SUBJECT: ACCEPTANCE OF QUITCLAIM OF WATER EASEMENT ON TRACT
74512-1 AT 1162 N. CITRUS AVENUE, IN THE CITY OF COVINA
BACKGROUND:
The property owner at 1162 N. Citrus Avenue has abandoned an obsolete water main and is
requesting a quitclaim of easement by Azusa Light & Water (ALW).
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1)Adopt Resolution No. 2018-UB-05 accepting Quitclaim of Easement on Tract 74512-
1, in the City of Covina;
2)Acceptance of Quitclaim of Easement on Tract 74512-1, in the City of Covina; and
3)Authorize the City Clerk to file the easement documents in the Office of the Los
Angeles County Recorder.
ANALYSIS:
The property owner at 1162 N. Citrus Avenue, Covina is building 117 dwelling units called
Citrus Promenade. The property was formally occupied by a Kmart retail store, which was later
closed and abandoned. The 117 dwelling units built at the site were proposed over ALW’s
existing water main. Per the approved Water Plan W-344 the Contractor installed a new public
water main in Citrus Avenue and Covina Boulevard and abandoned the old existing water main.
In an effort to clear up the title to the property and reflect ALW actual water utility locations, this
quitclaim document was prepared. Attached hereto are “Exhibit A” and “Exhibit B” for the
quitclaim of easement located on this property.

RESOLUTION NO. 2018-UB-05
A RESOLUTION OF THE UTILITY BOARD OF THE AZUSA LIGHT
AND WATER/CITY OF AZUSA ACCEPTING A CERTAIN QUITCLAIM
OF EASEMENT AND DIRECTING THE RECORDING THEREOF.
THE UTILITY BOARD/CITY COUNCIL OF THE CITY OF AZUSA/AZUSA
LIGHT AND WATER DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That Quitclaim of Easement and Exhibits A and B attached hereto are accepted by
the CITY OF AZUSA, AZUSA LIGHT & WATER (ALW), a Municipal Corporation in Los
Angeles County, State of California, its successors and assigns, on, along, and across the
following described parcel of all that real property situated in the City of Covina, within Azusa
Light & Water service area, Los Angeles County, State of California:
As described in Exhibit "A" and depicted in Exhibit “B” attached
hereto and made part hereof Quitclaim of Easement.
SECTION 2. That the City Clerk is hereby authorized and directed to cause said attached
Quitclaim of Easement, and Exhibits A and B to be filed for recording in the Office of the Los
Angeles County Recorder.
SECTION 3. That the City Clerk shall certify to the adoption of this Resolution.

CITY OF COVINA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA
FOR A VALUABLE CONSIDERATION, receipt of which is hereby acknowledged, the CITY OF
AZUSA, AZUSA LIGHT & WATER (ALW) AND AZUSA VALLEY WATER, a municipal
corporation in Los Angeles County, duly organized and existing under and by virtue of the laws of the
State of California, does hereby remise, release, and forever quitclaim to Meritage Homes of California,
Inc., in and into that certain easement:
ALL THAT REAL PROPERTY, described as follows, to-wit:
Those portions of land as described in that certain Grant of Easement to the Azusa Valley Water
Company, in the City of Covina, County of Los Angeles, State of California, recorded May 24, 1968 in
Book D4012, Pages 608 and 610 of Official Records, in the office of the County Recorded of said
County, described as follows:
Parcel 1:
All of Parcel 1 of said easement to the Azusa Valley Water Company
Parcel 2:
The portion of Parcel 2 of said easement to the Azusa Valley Water Company, lying
within Vesting Tract 74512-2, as shown on map filed in Book___, Pages __ through __,
inclusive of Maps, in the office of the County Recorder of said County.
Parcel 3:
That portion of Parcel 2 of said easement to the Azusa Valley Water Company, lying
within Vesting Tract 74512-1, as shown on map filed in Book 1404, Pages 73 through 77,
inclusive of Maps, in the office of the County Recorded of said County.
Subject to covenants, conditions, reservations, restrictions, rights-of-way and easements,
if any, of record.
