AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF AZUSA REPEALING CHAPTER
19.62 OF THE AZUSA MUNICIPAL CODE
AND ADDING CHAPTER 19. 19 THERETO TO
CREATE A RESIDENTIAL MOBILEHOME
PARK (RMP) ZONE (CODE AMENDMENT
NO. 183)
THE CITY COUNCIL OF THE CITY OF AZUSA DOES ORDAIN AS
FOLLOWS:
SECTION 1. The City Council of the City of Azusa does
hereby find, determine and declare as follows:
A. The Planning Commission for the City of Azusa held
a duly noticed public hearing on February 12, 1992 and,
after fully considering all oral and written testimony
offered at the aforementioned public hearing, adopted
Resolution No. 92-24 , recommending to the City Council
the adoption of this ordinance.
B. The City Council of the City of Azusa held a duly
noticed public hearing on March 16, 1992 concerning
this ordinance and fully and carefully considered all
oral and written testimony offered therein prior to
acting on this ordinance.
C. Currently, mobilehome parks are permitted in the
R2 , R3 , C2 , C3 , M1 and M2 zones with a conditional use
permit. However, these zones also allow for a variety
of other uses, which often provides mobilehome resi-
dents little protection from development of their parks
for other purposes. The establishment of a RMP zone
which only allows mobilehome parks and the placement of
this zone upon the park sites will help protect these
residents from this threat.
D. The proposed RMP zone will help to preserve
an important portion of the City's affordable
housing stock while creating a zoning category
which more directly addresses the needs of mobile-
home parks as a land use. This zone will be a
valuable tool in the regulation of existing and
future mobilehome parks in Azusa.
E. The amendments to the Azusa Municipal Code as set
forth herein are consistent with the public necessity,
convenience, general welfare, and good zoning practice
and are necessary for the preservation of the public
health, safety and general welfare.
F. The amendments to the Azusa Municipal Code as set
forth in this ordinance are consistent with and in
conformance to the General Plan of the City of Azusa
and each of the elements thereof and further the intent
and purpose of Title 19, ZONING, of the Azusa Municipal
Code.
G. In taking this action, the City Council has
considered the effects of its decision on the housing
needs of the region in which the City is located and
balanced those needs against the public service needs

of the City's residents and available fiscal and
environmental resources.
SECTION 2 . Chapter 19. 62 , entitled MOBILEHOME PARKS,
of the Azusa Municipal Code is hereby repealed.
SECTION 3 . Chapter 19. 19, sections 19. 19. 010 through
19. 19.040 are hereby added to the Azusa Municipal Code to read as
follows:
"Chapter 19. 19
RESIDENTIAL MOBILEHOME PARK ZONE (RMP)
Sections:
19.19.010 Purpose
19.19.020 Permitted uses
19.19.030 State requirements
19.19. 040 Amenities
19.19.010 PURPOSE. The purpose of the RMP zone is to
establish a district which allows for the development of new
mobilehome parks and the continued operation and preservation of
existing mobilehome parks.
19. 19.020 PERMITTED USES. The following uses are
permitted:
(1) Mobilehome parks, subject to the granting of a Condi-
tional Use Permit issued pursuant to the provisions of Chapter
19 . 60;
(2) Accessory buildings and uses customarily incident to
mobilehome parks, including recreation buildings, laundry facili-
ties, and offices or living quarters for onsite park managers.
19.19.030 STATE REQUIREMENTS. All other development
standards for mobilehome parks shall be regulated by the require-
ments of Title 25 of the California Administrative Code, as may
be amended from time to time.
19. 19.040 AMENITIES. Notwithstanding Title 25 of the
California Administrative Code and provisions of this Chapter,
new mobilehome parks may be required to provide amenities such as
recreational buildings and facilities, laundry facilities,
privacy walls, landscaping, greenbelts, etc. , pursuant to the
requirements of Chapters 19 . 56 and 19 . 60. "
SECTION 4 . The City Clerk shall certify to the passage
of this ordinance and shall cause the same to be published in the
manner required by law.

I, HEREBY CERTIFY that the foregoing Ordinance No. 92-015
was regularly introduced and placed upon its first reading at a
regular meeting of the City Council on the 21st day of
April , 1992 . That thereafter, said Ordinance was duly
adopted and passed at a regular meeting of the City Council on
the 4th day of May , 1992 , by the following vote,
to wit:
