Award Engineering Services for Cypress Transmission Rehablitation Project W-277CONSENT CALENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: OCTOBER 22, 2018 SUBJECT: AWARD ENGINEERING SERVICES FOR CYPRESS TRANSMISSION REHABILITATION PROJECT W-277 BACKGROUND: The recommended action would approve a design contract for the rehabilitation of 6,800 feet of the 20-inch and 24-inch water mains on Azusa Avenue and Cypress Avenue, which are prone to leaks. The Capital Improvement Program for the Water Division includes this Cypress Transmission Rehabilitation Project W-277. Professional Engineering Services are needed to provide design and construction documents for its completion. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1) Award Professional Engineering Services for the Cypress Transmission Rehabilitation Project W-277 to Stantec Consulting Services, Inc. under the existing Professional Services Agreement, for a not-to-exceed price of $170,800. ANALYSIS: The transmission water main on Cypress Avenue is a 24-inch riveted steel pipe installed in 1913 to feed ALW’s 590 pressure zone. The pipeline was cement lined in the 1950’s and has reached the end of its design life. This critical transmission main moves over 5,000 gallons per minute during peak demands to satisfy water needs in the southern part of the system. This engineering design project will evaluate and rehabilitate approximately 5,300 linear feet of 24-inch water main on Cypress Avenue between Azusa Avenue and Vincent Avenue and 1,500 linear feet of 20-inch water main on Azusa Avenue between Cypress and Covina Blvd. D-4 UB-31 APPROVED UTILITY BOARD 10/22/2018 Engineering Services for Cypress Ave Design October 22, 2018 Page 2 The professional engineering consultant will evaluate the alternative methods for pipeline rehabilitation and replacement of the 1913 water main, including trenchless alternative methods. The feasibility and the cost for each alternative will be submitted in a Preliminary Design Technical Memorandum. The Preliminary Design Technical Memorandum shall include the alternative methods (open cut, cured-in-place-pipe, slipline, sprayed-in-place-pipe or pipeburst) and the proposed recommendation. Based on these recommendations and ALW’s final review, Final Design and Construction documents for the selected improvement will be prepared by the engineering consultant. Azusa Light & Water (ALW) sent out a Request for Proposals (RFP) to five qualified engineering firms to prepare a preliminary technical report and final engineering for the Cypress Transmission Rehabilitation Project. ALW received four proposals on September 27, 2018. Staff reviewed all four proposals from Civiltec Engineering, NV5 Global (CivilSource), Stantec Consulting Services (“Stantec”), and Stetson Engineers. Staff ranked the proposals based on their i) approach and preliminary design, ii) experience and success completing similar projects, iii) understanding of the scope work and ALW’s existing infrastructure, iv) project management and quality assurance abilities, v) not-to-exceed bid price, vi) ability to deliver the services and perform the tasks identified in the RFP in a timely manner, and the qualifications of the key personnel and team members to be assigned to the project. Based on this criteria, Stantec was ranked as the most qualified consultant at a fair and reasonable price, as shown in the following table, and Staff recommends that awarding the contract to Stantec is in the best interest of the City. A key part of the project is the Preliminary Design Technical Memorandum. Stantec’s proposal focused on evaluating the alternative methods for pipeline rehabilitation, trenchless construction methods, traffic impacts, utility conflicts including feasibility, pipe material, and hydraulic model analysis. Two proposals did not focus enough time or resources on the Preliminary Design aspect, which is critical for the final design. Stantec’s proposal was originally the only proposal to include hydraulic modeling analysis for the detailed Preliminary Design evaluation to determine the best construction method for this project. Staff recommends Stantec for this specific project based on their approach, experience, understanding of the project needs, expertise, quality assurance and control, responsiveness, cost, time of hours and overall pricing. UB-32 UB-33 Request for Proposal Engineering Services Cypress Transmission Rehabilitation Project W-277 Azusa Light & Water (ALW) invites your firm for a not-to-exceed proposal to provide Engineering Services for Project W-277. The services include: a Preliminary Design Technical Memorandum evaluating the rehabilitation and replacement alternatives, feasibility and cost, and final construction documents including plans, specifications and estimate for rehabilitation/replacement of the Cypress Transmission water main. Background The 715/590 zone group is the largest pressure zone