HomeMy WebLinkAboutOrdinance No. 92-O29 ORDINANCE NO. 92-029 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING THE CITY ZONING MAP TO REFLECT THE RECLASSIFICATION OF THE PROPERTIES LOCATED AT 840 EAST FOOTHILL BOULEVARD, 830 SOUTH AZUSA AVENUE, 600 WEST GLADSTONE STREET AND 1081 WEST ARROW HIGHWAY TO RMP AND CERTIFYING NEGATIVE DECLARATION FOR SAID PROJECT. WHEREAS, the City Council finds that it is the responsibility of each city to provide a range of housing options for its residents. Mobilehome parks present affordable housing opportunities for many people who desire a single-family residential atmosphere yet cannot afford a conventional home. The imposition of the RMP zone on these four existing parks would protect this option for the residents by preventing the redevelopment of these sites for other uses. This would help to preserve this endangered housing option within the City. WHEREAS, the City Council has approved in concept a zone change for the properties located at 840 East Foothill Boulevard, 830 South Azusa Avenue, 600 East Gladstone Street and 1081 West Arrow Highway to RMP. Such a zone change requires an amendment to the City Zoning Map the procedure for which is set forth in Chapter 19. 64 of the Azusa Municipal Code NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The Zoning Map of the City of Azusa is hereby amended to reflect the change in zoning for the property located at 840 East Foothill Boulevard from R3C to RMP. Said change is reflected in map format on Exhibit A which is attached hereto and incorporated herein by this reference. SECTION 2 . The Zoning Map of the City of Azusa is hereby amended to reflect the change in zoning for the property located at 830 South Azusa Avenue from C3 to RMP. Said change is reflected in map format on Exhibit B which is attached hereto and incorporated herein by this reference. SECTION 3 . The Zoning Map of the City of Azusa is hereby amended to reflect the change in zoning for the property located at 600 East Gladstone Street from R3a and C3 to RMP. Said change is reflected in map format on Exhibit C which is attached hereto and incorporated herein by this reference. SECTION 4. The Zoning Map of the City of Azusa is hereby amended to reflect the change in zoning for the property located at 1081 West Arrow Highway from R3a to RMP. Said change is reflected in map format on Exhibit D which is attached hereto and incorporated herein by this reference. SECTION 5. Pursuant to the State CEQA guidelines, a negative declaration, a copy of which is attached hereto as Exhibit E, has been prepared and reviewed, finding that the proposed project could not have a significant effect on the environment. The City Council hereby certifies said negative declaration, with the provision that the mitigation measures, if any, recommended in the initial study, are implemented. 22984.1 -1- SECTION 6. This Ordinance shall become effective 30 days after adoption. The City Clerk shall certify to the passage and adoption of this Ordinance; shall cause the same to be entered in the book of original ordinances of said City; and shall cause the same to be published or posted in the manner required by law. The proposed project would rezone four existing mobilehome parks from R3a and R3c (Multi-family Residential) and C3 (General Commercial) to RMP (Residential Mobilehome Park). This would eliminate future non-mobilehome park uses from these properties. 11. The project would eliominate the possibility of medium to high density residential or commercial development from being constructed in the future on four parcels currently occupied by mobielhome parks. 12. The proposed zoning would protect the existing mobilehome parks from redevelopment with other uses. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: None Required V. DETERMINATION (To be completed by Lead Agency) On the basis of this initial evaluation: y I find the proposed project COULD NOT HAVE a significant effect on the environment, and a NEGATIVE DECARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required.
