AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING SECTIONS 19. 04.530, 19 . 08. 040 (3) , 19. 14. 040 AND
19. 16. 040 OF THE AZUSA MUNICIPAL CODE PERTAINING TO
REVISED DEFINITIONS FOR LOT WIDTHS (CODE AMENDMENT NO.
192) AND APPROVING THE NEGATIVE DECLARATION
THE CITY COUNCIL OF THE CITY OF AZUSA DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1. The City Council of the City of Azusa
determines and declares as follows:
A. The Planning Commission for the City of Azusa held
a duly noticed public hearing on January 27, 1993 , and,
after fully considering all oral and written testimony
offered at the aforementioned public hearing, adopted
Resolution No. 93-9, recommending to the City Council the
adoption of this ordinance.
B. The City Council of the City of Azusa held a duly
noticed public hearing on March 1, 1993 concerning this
ordinance and fully and carefully considered all oral and
written testimony offered therein prior to acting on this
ordinance.
C. The current definition of lot widths is confusing
and inconsistent with existing parcelization patterns
throughout much of Azusa. An amendment is necessary to
create a more simplified and understandable method of
determining required lot widths and to make the width
requirements more consistent with the existing
subdivision patterns within the city.
D. The amendment to the Azusa Municipal Code as set
forth in this ordinance is consistent with the public
necessity, convenience, general welfare, and good zoning
practice and is necessary for the preservation of the
public health, safety and general welfare.
E. The amendment to the Azusa Municipal Code as set
forth in this ordinance is consistent with and in
conformance to the General Plan of the City of Azusa and
each of the elements thereof and furthers the intent and
purpose of Title 19, ZONING, of the Azusa Municipal Code.
F. In taking this action, the City Council has
considered the effects of its decision on the housing
needs of the region in which the City is located and
balanced those needs against the public service needs of
the city's residents and available fiscal and
environmental resources.
SECTION 2 . Section 19. 04 . 530 is hereby amended to
read as follows:
"LOT WIDTH. 'Lot width' means the horizontal
distance of the street frontage along the front
property line of a parcel. For condominiums,
planned unit developments, subdivided deep lots and
parcels at the end of a cul-de-sac, the lot width
shall be measured as the horizontal distance
between the side lot lines, measured at right
angles to the lot depth at the building line. "

SECTION 3 . Section 19. 08. 040 (3) is hereby
amended to read as follows:
"LOT SIZE. In a R-lc zone, every lot shall have a
minimum lot width of fifty feet and a minimum area
of six thousand square feet provided, however, that
where a lot has less width or less area than
required by this chapter and was held under
separate ownership or was of record on June 6,
1957, such lot may be occupied by any use permitted
in the R-lc zone. "
SECTION 4 . Section 19. 14 . 040 is hereby amended
to read as follows:
"LOT SIZE. Every lot shall have a minimum lot
width of fifty feet and a minimum area of six
thousand square feet provided, however, that where
a lot has less width or less area than required by
this chapter and was held under separate ownership
or was of record on June 6, 1957, such lot may be
occupied by any use permitted in the R2 zone. "
SECTION 5. Section 19. 16. 040 is hereby amended
to read as follows:
"LOT SIZE. Every lot shall have a minimum lot
width of fifty feet and a minimum area of six
thousand square feet provided, however, that where
a lot has less width or less area than required by
this chapter and was held under separate ownership
or was of record on June 6, 1957, such lot may be
occupied by any use permitted in the R-3c zone. "
SECTION 6. Pursuant to the State CEQA guidelines, a
negative declaration, a copy of which is attached hereto as Exhibit
A, has been prepared and reviewed, finding that the proposed
project could not have a significant effect on the environment.
The City Council hereby certifies said negative declaration, with
the proviso that the mitigation measures, if any, recommended in
the initial study, be implemented.
SECTION 4. The City Clerk shall certify to the
passage of this ordinance and shall cause the same to be published
in compliance with Chapter 19. 64 of the Azusa Municipal Code.

Code Amendment No. 192 - CITY OF AZUSA
An amendment to the Azusa Municipal Code revising lot width

A public hearing has been scheduled before the AZUSA CITY
PLANNING COMMISSION on January 27. 1993 at 7:30 p.m. in the
Civic Auditorium located at 213 East Foothill Boulevard, Azusa,
California.
Copies of the proposed Negative Declaration may be reviewed at
the Azusa Planning Division, 213 E. Foothill Blvd., or the Azusa
Public Library, 729 N. Dalton Ave. Comments may be made in
compliance with Sections 21091 and 21092 of the Public Resources

On the basis of this initial evaluation:

effect on the environment, and a NEGATIVE DECARATION has
been prepared and is attached.
I find that although the proposed project could have a
significant effect on the environment, there will not be a
significant effect in this case because the mitigation
- measures described on an-'attached sheet have been added to'
the project. A NEGATIVE DECLARATION WILL BE PREPARED.
I find the proposed project MAY have a significant effect

REPORT is required.