group in the ALW service area. The 715 Zone is provided through wells, Water Treatment Plant and the Rockvale PRV. The 715 Zone has eight storage reservoirs. The 590 Zone has no storage reservoirs and is supplied water from the 715 Zone through the Vincent, Cypress and Gladstone PRV stations. ALW’s 24-inch Cypress Transmission Main was installed in 1913. The Cypress transmission line utilizes the 715 pressure zone and feeds the 590. The Cypress PRV station is made up of two 8-inch PRVs and are the main transfer valves from the 715 to the 590. The Cypress PRV station is unavailable if the 24-inch pipe on Cypress is offline. If the transmission main is offline the other two PRV stations at Gladstone and at Vincent are required and may require pressure settings to change to reduce low pressure in parts of the 590 zone. The 590 zone can also be served by an emergency connection to MWD (USG-8) supplying purchased treated water. The Cypress Transmission main is a vital main and shall not be down for more than 4 hour duration. During the Preliminary Design Technical Memorandum, the Consultant shall propose a solution to operate in the interim and weigh the costs of each alternative. ALW customers shall maintain water availability throughout the proposed project duration and customer outages shall be minimized. The purpose of this project is to evaluate the alternative methods for pipeline rehabilitation and replacement of the 1913 water main, including feasibility and the cost for each alternative and submit a Preliminary Design Technical Memorandum. The Preliminary Design Technical Memorandum shall include the alternatives and the proposed recommendation. Based on the recommendations and ALW’s decision then Final Design and Construction documents for the selected improvements shall be prepared. Cost will be a major factor in the selection of the Engineering Services for this project. Please include your Schedule to complete the proposed services. Project Description The work will consist of the replacement or rehabilitation of approximately 5,300 linear feet of 24-inch diameter watermain (ductile iron class 350 pipe or alternative approved after the Preliminary Design phase) on Cypress Street between Azusa Avenue and Vincent Avenue and approximately 1,500 linear feet of 20-inch diameter watermain (ductile iron class 350 pipe or alternative approved after the Preliminary Design phase) on Azusa Avenue between Cypress and UB-34 Covina Blvd. New Inserta valves shall also be installed along the water main on Azusa Avenue from Covina Boulevard to Arrow Highway. The work for this project includes all valves, fire hydrants, air vacuum and release valve assemblies, blow-off assemblies, services, connections, tie-ins, removals, abandonments, appurtenances, pavement replacement, concrete replacement, street restoration, traffic control, and all supplies, equipment, shoring, and transportation necessary to construct and complete the project entitled: Cypress Transmission Rehabilitation – Project No. W-277. Scope of Services Scope of Services shall include but not limited to: A. Coordinate the project, and attend all meetings, initial meeting, field investigations, design progress meetings, obtain permits, project management meetings, and all other meetings throughout the project, etc. B. Responsible for Research Records. C. Utility Records Research and Coordination. Identify and coordinate with the utility companies, Cities and County for verification of existing utilities, potential conflicts, etc. Provide recommendations for mitigating conflicts. D. Surveying, Topo, Base Mapping, Right-of-way Survey and Field work. Identify all existing structures, landscapes, and facilities in the public right of way and within ALW easements. Including power poles, street light poles, traffic signals, pull boxes, meter pedestals, water meter boxes, water meter vaults, gas meters, valves, manholes, vaults, trees, hardscape, etc. Provide an AutoCAD drawing and 24x36 plan. E. Prepare Preliminary Design Technical Memorandum. Shall include feasibility study, identify all plan alternatives for rehabilitation and replacement, pros and cons for each alternative, and the cost for each alternative. Provide the proposed recommendation. F. Prepare Water Plan and Profile plans. Use ALW title block. G. The construction plan shall include: construction notes, instructions, standards, general notes, profiles, connection details, horizontal alignment, water meters, service lines, all water facilities, and all existing utilities on a 24”x36” plan set. H. All known conflicts with existing underground utilities shall be identified and shown on the plan and profile. I. Prepare Traffic Control Plan. J. Prepare Specifications. K. Prepare Engineers Cost Estimate. L. Prepare Bid Schedule. M. Provide all electronic files including Word documents, Excel, Microsoft Projects, AutoCAD files, PDFs on a flash storage device to ALW. N.
