stating need for forms to be printed for Building forms
Dept. forms. Some forms onhand, upon termination of
Los Angeles County contract with City of Azusa have
been_used up -and he recommended study of forms be
made before printing is ordered, in order that system
may be established whereby some forms may be condensed
or eliminated.

Mayor asked if members had received written copies

Thomas Lopez addressed Council requesting appointment
as Sewage Disposal Plant operator stating his eligibility
Mayor Jackson read list of certified names placing that
of Thomas Lopez as first, recommendation of Arthur Wolfe
for,.Thomas_Lopez, and recommendation of former Councilman
Joe Hernandez appointing Mr. Strathkoetter.
Mr. Wolfe, former Supt. of Public Works, addressed
Council recommending the past work_.performance of Mr. Lopez Thos.Lopez
while operating the plant. He further stated the diffi-
assigned
culties encountered at present time in the sewage treatment to sewer
plant. The status of present operator, who is off due to
plant
injuries, was discussed with reference to his removal.
Moved by Councilman Barry, seconded by Councilman Ortuno,
Attorney draw resolution terminating Emmett Butts, -Sr.
as Sewage Treatment Plant operator, and appointing Thomas
Lopez as operator effective November 1st.

reappoint Robert Ayon, Sr. as cement finisher
with Street Department._
Moved by Councilman Memmesheimer, seconded by
Councilman Ortuno and unanimously carried,
Robert Ayon_be reappointed to Street Department
as cement finisher, compensation beginning at 2nd
step of pay scale and request for third step to
be referred to Personnel Board.
' -Recommendation of Supt. of Public Works to appoint
Albert H. Moon as temporary.maintenance man with
Street Department at pay rate of $1.30 per hour,
effective Oct. 26th.
.Moved by Councilman Barry, seconded by Councilman
Memmesheimer and unanimously carried, Attorney
be instructed to draw resolution appointing Albert
H, 1Moon temporary maintenance man with street dept.,
compensation at rate of $1.30 per hour effective
October 26, 1953.
Mrs, Julia Stafford addressed Council presenting
petition signed by property owners requesting in-
stallation of sidewalks on North side of First Street
between Vernon and Orange Avenues.
..Possible methods of -payment of costs were discussed.
Mayor Jackson suggested approximate cost be given by
Engineer who estimated cost at $1.20 per lineal ft.
Further suggestion was made for,owners to obtain
estimates from contractors and report further at
next meeting of Nov. 2nd.
Moved by Councilman Memmesheimer, seconded by Coun-
cilman Ortuno and unanimously carried, Engineer
cooperate with property owners regarding estimates
' of cost and give such needed information and help
as would facilitate the achievement of request made.
Mayor Jackson read request of Azusa Lions Club for
permission to sponsor Community Fair -to be held in
May of 1954. 1 -
pick -Yaeger addressed Council stating it was his
understanding that permission would have to be ob-
tained six months in advance according to City
Ordinance.
Mr. Whiteshot addressed Council explaining how the
financial arrangements of such a fair would benefit
the City and the organizations participating in this
project.
Moved by Councilman Barry, seconded by Councilman
Ortuno request be granted on condition all insurance
requirements are met and usual inspection made By
Fire Chief and Police Chief in connection with fire
hazards and traffic.
Motion unanimously carried.
Mrs. Vogelsang addressed Council regarding manner of
rubbish collection and requested action be taken.
Moved by Councilman Memmesheimer, seconded by Council-
man Johnson and unanimously carried, matter be -re-
ferred to City Attorney who will hold joint meeting
with Mr. Avedesian and Chairman of Public Works for
report to -be submitted at next meeting.
Mrs. Vogelsang further complained that view of stop
sign at intersection of 4th and MonteVesta Streets
Is obstructed by trees in need of trimming. Also
'that grass is growing through pavement in alley
back of her residence. These matters to be referred
to Supt. of Public Works for investigation and such
action as may be necessary.

Letter from Azusa Golden Days parade chairman,read by
Mayor Jackson, giving directions for Councilmen who Azusa Golden
will ride in stagecoach during parade. No action taken. Days
Written request read by Mayor Jackson from Azusa City
Employeets Association that study of the Civil Service
Ordinance be continued by the Committee appointed for
that purpose.

Councilman Ortuno suggested the vacancy in the
Committee to study Civil Service Ordinance. Mrs, Johnson
Mayor Jackson, Council representative, recommended Council Re -
Councilman Johnson as other Council representative. presentative
Moved by Councilman Memmesheimer, seconded by Coun-
cilman Ortuno and unanimously carried, Councilman
Johnson to act as second Council representative on
Civil Service Ordinance committee for stydy of Ord-
inance.
Copies of the Auditor's Quarterly Financial Report
Were given to the Council members._ Mayor Jackson Auditorts
announced a budget meeting would be held on Thurs- report
day, October 29th in the City Clerks office.at
8:00 P.M.
City Engineer reported that, according to word received
from the State, no funds could be allocated at the No grade
present time for requests previously made for grade crossing
crossing improvements. improvements
Request was also made, by City Engineer, to meet with
Council in order to submit report of present status Engineer to
of work done on plans to date and to present statement present bill
of services. Meeting to be held at 7:00 P.M. October
29th, in Clerk's office.
City Attorney reported the contract with the Visiting
Nurses Association must be accomplished whereby they
agree to do certain work and report periodically on
work accomplished. Representative of Association
was contacted and agreed to these terms.

cilman Johnson, Attorney draw such contract as would
permit City of Azusa to legally contribute $1060.00
with stipulatiop�that report be made quarterly.

Attorney informed Council agreement would be presented
At regular meetinghof Nov. 16th,
Attorney Tscharner further reported that he would be
unable, according to law, represent Council in the
matter of Albert Kendrick vs City of,Azusa. However,
should Council so. -desire., brief may be presented by
person authorized to do so. Attorney suggested Mr.
Snidow, former City Attorney,_be appointed since so
little time remains and Mr. Snidow is familiar with
the case.
Moved by Councilman Barry, seconded by Councilman
Ortuno, Attorney Snidow be appointed to represent
Council in this matter, reasonable compensation to
be paid as may be agreed upon.

that City purchase the 8" pipe which was to be
purchased by property owners'for installation on
10th Street. The necessary cash deposit would be
made by the property owners.

Supt. Smith reportdd on condition of present
light standards on Foothill Blvd, and number
of new standards needed for installation of
signal lights on intersections of Virginia
Avenue and Foothill, Orange and Foothill -and --
corner of Pasadena and Foothill Blvd. A prox-
imate cost of necessary -standards to be1200.00
The old standards to be used as replacements at
other locations as necessary.

Councilman Ortuno stated that, in his opinion,
formerCity„_Attorney Snidow was literally "kicked
out”. , That 'Mr. Snidow, upon contacting Council
memliers,prior to his resignation, had been told
