AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING SECTION 19.48. 030 (1&2) OF THE AZUSA MUNICIPAL
CODE PERTAINING TO A REVISED RESIDENTIAL GARAGE
REQUIREMENTS (CODE AMENDMENT NO. 193) AND APPROVING THE
NEGATIVE DECLARATION
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
determines and declares as follows:
A. The Planning Commission for the City of Azusa held
a duly noticed public hearing on January 27, 1993 , and,
after fully considering all oral and written testimony
offered at the aforementioned public hearing, adopted
Resolution No. 93-10, recommending to the City Council
the adoption of this ordinance.
B. The City Council of the City of Azusa held a duly
noticed public hearing on March 1, 1993 concerning this
ordinance and fully and carefully considered all oral and
written testimony offered therein prior to acting on this
ordinance.
C. These changes to the parking requirements would
improve the ability of new single-family residences,
duplexes and condominiums to support their generated
parking demand with an adequate number of garage spaces.
In addition, Section 19.48. 030 would be clarified to
better distinguish between residential housing types.
D. The amendment to the Azusa Municipal Code as set
forth in this ordinance is consistent with the public
necessity, convenience, general welfare, and good zoning
practice and is necessary for the preservation of the
public health, safety and general welfare.
E. The amendment to the Azusa Municipal Code as set
forth in this ordinance is consistent with and in
conformance to the General Plan of the City of Azusa and
each of the elements thereof and furthers the intent and
purpose of Title 19, ZONING, of the Azusa Municipal Code.
F. In taking this action, the City Council has
considered the effects of its decision on the housing
needs of the region in which the City is located and
balanced those needs against the public service needs of
the city's residents and available fiscal and
environmental resources.
SECTION 2 . Section 19.48 . 030 (1) is hereby amended to
read as follows:
"19.48 . 030 (1) For single-family homes, duplexes and
condominiums, at least two parking spaces in a garage on
the same lot with the main building shall be provided for
each dwelling unit having four or fewer bedrooms. For
each additional bedroom in excess of four, one additional
garage space shall be provided, up to a maximum
requirement of four garage spaces.

SECTION 3 . Section 19.48. 030 (2) is hereby amended to
read as follows:
19.48. 030 (2) For other multi-family dwelling units, in
any zone, at least one parking space in a garage and one-
half open parking space shall be provided for each
dwelling unit with one bedroom or fewer, and one parking
space in a garage for each bedroom and/or den for each
unit with more than one bedroom and/or den. One parking
space for guest parking shall be provided on site for
every three dwelling units; a driveway of at least twenty
feet in length may be utilized for guest parking spaces
for apartment complexes containing four or fewer dwelling
units. If the total requirement for a multi-family
development results in a fraction, that fraction shall be
rounded to the next highest whole number. All such
parking spaces are to be utilized for the parking of
vehicles only, and shall not be utilized for the storage
of any goods or materials at any time. "
SECTION 4. Pursuant to the State CEQA guidelines, a
negative declaration, a copy of which is attached hereto as Exhibit
A, has been prepared and reviewed, finding that the proposed
project could not have a significant effect on the environment.
The City Council hereby certifies said negative declaration, with
the proviso that the mitigation measures, if any, recommended in
the initial study, be implemented.
SECTION 5. The City Clerk shall certify to the
passage of this ordinance and shall cause the same to be published
in compliance with Chapter 19. 64 of the Azusa Municipal Code.

Project involves a textual change to the Azusa Municipal
Code which will require additional garage spaces for larger
residences.

On the basis of this initial evaluation:
I find the proposed project COULD NOT RAVE a significant
effect on the environment, and a NEGATIVE DECARATION has
been prepared and is attached.
I find that although the proposed project could have a
significant effect on the environment, there will not be a
significant effect in this case because the.__mitigation
measures described on an attached sheet have been added to
the project. A NEGATIVE DECLARATION WILL BE PREPARED.
I find the proposed project MAY have a significant effect
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.
