission to
make -an addition to an already existing garage to
be converted into a dwelling. Recommendation for
granting of request made by Planning Commission.
Moved by Councilman Barry, seconded by Councilman
Ortuno and duly carried, recommendation of Planning
Commission be approved and permission be granted
to construct addition provided all building-
re-quirements are met.
Mr. Clarence Mueller requested permission to divide
his present lot into two separate lots, located
on corner of Orange and Daell Streets.
Recommendation of Planning Commission was to approve
request.
Moved by Councilman Ortuno, seconded by Councilman
Johnson and duly carried, recommendation of Planning
Commission be accepted and request be granted providing
all ordinance requirements are met.
Councilman Memmesheimer offered the following
resolution entitled:

Moved by Councilman Memmesheimer, seconded by
Councilman Johnson and duly carried, Director
of Recreation be contacted and asked to contact Redreation
ihe•owners of any hall, such as the Parish, Director to
Woman -!s Club, Scout Hall, City Auditorium, etc, try and use
for any plans being worked out for a recreation various halls
program to take place during the time of study
of recreation building plans and until such time
as plans are completed.
' City Engineer reported on reservoir submitting
tentative plans for construction and giving Reservoir site
elevations, etc. Engineer suggested obtaining costs to be
estimated costs of two proposed sites. Suggestion obtained
was approved by Mayor Jackson.
Petitions were submitted on Assessment District for
South Louise Avenue improvements. Petitions are
ready for circulation upon completion of maps. 1911 Act.
City Engineer reported on grade corssings and
recommended improvements to be made at Virginia Grade Crossing
Rvenue and other crossings of the Sante Fe R.R. improvements
Moved by Councilman Memmesheimer seconded by- -
Councilman Ortuno and duly carried, Attorney be
instructed to draw resolution incorporating the
various improvements requested in report of Engineer. Attorney to

Moved by Councilman Memmesheimer, seconded by Coun-
•oilman Johnson City Attorney communicate with Sante
Fe Railroad regarding the improvement of grade -
crossing at Virginia Avenue to eliminate hazard
existingtpresent time.

Necessity of footbridge on Azusa Avenue over Dalton

fourth step for Wayne Loyd, equipment operator for

Discussion followed regarding the postponement of referred
request until after budget meeting. Mr. Loyd was
asked if he preferred to have request referred to
Personnel Board. He replied he would so prefer.
Moved by Councilman Memmesheimer, seconded by Council-
man Ortuno, request be referred to Personnel Board.
Motion carried by unanimous vote of Council.

Commission in minutes of meeting '-to remove
several mulberry trees at 429 No,Dalton Avenue.
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno and duly carried, matter be
referred to Department of Public Works with power
io act in removal of trees.
Communication read by Mayor from Civil Defense
secretary stating receipt of warrant from State
covering final reimbursement by the State and
Federal government for expenditures by the City
for Civil Defense supplies.
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno and duly carried, to file
communication.

Letter read by Mayor from Sergeant Oscar T. Keenan,
US Air Force Recrdi.ting Service, requesting desk
space termporarily until permanent quarters are
authorized by Headquarters Area #2, US Army & US
Air Force Recruiting Service.
Suggestion was made by Mayor to have Sergeant
Mudd, Recruiting Officer, contact the American
Legion.,for space,_since the City had no available
space. This was unanimously_agreed upon.

Letter of complaint signed "Azusa Merchants" read by
Mayor Jackson protesting against bicycles being allowed
on sidewalks of business district.
Moved by Councilman Ortuno, seconded by Councilman
Memmesheimer, and duly carried, matter be referred
to Police Commissioner.
The necessity for extra police help for Azusa Golden
days was expressed by Councilman Memmesheimer and the
rate of pay which should be granted.
Moved by Councilman Memmesheimer, seconded by Coun-
cilman Barry, Attorney be instructed to' -draw resolu-
tion authorizing compensation at rate of $10,06 per
day to -each extra officer needed for the day of
Azusa Golden Days parade.

appointed Acting Police Chief until such time
as present„situation of Police Chief' -is
straightened and compensation to be at the
rate of pay received by former Police Chief
Kendrick, to become effective October 8,-1953.

regarding action of Air Pollution Board and in -
closing -'dopy of resolution passed by the Board

in an"effort to accelerate the smog abatement
program and urging all cities to join with the City
of Los Angeles in this program,
Moved by Councilman Barry, seconded by Councilman
Memmesheimer and duly carried, City Attorney draw
resolution incorporating recommendation made and
stating the full cooperation of the City of Azusa
with the smog abatement program,
City Clerk stated need of stationery with changes
to be made in letterhead,

Councilman Johnson, Clerk be authorized to order
sufficient -stationery from printer for office of
City'Clerk,

was tabled until next meeting, when agreement is to Visiting Nurses

The -City Engineer requested the Council to consider
some of the other Public Works projects since tabling
the Recreation Building, in order that he might retain Request of
his competent staff of engineers until authorized to City Engineer
proceed with recreation building,
Councilman Memmesheimer moved and Councilman Johnson
seconded, Personnel Clerk be requested to have Kroeger
Associates establish qualifications for a City Engineer,
competent in all branches of engineering, and to hold
examinations for filling this position which will be on
a full time basis, The rate of pay to be based on quali-
fications needed,

Councilman Barry wished to go on record that, in voting
on the motion as made, he believed'it was not -in the
best interests of the City of Azusa as evidenced by the
loss -'of two other capable members of the City personnel
under the present, or effectively present, political
situation; these jobs being Finance Officer and Public
