RMI MSA ReportUB-10 APPROVED UTILITY BOARD 09/24/2018 ANALYSIS: For system reliability, all equipment at the Kirkwall Substation is maintained periodically in accordance with manufacturer’s recommended recommendations and schedule. The main power transformers at Kirkwall have been serving Azusa distribution system since 2004. One of two power transformers (T1) is due for major maintenance service, and the scope of this maintenance service entails de-energizing the transformer, removing its internal oil, processing the oil to filter out the impurities, and performing the manufacturer’s recommended maintenance service on the transformer load tap changer. In addition, any needed repairs discovered upon internal inspection will also be performed. RMI’s primary business involves the manufacturing and maintenance of load tap changers on power transformers, and there are no independent RMI-approved maintenance service providers. As such, Staff recommends the approval of the MSA with RMI as the sole service provider pursuant to the Azusa Municipal Code (AMC Section 2-520-b-2) and the issuance of a Purchase Order in an amount not to exceed $48,877.19 for transformer maintenance services. FISCAL IMPACT: The $48,877.19 cost for the recommended action has been budgeted under Electric Division’s Capital Improvement Project 73017B – Electric Substation Improvements.
