Streetlight Maintenance Using LED Replacement FixturesStreetlight Maintenance Update (LED Replacements) October 22, 2018 Page 1 INFORMATION ITEM TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: MANNY ROBLEDO, DIRECTOR OF UTILITIES DATE: OCTOBER 22, 2018 SUBJECT: STREETLIGHT MAINTENANCE UPDATE (LED REPLACEMENTS) BACKGROUND: Over the next few months the Azusa Light and Water Department (ALW) will implement an all light-emitting diode (LED) streetlight maintenance program that will systematically replace high-pressure sodium streetlights with energy efficient LED lamp fixtures, as they fail out of service. Given the superior light quality and energy efficiency of LED streetlights, the Utility Board has previously authorized LED streetlight capital improvements for certain streets in Azusa; however, the remaining streetlight fleet has been maintained using like-for-like replacement of high-pressure sodium lamps due to the high cost of LEDs. Over the last few years, the price of LED streetlights has come down to a point where it is now cost-effective to replace the existing high-pressure sodium streetlights with LED technology, as they fail. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Receive and file Staff’s report on Streetlight Maintenance Update (LED Replacements). ANALYSIS: Only 13% of the 2,000 streetlights in service in Azusa utilize LED technology. Approximately 100 streetlights per year fail out of service due to a blown light bulb, photo sensor, or starting ballast. The labor to repair or replace an existing high-pressure sodium streetlight is approximately the same as replacing it with a new LED streetlight fixture, which is warranted for 10 years and uses approximately 50% less energy to operate. The difference in material cost between replacing a burned-out light bulb and replacing the entire fixture with an LED streetlight is approximately $150. This additional cost would be recovered after approximately three years of energy cost savings, which is cost-effective; and in addition to the future cost savings, the new LED streetlight maintenance replacement program will provide environmental and quality of light benefits.
